should be reported to the local municipal wastewater treatment regulatory authorities for the record.

Article XII of the operating unit shall be in accordance with the signed franchise, commissioning agreement or service contract, the sludge generated by the urban sewage treatment plant for comprehensive utilization or harmless treatment

Article XIII of the operating unit shall be in accordance with the requirements of the urban sewage treatment regulatory authorities in the intake, outlet, key water treatment structures and other locations to install online monitoring and control devices,

and with the urban sewage treatment regulatory authorities networking. Monitoring and control content mainly includes: water, COD, ammonia nitrogen, as well as the operation of key sections.

Operating units should provide the necessary conditions for the normal use of online monitoring and control devices, shall not be removed without authorization, idle, change or damage; found that the online monitoring and control system failure, should be promptly reported to the higher regulatory authorities.

Article XIV of the urban sewage treatment plant in accordance with national and local labor standards, strict control of project personnel quota, key positions must be licensed.

Town sewage treatment supervision department shall carry out urban sewage treatment plant operation, operation, water quality testing and other key positions of personnel training, qualified for the examination, the issuance of key positions in urban sewage treatment plant induction certificate.

For emergencies caused by all or part of the urban sewage treatment plant shutdown, the operating unit must immediately start the safe operation of the emergency plan, and within 2 hours to report to the local municipal sewage treatment supervision and environmental protection departments.

After resuming normal operation, the operating unit should summarize the situation during the shutdown within 5 working days and report to the local sewage treatment regulatory authorities.

Article 18 of the implementation of urban sewage treatment plant operation accountability system.

For misrepresentation of operational data of urban sewage treatment plant operating units, according to the franchise, commissioning agreement or service contract to be dealt with accordingly.
