Article 2 All enterprises and institutions within the administrative area of Anshan City, shall comply with the provisions of this regulation. Article Anshan city electromechanical products import and export office (hereinafter referred to as the city electromechanical office) is the city's electromechanical equipment bidding management agency, is responsible for the city's electromechanical equipment bidding organization, coordination, supervision and service work. Article 4 The bidding and tendering work to "service, efficiency, fairness, authority" for the purpose of obtaining the best technical and economic benefits. Adhere to the principle of equal opportunity and safeguard the legitimate rights and interests of both parties involved in bidding. Chapter II bidding content and mode of Article 5 bidding content includes:

(b) the equipment for the exclusive production of foreign enterprises;

Article IX of the city by the state or local governments at all levels approved by the capital construction, technological transformation, technology introduction projects require domestic mechanical and electrical equipment, are required to implement the provisions of the domestic mechanical and electrical equipment bidding, except under the following conditions:

(a) the total investment in equipment for the project is less than 1 million yuan (excluding 1 million yuan), of which a single piece of equipment valued at more than 50,000 yuan (including 50,000 yuan) to be According to the single machine bidding for;

(2) the equipment for the market for short-term products;

(3) the equipment for the exclusive domestic enterprises to produce products;

(4) the equipment can be produced by the construction unit itself. Equipment demand side in the submission of the preceding paragraph at the same time, to the municipal electromechanical office to pay 2% of the total amount of bidding equipment bidding deposit or issue a letter of guarantee. After the completion of the bidding work, if the equipment demand side without default, the city electromechanical office shall return the bond or letter of guarantee to the equipment demand side. Chapter V Bidding Procedures Article 15 All domestic enterprises and institutions with legal personality, production capacity or supply capacity can directly participate in the bidding of domestic tenders.

If the products are subject to the production license system, the bidding enterprises shall also hold the production license approved by the relevant departments.

Domestic "three-funded" enterprises can participate in the domestic bidding for products produced in China. Article 16 All legal personality, production capacity or supply capacity of domestic and foreign enterprises can participate in international tenders.
