Chapter I General Provisions
Article 1 In order to strengthen the management of road traffic in the city, to maintain the order of road traffic, and to ensure the safety and smooth flow of road traffic, in accordance with the laws, regulations and relevant provisions, combined with the actual situation in the city, to formulate the provisions.
The second in the administrative area of the city on the road traffic behavior or activities related to road traffic management, in addition to the implementation of relevant laws and regulations, shall comply with these provisions.
The road referred to in these provisions refers to ordinary highways, highways, city roads, rural roads, special roads for the passage of social vehicles and hutongs (alleys), building canals, public **** square, public **** parking lot for the passage of vehicles and pedestrians.
Article 3 The Municipal Public Security Bureau is the competent authority for road traffic management in the city, and the public security traffic management departments at all levels are responsible for the specific implementation of these provisions.
Article 4 In order to effectively control traffic violations and traffic accidents, the city implements the traffic safety responsibility system.
Organs, enterprises and public institutions, social organizations, the army, the armed police force and other organizations (hereinafter referred to as the unit) shall implement the road safety responsibility system, and strengthen the traffic safety education and vehicle management of the personnel belonging to.
Article 5 of any unit and individual road traffic activities in accordance with the law are protected by law, the violation of road traffic management have the right to discourage, report.
Any unit or individual shall abide by the traffic order and maintain traffic safety and order.
Article 6 Units and individuals who have made remarkable achievements in traffic safety work shall be honored and rewarded by the people's governments at all levels or by the public security organs.
Article VII Any unit and individual traffic activities on the roads of the city shall follow the principle of ensuring safety.
Chapter II Vehicles
Article 8 The owner of a motor vehicle who applies for registration of a motor vehicle shall submit for examination the following documents:
(1) proof of the lawful origin of the motor vehicle;
(2) certificate of qualification of the organization, individual household registers and resident's identity card;
(3) certificate of third-party liability insurance of the motor vehicle;
(4) Other relevant documents.
For motor vehicles meeting the provisions of the preceding paragraph, after passing the safety and technical inspection by the Public Security Traffic Management Department, the registration shall be approved and the number plates and exercise certificates shall be issued.
Article IX of the motor vehicle with the city's number plate and exercise permit, shall comply with the following provisions:

Article 10 The registered motor vehicles to change the appearance of the body, the structure of the model or replacement of the engine, frame, subject to the consent of the public security traffic management department.
Article XI has been registered motor vehicles, to meet the national requirements of the end-of-life standard, the owner of the motor vehicle shall go to the public security traffic management department for the abolition of the procedures, return the number plate and the exercise permit, cancellation of registration.

The public security traffic management department can be a temporary inspection of motor vehicles.
Article XIV of the motor vehicle damaged by traffic accidents need to be repaired, the public security traffic management department where the accident should hold a certificate issued.
Motor vehicle repair units to undertake repair of vehicles damaged in traffic accidents, shall establish motor vehicle repair account, detailed registration for inspection.
Article 15 No unit or individual shall not do the following:
(1) altering the vehicle model, number, engine number, chassis number or vehicle identification code;
(2) forging, fraudulent, altered, misappropriation of the motor vehicle registration documents or inspection marks;
(3) use of motor vehicle registration documents, numbers, plates and other documents, knowing that they are forged, fraudulent, altered, misappropriated. Motor vehicle registration documents, number plates, exercise permits or inspection marks;
(d) illegal assembly of motor vehicles;
(e) unauthorized installation or use of state regulations on special vehicle alarms, signs lamps, emblems, number plates or use of the card;
(f) illegal dismantling or retention of motor vehicle license plates, travel permits.
Chapter III Driver Management
Article XVI of the application or renewal of motor vehicle driver's license, in addition to meet the relevant provisions of the state, but also to accept the necessary driving adaptability test, to participate in the traffic laws and regulations and related knowledge training and examination. After passing the test, the public security traffic management department to issue a motor vehicle driver's license.
Except for the public security traffic management department or its entrusted departments, any unit or individual shall not detain the motor vehicle driving license.
Article 17 When driving a vehicle, a motor vehicle driver shall abide by the following provisions:
(1) He is not permitted to drive a vehicle without a number plate or a license plate;
(2) He is not permitted to watch television or listen to radio broadcasts with earphones or earplugs;
(3) He is not permitted to use a cellular telephone or to check paging messages;
(4) He is not permitted to serve nerve-suppressing products, preparations;

(vi) drivers and front seat occupants of minibuses to use seat belts;
(vii) vehicles in motion, not allowed to open the door;

