In accordance with the requirements of the Notice on the Investigation of the Geological Survey Industry (No. 25 of Land Resource Development [2007]), the Office of the Government of Ningxia Hui Autonomous Region has seriously organized the geological survey units which have obtained the qualification of geological survey within the autonomous region, and filled in the table of the situation of the geological survey units and the relevant data. And verify the implementation of various preferential policies for geological survey units, the units reported on the situation table and the relevant situation is summarized, is now the geological survey units in our region report on the situation is as follows.

I, the basic situation of geological exploration units

At present, our region to obtain geological exploration qualification units **** 19, of which the highest qualification for the class A unit 14, the highest qualification for the class B qualification unit 2, the highest qualification for the class C qualification unit 3.

There are 12 state-owned geosurveying units under localized management in our region, and the list of units is as follows: Ningxia Coalfield Geological Bureau (Ningxia Coal Exploration and Engineering Company), Ningxia Geological Survey Institute of the Nuclear Industry, Ningxia Hui Autonomous Region Geological and Environmental Monitoring Terminus (formerly known as the Ningxia Geological Survey Institute), Ningxia Mineral and Geological Survey, Ningxia Geological Survey Institute of Nonferrous Metals, and Ningxia Mining Industry Development Company, Ningxia Hui Autonomous Region Geophysical and Geochemical Survey Institute, Ningxia Geological Engineering Survey Institute, Ningxia Islamic Geological Engineering Company, Ningxia Remote Sensing and Mapping Survey Institute, Ningxia Geology and Minerals Center Laboratory, Ningxia Gold Geological Exploration Engineering Team.

(I) Basic situation of state-owned geological exploration units

The number of employees of state-owned geological exploration units at the end of 2006 was 3,497, and the number of geological exploration employees was 2,146, including 1,088 geological technicians. The total number of retired personnel at the end of the year was 3,087.

Total assets of state-owned geological exploration units at the end of 2006 amounted to 862.977 million yuan. Among them, the productive assets amounted to 251,393,200 yuan.

At the end of 2006, the total income of state-owned geosurveying units in geosurveying industry was 150.7373 million yuan. The total expenditure was 585,426,800 yuan. Among them, the expenditure on geological prospecting was 85.614 million yuan.

(2) Basic Situation of State-owned Geological Exploration Units under Territorialized Management

The number of employees of State-owned geological exploration units under territorialized management at the end of 2006 was 3,389, and the number of geological exploration employees was 2,077, of which 1,042 were geologists and technicians. The total number of retired persons at the end of the year was 3014.

The total assets of the state-owned geological exploration units under localized management at the end of 2006 were 850.437 million yuan. Among them, the productive assets amounted to 239,413,200 yuan.

At the end of 2006, the total income of the state-owned geosurveying unit geosurveying industry under territorialized management was 147,587,300 yuan. The total expenditure was 579,266,800 yuan. Among them, the expenditure on geological prospecting was 82.4640 million yuan.

(4) Tax incentives. Not implemented.

(5) preferential policies for the re-employment of laid-off workers. has not been implemented since the localization of management in 1999.

(6) Pension protection policy for retired workers. It has been implemented, basically relying on the financial support, to ensure the full monthly payment of pensions to retired employees.

(7) Policy on disposal of state-owned allocated land use rights. Ningxia Geological and Mining Bureau has been implemented. And in accordance with the November 11, 2003 minutes of the regional government meeting "on the Ningxia Bureau of Geology and Mining and its geological survey unit of state-owned land use rights, in accordance with the relevant provisions of the assessment can be taken after the disposal of the transfer, leasing, capital contribution (shares) or authorization to operate and other ways. For the use of existing land to improve the housing conditions of the unit's houseless households and households in housing difficulties and change the land use, the land premium can be exempted. To the Bureau of Land and Mining outside the unit or individual transfer of land, should be reported to the autonomous regional people's government for approval, and in strict accordance with the operational land must be recruited, hanging and non-operational land agreement transfer of the relevant provisions, the proceeds of the land is mainly used for the Bureau of Land and Mining for the restructuring and resettlement of workers "policy implementation.

