I. Guiding ideology
Fully implement the Party's educational policy, conscientiously implement the concept of "health first" and the fundamental task of moral education, take improving students' physical health as the basic goal of school education, offer physical education and health courses, and strengthen extracurricular exercise. Through the leverage and guidance of the exam, students can master the sports skills of 1-2 through the study of physical education and health courses and colorful extracurricular sports activities, and develop lifelong beneficial physical exercise habits.
Second, the basic principles
(1) guiding principles.
The purpose of implementing the academic level examination of physical education and health subjects in ordinary senior high schools is to guide students to have a good physical education and health class, encourage students to actively participate in extracurricular physical exercise, and promote students to develop lifelong beneficial physical exercise habits; Guide the reform of school physical education, promote the connection between classroom teaching and extracurricular activities, and promote interest cultivation and skill improvement.
(2) the principle of gradualism.
It is a new attempt to strengthen and improve school physical education to implement the academic level examination of physical education and health subjects in ordinary senior high schools. Cities and schools should actively explore and boldly try to gradually improve the academic level examination system of physical education and health subjects in senior high schools on the basis of constantly summing up experience.
(3) the principle of fairness.
Fairness and justice are the basic requirements of the academic level examination of physical education and health in ordinary high schools. The examination should have standardized procedures, unified standards and fair results.
Third, the nature of the examination.
The academic level examination of physical education and health subjects in ordinary high schools is a qualified examination, which is an important basis for ordinary high school students to graduate. Applicants with the same academic level do not need to take the academic level examination of physical education and health subjects.
Four. Examination contents and methods
The academic level examination of physical education and health subjects in senior high schools adopts the method of "physical participation+physical health test+motor skill test".
Sports participation and physical fitness test are "process evaluation" and sports skill test is "special sports skill evaluation".
(1) Sports participation. According to "Physical Education and Health Curriculum Standards", senior high schools formulate assessment methods for students' physical education curriculum learning and extracurricular physical exercise, and evaluate or score students' physical education and health curriculum attendance, physical education and health curriculum academic performance and participation in extracurricular sports activities at the end of each semester.
(2) Physical health test. According to the national standards for students' physical health, it is arranged by the county-level education administrative department. In the last semester of each academic year, the school or the third party will test the students' physical health through centralized testing, centralized physical examination or physical fitness meeting. Those who fail to pass the exam are allowed to make up the exam in this school year.
(3) Motor skill test. According to the relevant provisions of Physical Education and Health Curriculum Standards and National Students' Physical Health Standards, the school tests students' sports skills in track and field, swimming, basketball, volleyball, football, table tennis, badminton, tennis, aerobics and martial arts.
Track and field test content:100m, 400m, long jump, high jump and shot put (choose one).
Swimming test content: 50m breaststroke, freestyle, backstroke and butterfly (choose one).
Basketball test content: dribbling+dribbling+layup.
Volleyball test content: cushion the ball into the box+fixed-point serve.
Football test content: dribbling+dribbling+shooting.
Table tennis test content: serve+forehand attack+backhand push block.
Badminton test content: forehand and backhand serve+high and long ball+chop.
Tennis test content: baseline serve+forehand and backhand stroke.
Aerobics test content: basic skills (including vertical and horizontal splits, positive side high kicks, lower back, bending over and jumping)+self-compiled complete sets of movements.
Wushu test content: basic movements+routines+instruments.
The venue equipment, test rules and grading standards shall be uniformly formulated by the municipalities according to the national students' physical health standards and relevant project competition rules.
Five, the examination object and time
Students with ordinary high school status should take the academic level examination of physical education and health subjects.
The time of "process evaluation" is the first semester of senior one, senior two and senior three, and the specific evaluation time can be determined according to the curriculum and class arrangement. The time of "motor skill test" is determined by the school and completed at the end of last semester in senior three.
