State Oceanic Administration on the issuance of the "State Oceanic Administration large-scale instrumentation and equipment management regulations" notice

Article 1 These regulations are formulated for the purpose of strengthening the management of large instruments and equipment and improving their utilization rate and integrity rate. Article 2 The large instruments and equipments referred to in these regulations are those purchased with the Bureau's infrastructure fee, three fees or self-financing, valued at more than 50,000 yuan (including 50,000 yuan) of a single unit (piece) of instrumentation, as well as instruments and equipments compensated through international cooperation. Article 3 Each branch office, business center and research institute shall designate the instrument and equipment management department to be specifically responsible for the management of instrument and equipment. Article 4 The relative stability of instrument and equipment management personnel shall be maintained, and emphasis shall be placed on business training and improvement. Anyone who meets the conditions for evaluation of professional and technical positions shall be evaluated and employed in the corresponding professional and technical positions. Article 5 In order to improve the utilization rate of large-scale instruments and equipment, each unit of the more general instruments and equipment can be implemented in the unified management **** with the gradual formation or establishment of distinctive bureau-level laboratories and national laboratories. Article VI application for the purchase of large instruments and equipment approval procedures

1. Feasibility study, a written report, and the previous year at the end of October in triplicate to the Bureau of Planning and Finance Division.

2. The competent business department of the bureau will review the application report and give written comments.

3. Planning and Finance Division of the comprehensive balance, the proposed annual acquisition plan program, the business division of the relevant business reported to the Bureau for approval and issuance.

4. Units with unplanned income, self-financing the acquisition of a single unit (piece) in more than 50,000 yuan of instruments and equipment, need to be reported to the Bureau of Planning and Finance Division for the record. Article VII due to the purchase of large instruments and equipment, need to go abroad for inspection, technical training or the need for foreigners to come to China to install and debug the instruments and equipment, etc., must be reported to the Bureau for approval, and apply for inclusion in the Bureau's annual foreign affairs program. Article 8 Strengthening the maintenance and management of instruments and equipment, and keeping the instruments and equipment in good working condition

1. The instruments and equipment that have arrived must be inspected and accepted within the specified claim period, and the inspection report must be written and reported to the Department of Planning and Finance of the Bureau.

2. Strictly observe the operating procedures. Major instruments and equipment should be equipped with specialized personnel responsible for the operation and use.

3. Establish regular maintenance, identification, calibration system.

4. Compliance with maintenance procedures, the implementation of maintenance technology standards, to ensure the quality of repair, reduce repair costs.

5. Establishment of large instruments and equipment, technical files, technical cards, a variety of technical information should be complete.

6 units should be regularly on the utilization of large instruments and equipment, the rate of completion, the quality of the situation (good, survey, to be repaired, scrapped) assessment, and reported to the Bureau of Planning and Finance Department before the end of December each year. Article 9 The large instruments and equipments shall not be split and used without the approval of the competent department of the Bureau. Article 10 According to the needs of work, the bureau has the right to temporarily allocate large instruments and equipment for use. No special reasons for acceptance can not be put into application or put aside for a year without using, the Bureau can be gratuitously allocated to other units. Article 11 The large-scale instruments and equipments which cannot reach the technical indexes and have lost the value of use shall be downgraded and scrapped, and each unit shall carry out technical appraisal and write a special report for the approval of the bureau. Article 12 Where one of the following conditions is met, the application for scrapping can be made:

1. the performance of the instrument and equipment by the inspection and repair still can not meet the technical indicators;

2. the use of time to reach or exceed the effective life of the instrument and equipment;

3. the instrument and equipment has not reached the specified service life, but the main components of the wear and tear is serious, the repair cost is expensive and economically uneconomical;

4. the instrument and equipment can not reach the specified life, but the main parts of the wear and tear is serious, the repair cost is expensive and economically uneconomical. Unconscionable;

4. Instruments and equipments which are eliminated by the state;

5. Instruments and equipments which seriously affect the safety and health of people. Article XIII approved degradation or scrapping of large instruments and equipment, each unit should be in accordance with the relevant provisions of the state to recover its residual value for the maintenance and renewal of instruments and equipment. Article 14 The collectives or individuals with high utilization rate, good management and outstanding achievements of large instruments and equipments shall be commended or rewarded. Article 15 In case of loss or damage of large instruments and equipment, each unit shall write a special report to the Bureau. For the lack of responsibility, operational errors caused by major losses in departments and individuals, should be held responsible, and depending on the circumstances

Article XVI for horizontal development of large-scale instrumentation should be charged for the occupancy of instrumentation. Article XVII of the occupancy fee can be 5-10% of the contract funds for horizontal development tasks (including all occupied equipment) charged. Article 18 The financial department of each unit is responsible for collecting the occupancy fee, of which 70% to stay at this level of finance, 30% to the Bureau of Planning and Finance Division, as a large-scale instrumentation maintenance and renewal fund, earmarked for special purposes. Article 19 Any unit that does not collect and pay the occupation fee of large instruments and equipment in accordance with the provisions of this regulation, the Bureau will no longer arrange for the purchase of instruments and equipment. Article 20 Each unit may formulate the implementation rules according to its own actual situation and report them to the Bureau for the record. Units with unplanned income from self-financing the acquisition of large instruments and equipment, may refer to the implementation of these provisions. Article 21 The large instruments and equipments purchased with special funds for oceans and Antarctica shall be implemented in accordance with the management methods formulated by the Office of COMRA and the Office of Antarctic Expedition. Article 22 These provisions shall be interpreted by the Department of Planning and Finance of the Bureau. Article 23 These provisions shall come into force on the date of their issuance. The relevant provisions previously formulated shall be repealed at the same time.
