6. Samples of goods;
7. Instruments, equipment and supplies used in charitable activities;
8. Specialized equipment, for the installation, debugging, testing, and repair of equipment used in the instruments and tools;
9.9, Packaging materials for holding goods;
10, Self-driving vehicles and their supplies for tourism;
11, Equipment, instruments and supplies used in engineering construction;
12, Products, equipment and vehicles for testing;
13, Other temporary inbound and outbound goods approved by the General Administration of Customs.

When allocating quotas, the import quota administration department shall take the following factors into consideration:
(1) the applicant's actual import performance;
(2) whether the quotas allocated in the past have been fully utilized;
(3) The applicant's production capacity, scale of operation and sales status;
(iv) The application status of new importing operators;
(v) The status of the quantity of quotas applied for;
(vi) Other factors to be considered.