(8) capital construction budget investment subsidy policy. Ningxia Geological and Mining Bureau of capital investment subsidies within the budget in 2001 to implement 800,000 yuan, 2002 to implement 1 million yuan, 2003 to implement 1 million yuan, 2005 to implement 1 million yuan. However, it was not implemented in 2004 and 2006. Ningxia Coalfield Geological Bureau implemented 600,000 yuan.

(9) Housing reform expenditure policy. Ningxia Geological and Mining Bureau has implemented monthly subsidies for serving and retired employees from 1999 to 2006, but the one-time housing subsidies for serving and retired employees before 1998 have not been implemented.

(10) Wage increase policy. All the local survey units have been implemented.

(11) Basic medical insurance, unemployment, work injury and maternity insurance policies. All personnel of Ningxia Geological and Mining Bureau have participated in medical insurance. As the Bureau is a public institution, it has not participated in unemployment, work injury and maternity insurance in accordance with the relevant national policies, but the contractual employees of the whole Bureau have participated in unemployment insurance. All personnel of Ningxia Coalfield Geological Bureau have participated in basic medical insurance and unemployment insurance.

(12) The policy of social integration of employees' pension insurance. As the autonomous region has not issued the relevant pension coordination policy for institutions, Ningxia Geological and Mining Bureau is an institution, so it has not been implemented, but the contractual employees of the Bureau have participated in the social pension insurance coordination. However, the contractual employees of the Bureau have already participated in the social pension insurance system.

(13) Other policies. None.

Three, the main problems

One is the lack of talents. Ningxia is located in remote areas, economic backwardness, low wages, it is difficult to attract students from geology colleges and universities to work in Ningxia. The phenomenon of shortage of professional staff in various exploration units is also very serious, resulting in the decline of the quality of some projects.

The second is that after the localization of geological exploration units, the shortage of funds, for production and operation, support the development of geological exploration units of good operating assets is too little, due to the shortage of funds, in the equipment, equipment, there are deficiencies and aging, and it is difficult to solve the short-term, and therefore lack of competitiveness in the market, the development potential is seriously insufficient.

Third, the ground exploration unit is thin, weak risk resistance, unable to carry out risky mineral exploration. It is recommended that the central and local establishment of risk exploration special fund.

Fourth, the mineral rights set up to affect the professional geological exploration team in the region to find minerals advantage.

Four recommendations

First, in accordance with the principle of separation of enterprises and affairs (changed to synchronize with the autonomous region's reform of institutions) to continue to promote the reform of state-owned geological exploration units, and actively explore reform measures conducive to enhancing the vitality of geological exploration units. At present, in accordance with the requirements of the reform of the categorization of public institutions, first of all, to solve the social security problems of the retired and active employees of the geological prospecting units, to focus on solving the historical legacy of the state-owned geological prospecting units of the staff housing (changed to the housing subsidies), the construction of the base, the renewal of the equipment and other issues, and to improve the reform of the geological prospecting units to go to the market, the self-development of the market's ability to break into the market. Ground exploration units of the housing reform funds required should be included in the autonomous region agencies and institutions housing reform system implementation program, unified planning, co-ordination arrangements. Reduction of geological exploration units used to solve the staff housing, dilapidated housing reconstruction of municipal, urban construction, fire and other related supporting costs, and housing reform into the urban dilapidated housing reconstruction category, enjoy the relevant preferential policies; wages, benefits and other institutions to enjoy the same treatment.

Secondly, to strengthen the training of talents, the construction of high-quality technical team, to maintain the stability and development of the geological exploration team.

Thirdly, to raise the level of technology and equipment, improve geological working conditions, and increase the efficiency of geological prospecting.