Six, the organization and implementation of the examination
In the academic level examination of physical education and health subjects in ordinary senior high schools, students' participation in physical education, physical health test and motor skill test are all qualified and unqualified. Every time three grades reach the qualified standard, the grades are considered qualified, 1 is unqualified or absent from the exam, and the grades are considered unqualified, and no graduation certificate may be issued. The test scores are truthfully recorded in the students' comprehensive quality evaluation files.
Those who fail the physical health test and the motor skill test can take the make-up exam, and those who pass the make-up exam will be marked as "qualified".
Participate in sports meetings and individual competitions organized by county-level education and sports departments in high school, and get the top six students in individual and group projects; Students who participate in sports meetings and individual competitions organized by municipal and above education and sports departments, the National Middle School Sports Association and the Shandong Student Sports Association; Students who have obtained certificates of third-class athletes and above may be given special sports skills without testing.
Seven. job requirement
(1) Strengthen organizational leadership. Carrying out the academic level examination of physical education and health subjects in ordinary senior high schools is an important measure to strengthen the function of physical education, promote students to strengthen physical exercise and continuously strengthen their physique. The education administrative departments of cities and counties (cities, districts) should attach great importance to it, strengthen leadership and elaborate organization. According to these measures, formulate detailed rules for the implementation of the academic level examination of physical education and health subjects for senior high school students in this Municipality, establish an examination system formulated by the municipal education administrative department, uniformly deployed by the county education administrative department and implemented by senior high schools, and report it to our bureau before the end of February 2065438+2008. The administrative departments of education in cities and counties should conduct spot checks on the results of process evaluation and motor skills test, and those who practice fraud or engage in malpractices for selfish ends should be dealt with severely according to the law and regulations.
(2) Strengthen teaching management. City, county (city, district) education administrative departments and schools should strictly implement the ordinary senior high school curriculum plan, reasonably arrange the teaching progress, and strictly prohibit the compression of course teaching time to ensure the comprehensive opening of physical education and health courses. Strengthen the teaching reform of physical education and health courses, incorporate students' extracurricular sports activities into the teaching plan, and connect with and complement the physical education classroom teaching content to meet the needs of students' sports hobbies and specialties development and improve their special sports ability.
(three) the establishment of results publicity and spot check system. Schools should announce the individual scores and total scores of students' sports participation, physical health test and special sports skills test on campus, and inform the parents of the students about the situation. Schools shall not disclose students' personal privacy when publicizing relevant information. City, county (city, district) education administrative departments shall conduct on-site and on-the-spot sampling tests on the test results of special sports skills organized by schools to ensure the fairness, impartiality, accuracy and effectiveness of the special sports skills test.
(four) clear exemption, deferment and other special policies. Students who are unable to take the physical education and health examination due to illness (disability) shall apply to the competent education administrative department for exemption from the examination on the basis of the certificate of medical units at or above the county level (or the certificate of disabled persons issued by the Disabled Persons' Federation) and the school certificate, and can be exempted from the examination only after approval. There are two kinds of exemption: full exemption and half exemption. Students who are proved by medical institutions to be unable to take all the examination items may apply for exemption from the examination, and the results of the candidates who are exempted from the examination are calculated according to the qualified grade; Candidates who are proved by medical institutions to be unable to take part in some exams may apply for semi-exemption. The results of semi-exemption projects are calculated according to the qualified grade, and the results of non-exemption projects are calculated according to the actual test results. The school should publicize the list of students who enjoy exemption one week before the exam. The certification materials of the test-free candidates are recorded in the students' comprehensive quality evaluation files, and the original materials are filed for future reference.
Students who are temporarily unable to take the physical education and health examination due to special circumstances may apply for an extension of the examination, which shall be conducted within 1 month after the examination.
The measures shall be implemented by the first-year high school students who entered school in the autumn of 20 17, and shall be valid until August 3 1 day, 2022. Matters not covered shall be implemented in accordance with relevant policies and regulations.
