the performance of health system mainly depends on the performance of its functions. The functions of the health system include: ① Supervision and management includes formulating fair rules of the game and determining the strategic direction of the whole health system. (2) financing means raising funds, establishing overall planning and allocating funds. (3) service provision, that is, the health system provides high-quality personal health services and public health services. ④ Resource raising, including human resources, equipment and knowledge.
The World Health Report in p>2 evaluated and ranked the health system performance of 191 countries and regions in the world, and China ranked 144th in overall performance. To improve the performance of China's health system, efforts should be made in the following aspects:
(1) Implementing macro-reform of health system organization and strengthening comprehensive supervision and management capabilities. According to the characteristics of the health system, the Ministry of Health is established to be responsible for the comprehensive coordination and management of all health-related departments. Give full play to the role of health-related subsystems and improve the allocation efficiency of health resources in the whole society.
(2) Reform the health financing mechanism and payment methods to promote the fairness of financing. Increase the government's health investment and adjust the price of health services based on cost; Implement the separation of medicine and cut off the financing mechanism of supporting medicine with medicine; Consolidate and develop a variety of medical security systems based on basic medical security.
(3) Strengthen the control of health system to ensure a standardized medical and health service market. Because of the asymmetric information between doctors and patients, the medical supplier dominates the consumer, and there is moral hazard in medical insurance, it is necessary to strengthen the control of the medical and health service market, limit unqualified medical services, establish certification standards for medical institutions, and control service prices and insurance rates.
