should be reported to the local municipal wastewater treatment regulatory authorities for the record.
Article XII of the operating unit shall be in accordance with the signed franchise, commissioning agreement or service contract, the sludge generated by the urban sewage treatment plant for comprehensive utilization or harmless treatment
. Belong to the hazardous waste, must be treated and disposed of in accordance with the requirements of hazardous waste management.
Article XIII of the operating unit shall be in accordance with the requirements of the urban sewage treatment regulatory authorities in the intake, outlet, key water treatment structures and other locations to install online monitoring and control devices,
and with the urban sewage treatment regulatory authorities networking. Monitoring and control content mainly includes: water, COD, ammonia nitrogen, as well as the operation of key sections.
Operating units should provide the necessary conditions for the normal use of online monitoring and control devices, shall not be removed without authorization, idle, change or damage; found that the online monitoring and control system failure, should be promptly reported to the higher regulatory authorities.
Article XIV of the urban sewage treatment plant in accordance with national and local labor standards, strict control of project personnel quota, key positions must be licensed.
Town sewage treatment supervision department shall carry out urban sewage treatment plant operation, operation, water quality testing and other key positions of personnel training, qualified for the examination, the issuance of key positions in urban sewage treatment plant induction certificate.
Article 15 of the implementation of urban sewage treatment plant annual operating bulletin and performance evaluation system.

The urban sewage treatment plant should be kept in continuous operation, no unauthorized shutdown. Implementation of equipment, facilities overhaul, maintenance, etc., should be adjusted through the process of operation to ensure that the scale of sewage treatment and effluent water quality. The need to stop or part of the shutdown, the operating unit should be 15 working days in advance, to the local town sewage treatment supervision and environmental protection departments to apply, and by the higher level of town sewage treatment supervision and environmental protection departments agreed to by the municipal (county) people's government approval. The approval shall specify the time limit for shutdown, phased shutdown, shutdown during the key sewage units to improve emission standards and other emergency measures.
For emergencies caused by all or part of the urban sewage treatment plant shutdown, the operating unit must immediately start the safe operation of the emergency plan, and within 2 hours to report to the local municipal sewage treatment supervision and environmental protection departments.
After resuming normal operation, the operating unit should summarize the situation during the shutdown within 5 working days and report to the local sewage treatment regulatory authorities.
Article 18 of the implementation of urban sewage treatment plant operation accountability system.
For misrepresentation of operational data of urban sewage treatment plant operating units, according to the franchise, commissioning agreement or service contract to be dealt with accordingly.
The unauthorized cessation of operation, idle or abnormal operation of urban sewage treatment plants, and cause serious environmental pollution accidents in the operation of the unit, according to the law to be held accountable.
The sewage treatment plant paralyzed or equipment damage caused by serious exceedance of the standard of water intake, unable to operate, the responsibility of the sewage unit concerned shall be investigated according to law.

constituting a crime, shall be investigated for criminal responsibility.
Article 20 of the violation of other relevant provisions of this approach, by the relevant administrative departments in accordance with relevant laws, regulations and rules shall be punished.
