The Health Bureau is the competent department of local hospitals at all levels. There are functional departments such as office, medical political department, health education institute and Aiweihui, which are in charge of food hygiene, the implementation of the law on medical practitioners, the handling of medical accidents and so on.
Main functions:
(a) to implement the principles, policies, laws, regulations and rules of the party and the state on health work; According to local conditions, study and draft local laws, regulations and policies on health work; To study and formulate relevant plans, work plans, policies and guiding opinions on the development and reform of local health undertakings, and organize their implementation.
(two) according to the overall planning of local national economic and social development, the preparation of local health development planning, regional health planning and annual work plan, and is responsible for organizing the implementation.
(three) responsible for the prevention and control of infectious diseases and chronic non-communicable diseases. Monitor infectious diseases according to law, establish an early warning mechanism to prevent and control the occurrence and spread of epidemic diseases; Organize and carry out national health education and publicity.
(four) responsible for local public health emergencies and emergency management of public health emergencies; Responsible for establishing local pre-hospital first aid system and medical treatment system, and organizing emergency medical rescue work.
(five) responsible for the prevention and control of infectious diseases, public health, drinking water hygiene, school health, occupational health and other related public health supervision and management. Study and monitor all kinds of major risks and pathogenic factors closely related to people's health.
(six) responsible for the establishment of local medical and health institutions at all levels, the establishment of medical service institutions, the application of new medical technologies, the configuration of large medical equipment, medical and health practitioners and special technologies for maternal and child health care. Mobilize and organize citizens to donate blood without compensation according to law, and supervise and manage blood collection and supply institutions and the safety of clinical blood use.
(seven) responsible for formulating or examining (reviewing and approving) the quality standards, technical specifications and professional ethics of medical treatment, nursing, medical technology and related services of various medical and health institutions at all levels, and implementing supervision and management.
(eight) to manage the internal clinical pharmacy work of medical institutions according to law. Assist the price department in setting the price of medical and health services, and be responsible for supervising the implementation of the price of medical services in various medical and health institutions at all levels.
(nine) responsible for the formulation of local Chinese medicine work plan, and promote the coordinated development of Chinese medicine and integrated traditional Chinese and western medicine.
(ten) to study and formulate plans and policies for community health, rural health, maternal and child health and primary health care, and organize their implementation.
(eleven) responsible for the formulation of local health science and technology planning, organization of major local health research and key scientific research projects, and guidance for the transformation and popularization of scientific and technological achievements; Responsible for the biological safety supervision of local laboratories and their experimental activities related to people's health.
(twelve) responsible for the formulation of local health personnel planning; To guide and organize the appointment and qualification certification of health professional and technical posts; Responsible for making plans and plans for continuing education and related professional training of health practitioners, and organizing their implementation.
(thirteen) responsible for collecting and publishing local public health, medical services and other related health information and government information; Organize international exchanges and cooperation in the medical and health field.
(fourteen) responsible for the management of health bureau cadres; Manage the medical insurance bureau together with relevant departments.
(fifteen) responsible for accepting administrative reconsideration and administrative litigation.
(sixteen) to undertake other tasks assigned by the local government.

Administrative Punishment Law of the People's Republic of China
Article 72 If a party fails to perform the decision on administrative punishment within the time limit, the administrative organ that made the decision on administrative punishment may take the following measures:
(a) if the fine is not paid at the due date, a fine of 3% of the fine amount shall be imposed every day, and the fine amount shall not exceed the fine amount;
(2) Auction the sealed-up or detained property according to law, dispose of it according to law, or transfer frozen deposits and remittances to offset the fine;
(3) Taking other forms of administrative coercion according to law;
(4) Apply to the people's court for compulsory execution according to the Administrative Enforcement Law of the People's Republic of China.
If the administrative organ approves the extension or installment payment of the fine, the time limit for applying to the people's court for compulsory execution shall be counted from the date when the extension or installment payment of the fine expires.