Article 18 The driver of a motor vehicle shall observe the following provisions when driving a vehicle during the internship period:

(3) no driving of vehicles on test;
(4) no driving of buses for commercial purposes.
Article 19 of the city's implementation of motor vehicle drivers traffic violations, traffic accidents points system, where the points reached the required points of motor vehicle drivers, must participate in traffic safety education and training and examination. Article 20 A motor vehicle driver shall have his or her driver's license canceled in any of the following cases:
(1) if he or she dies, is declared dead or is declared missing;
(2) if he or she fails to renew his or her driver's license within six months after the validity of his or her driver's license has expired without any justifiable reason;
(3) if he or she does not appear at the designated place to receive treatment for a traffic violation without any valid reason within three months after the violation occurs;
(4) if he or she fails to appear at the designated place to Accept processing;

(E) due to physical reasons to lose the ability to drive.
Chapter IV Vehicle Traffic
Article 21 Motor vehicles traveling on the road, shall comply with the following provisions:
(a) on the same direction of two motor vehicle lanes on the road, the left lane for small buses, the right lane for other vehicles;
(b) in the same direction of three motor vehicle lanes on the road, the left lane for small buses, the middle lane for large buses, the right lane for other vehicles;
(c) in the same direction of three motor vehicle lanes, the left lane for small buses, the middle lane for large buses. driving, the middle lane for large buses, freight cars (except cars with trailers), passenger taxi driving, the right lane for other motor vehicles;

Article 22 Two-wheeled motorcycles are subject to the following provisions:
(1) they are permitted to be exercised only on the right side of the lane;
(2) they are not permitted to drive in a zigzag direction;
(3) they are not permitted to be exercised side by side with other vehicles in the lane.
Article 23 of the body of less than one meter on each side of the road, generally not allowed to motor vehicles. However, the units, households and related motor vehicles on both sides of this road may drive in or out.
Article 24 The maximum speed of the following vehicles when traveling on a wide, free and well-sighted road:
(1) 40 kilometers per hour for lifting trucks, large flatbed trucks, and four-wheeled agricultural transporters;
(2) 30 kilometers per hour for three-wheeled agricultural transporters;
(3) 15 kilometers per hour for special-purpose vehicles for the disabled.
Article 25 In any of the following cases, large tractors and four-wheeled agricultural vehicles are not permitted to exceed 15 kilometers per hour, small tractors and three-wheeled agricultural vehicles are not permitted to exceed 10 kilometers per hour, and other motor vehicles are not permitted to exceed 20 kilometers per hour:
(1) Driving on slippery roads;
(2) Passing through reversed curves, continuous curved roads, mountainous roads, flooded roads (bridges) and other roads (bridges). road, flooded road (bridge) or hump bridge;
(c) through intersections not controlled by traffic signals or traffic signs;
(d) towing mixers, engines and other specialized machinery.
Motor vehicles are not allowed to exceed 10 kilometers per hour when entering or leaving a doorway or when reversing.
Article 26 Vehicles shall slow down in any of the following cases:
(1) Passing through roads without crosswalks, in case of children and teenagers in a line, or the elderly or disabled persons who have difficulty in walking crossing the carriageway;
(2) Passing through pedestrian-intensive road sections, construction road sections, or obstructed road sections;
(3) Passing through road sections equipped with signs of attention to pedestrians, signs of attention to children, signs of attention to danger, etc.
(4) Motor vehicles shall not exceed 10 kilometers when towing special machinery, such as engines.

Article 27 Freight motor vehicles with trailers, semi-trailers, large flatbed trucks, large buses, agricultural trucks, battery trucks or vehicles loaded with chemically hazardous substances are not permitted to tow a trailer or tow a vehicle.

Article 28 When a motor vehicle turns, makes a U-turn, changes lanes, or parks by the side of the road, it shall turn on its turn signal at a distance of 100 meters to 30 meters in advance; and when it turns, makes a U-turn, changes lanes, or parks by the side of the road or drives away from the parking place and enters its own lane, it shall immediately turn off its turn signal.
When a motor vehicle is traveling at night, it is not allowed to use high beams if the vehicle in front of it has high beams on, or if the vehicle behind the vehicle traveling in the same direction is less than 30 meters away from the vehicle in front of it.
Article 29 Motor vehicles on the road in one of the following circumstances, should use the hazard warning flashers:
(a) the occurrence of traffic accidents have the conditions to use;
(b) towing or being towed;
(c) night on the road at night temporary parking.
Motor vehicles on the road in one of the following circumstances, you can use the hazardous alarm flashers:
(a) personal and property safety is threatened;
(b) rescue of critically ill people;
(c) a public security police car escort.
Except for the above circumstances, motor vehicles are not allowed to use the hazardous alarm flashers.
Article 30 On roads within the Outer Ring Road (including the Outer Ring Road) and roads in the built-up areas of Tanggu, Hangu and Dagang, sounding of horns by motor vehicles is prohibited day and night. Police cars, fire engines, engineering rescue vehicles, ambulances, non-emergency missions, are not allowed to use the siren; more than two cars traveling, no special circumstances, the rear car is not allowed to use the siren.
Article 31 When a vehicle passes through an intersection of more than five forks, the right side of an intersection, it shall be straight through; the right side of two or more intersections, it shall be left turn through; the intersection of the straight right, it shall be straight through.
Article 32 Vehicles passing through intersections not controlled by traffic signals or traffic signs shall comply with the following provisions:
(1) Motor vehicles shall slow down at a distance of 100 meters to 30 meters from the intersection;
(2) At intersections delineated with guided lanes, they shall split lanes according to the direction of travel;
(3) When turning left, motor vehicles shall keep close to the center of the intersection. center of the intersection, non-motorized vehicles make a small turn around the center of the intersection, and non-motorized vehicles make a large turn around the center of the intersection;
(d) Turning vehicles give way to vehicles going straight ahead;

Article 33 A motor vehicle passing on the following roads shall comply with the following provisions:
(1) When passing through a railroad crossing, it is not allowed to turn off the engine or coast in neutral;

(3) When going up a steep slope, passing through reverse curves, consecutive curves, dangerous road near a mountain, or when hauling special machinery such as mixers, generators and other special machinery, it is necessary to let the vehicle that has already passed the center of the intersection pass. Article 34 In case of traffic congestion, motor vehicles shall comply with the following provisions:
(1) Waiting in their own lanes;
(2) Intercutting with vehicles waiting in their turn;
(3) Not allowed to enter non-motorized lanes;
(4) Not allowed to stop at pedestrian crossings or in no-parking zones.
Article 35 Driving a non-motorized vehicle shall be subject to the following provisions:
(1) riding on sidewalks and pedestrian overpasses is prohibited;
(2) animal-drawn vehicles are not permitted to enter the roads within the Outer Ring Roads or other roads explicitly prohibited;
(3) stopping on the carriageway is not permitted.
Article 36 Riding a bicycle on urban roads may be accompanied by a child under 12 years of age, but appropriate safety measures shall be taken. When riding through intersections, railroad crossings, sharp curves, narrow roads, steep slopes, tunnels or dangerous roads, the bicycle must be dismounted and pushed.
Article 37 Temporary parking of motor vehicles shall comply with the following provisions:
(1) according to the downstream direction, parked immediately adjacent to the edge of the road line, the front and rear of the right-hand side of the outer edge of the wheel from the curb shall not be more than 0.3 meters;
(2) in the motor vehicle lane with isolation facilities are not permitted to park;
(3) one side of the carriageway has an obstacle, the distance from the obstacle to the other side within 20 meters are not permitted to park;
(3) one side of the obstacle is not allowed to park; the other side of the obstacle is not allowed to park. meters from the obstacle on the other side is not allowed to park;

(e) not allowed to stop suddenly for no reason.
Article 38 If a motor vehicle is on the road under one of the following circumstances, the public security traffic management department may remove the vehicle:
(1) if it breaks down and cannot be driven;
(2) if it cannot be driven in a traffic accident;
(3) if the driver leaves the vehicle after it has been temporarily parked;
(4) if, on the road sections where parking is permitted, it Not in accordance with the provisions of the parking.
Article 39 If a motor vehicle (except a motorcycle) is involved in a traffic accident, a warning sign of a broken down vehicle shall be set 50 to 30 meters behind the body, and the wide lights and tail lights shall be turned on at night.
Article 40 Operational large and medium-sized buses shall be driven or stopped according to the routes and stops agreed upon by the Public Security Traffic Management Department.
Operational buses are not allowed to drive or stop to solicit passengers when traveling on the road.
Article 41 If the load of a freight motor vehicle exceeds the authorized mass, the excess shall be unloaded to a site that does not affect road traffic.
Article 42 Passenger cars are not allowed to carry objects on the outside of the body.
Large passenger car roof luggage rack load, the height from the bottom of the luggage rack is not allowed to exceed 50 centimeters, the height of the vehicle in the 3.5 meters above the height from the ground is not allowed to exceed 4 meters; length and width are not allowed to exceed the luggage rack, the mass of the load does not exceed the factory-approved standards.
Small bus roof luggage rack load, the height from the bottom of the luggage rack is not allowed to exceed 30 centimeters, the length and width are not allowed to exceed the luggage rack, the loaded mass does not exceed the factory-approved standards.
Article 43: Motorcycle loads shall comply with the following provisions:
(1) Side three-wheeled motorcycles are permitted to carry loads only in the spanning hopper, the height of which is not permitted to exceed 1.5 meters from the ground, and the length and width are not permitted to exceed that of the spanning hopper, and the mass of the load is not permitted to exceed 100 kilograms;
(2) Two-wheeled motorcycles are permitted to carry loads only in the rear seat and the mass of the load is not permitted to exceed 60 kilograms, and the load of the rear seat is not permitted to carry people. Article 44 The following provisions shall be observed in the loading of agricultural vehicles:
(1) When agricultural vehicles are loaded with loads exceeding the rear compartment, no person shall be allowed to be loaded on the loads;
(2) The height of the load of three-wheeled agricultural vehicles from the ground shall not be allowed to exceed 1.5 meters, and the length and width shall not be allowed to exceed the rear compartment;
(3) The height of the load of four-wheeled agricultural vehicles from the ground shall not be allowed to exceed 2.5 meters, and the length and width shall not be allowed to exceed 2.5 meters. Article 45: Vehicles carrying persons shall comply with the following provisions:
(1) When a freight motor vehicle is loaded with goods, no escort, loading or unloading personnel shall be permitted to be attached to the goods in front of or on both sides of the vehicle;
(2) Agricultural transportation vehicles and rear-wheeled motorcycles shall not be permitted to carry more than four persons;
(3) No person shall be allowed to be loaded in any part of the vehicle other than the seat of the side-wheeled motorcycle;
(4) No person shall be allowed to be loaded in front of the driver's seat of two-wheeled motorcycles. Two-wheeled motorcycles are not permitted to carry a person in front of the driver's seat;
(e) Three-wheeled vehicles are not permitted to carry a person on the cargo when it is loaded;
(f) Vehicles for the handicapped are not permitted to carry a person.
The occupants of the vehicles specified in the preceding paragraph are not permitted to stand when carrying a person.
Article 46 The driver of a vehicle is not allowed to intentionally crowd and smear others or use other methods to hinder the traffic safety of others when driving.
Chapter V Roads and Traffic Facilities
Article 47 The rules and construction of roads and the installation of traffic safety and management facilities shall be in accordance with national standards and the needs of road traffic management.
Article 48 When construction work is carried out on roads, the following rules shall be observed:
(1) Safety anti-fencing facilities shall be set up at the construction site, and warning traffic signs shall be placed at both ends of the road section where the construction work is carried out, and traffic is prohibited or restricted, and traffic ban signs and other safety facilities shall be set up;
(2) Effective warning lighting equipment shall be set up at the construction site at night or when the line of sight is poor;
(c) when excavating the road, longitudinal excavation shall be constructed in sections, horizontal excavation can not be restored in a timely manner, shall be paved with a cover that meets the requirements;
(d) after the completion of the construction of the road surface and road facilities shall be repaired, and the site leftovers are removed cleanly.
Article 49: The following occupations of roads shall be subject to the approval of the public security traffic management department and the relevant departments:
(1) setting up of parking stations (places);
(2) creation of passages on both sides of urban roads or setting up of accessory facilities, such as steps, door slopes, etc., in buildings adjacent to the street;
(3) setting up of advertisement signboards, wayfinding signboards, advertisement light boxes, ground spotlights, or other publicity facilities;
(4) erecting or repairing pipes, lines, mantles on city roads;
(5) temporary loading and unloading of goods;
(6) trimming and cutting down trees affecting traffic;
(7) sports and recreation, publicity and consultation, affecting the filming or other activities that impede traffic.
Article 50 Where a road is damaged by water, collapsed, pitted, rumbled or overflowing, which affects the safety and smoothness of road traffic, the relevant unit shall repair it in a timely manner; and where it cannot be repaired in a timely manner, it shall set up signs and safety facilities to guide the traffic.
Trees, poles, overhead lines, billboards, signs and other facilities tilted, broken or collapsed affecting the traffic, the relevant units should be promptly repaired to exclude.
Article 51 of the new construction, alteration, expansion of public **** building, commercial streets, residential areas, large and medium-sized buildings, etc., shall be allocated, additional parking lots, and by the public security traffic management department and the relevant departments for review and approval. After the completion of the parking lot, the public security and traffic management departments and relevant departments to participate in the acceptance, acceptance of qualified before being allowed to use.
Article 52 of the public security and traffic management departments in accordance with the implementation of supervision and management of road traffic facilities.
No unit or individual shall not be occupied without authorization, moving, altered or intentionally damaged traffic facilities. Need to occupy, move, subject to the consent of the public security traffic management department. Damage to traffic facilities shall be compensated.

Chapter VI Pedestrians and Vehicle Occupants
Article 54 Pedestrians shall abide by the following provisions:
(1) They are not allowed to linger in the carriageway, bridges, tunnels, or traffic safety facilities;
(2) They are not allowed to pass through, climb or cross the isolation facilities;
(3) They are not allowed to play, throw objects, throw water, distribute printed advertisements or carry out other activities that obstruct traffic on the streets and highways of the towns and cities. Printed advertisements or other activities that obstruct traffic;
(d) Crossing the carriageway, you must use pedestrian crossings, pedestrian bridges or tunnels;

Article 55 If the stops of buses and transportation shuttles are located on the facilities separating motor vehicles from non-motorized vehicles, passengers getting on and off shall avoid the vehicles and pass straight through the non-motorized lanes.
Article 56 Riders shall comply with the following provisions:
(1) not allowed to wait for vehicles in the motor vehicle lane;
(2) not allowed to get on and off from the left side of the motor vehicle on the carriageway, and not allowed to impede the passage of other vehicles and pedestrians when opening and closing the door;
(3) not allowed to ride on a motor vehicle if it is known that the driver of the motor vehicle does not have a driver's license or has consumed alcohol;
(d) the vehicle is not allowed to chat with the driver or hinder the driver's operation;
(e) not allowed to throw objects out of the vehicle;
(f) ride two-wheeled motorcycles are only allowed to sit on the seat behind the driver, are not allowed to sit on the side or upside down;
(g) take the public transport vehicles, transportation shuttles, waiting for the bus at the station in sequence, and wait for the bus to stop, and then only in the order of Up and down;
(h) are not allowed to open the doors, compartments in the vehicle running;
(ix) motor vehicle breakdowns or traffic accidents have to stop in the carriageway, in addition to emergency rescue, passengers must quickly leave the vehicle and the carriageway.
Chapter VII Road Traffic Accident Handling
Article 57: In case of a traffic accident, drivers and pedestrians shall take the initiative to assist in protecting the scene and rescuing the injured and property.
No one shall enter, pass through, or destroy the scene of the accident by force.
Article 58 The relevant units and individuals involved in traffic accidents, should cooperate with the public security traffic management department, do a good job in the aftermath.
Article 59 The medical unit shall rescue and treat the injured in traffic accidents in a timely manner, and in accordance with the relevant provisions of the medical bills and diagnostic certificates.
Chapter VIII Legal Liability
Article 60 The public security traffic management department shall impose penalties or take administrative coercive measures for violation of these provisions.
Article 61 The driver of a motor vehicle who violates these provisions and commits any of the following acts shall be fined not more than 200 yuan:
(1) violating the regulations on passing at intersections;
(2) sounding the horn in the no-sounding area;
(3) not using the hazardous alarm flashing lights in accordance with the regulations;
(4) not towing a vehicle or trailer in accordance with regulations trailer;
(5) not in accordance with the provisions of the temporary parking;
(6) coaching vehicles for other purposes or non-coaching vehicles used for coaching;
(7) violation of the provisions of Article 9, Article 17, Article 22, Article 34.
Article 62 A motor vehicle driver who violates these regulations and commits any of the following acts shall be fined not more than 500 yuan:
(1) violating the regulations on lane splitting and lane borrowing;
(2) violating the regulations on driving speed;
(3) violating the provisions of Articles 33 and 40;
(4) violating the regulations on carriage of persons and goods
(e) driving a test vehicle or operational bus during the internship period;
(f) motor vehicle drivers intentionally squeezing and smearing others or using other methods to obstruct the traffic safety of others.
Article 63 A non-motorized vehicle driver who violates this provision shall be warned or fined not more than 100 yuan.
Article 64 A pedestrian or a passenger in a vehicle who violates this provision shall be warned or fined not more than 50 yuan.
Article 65 Violation of these provisions, one of the following acts, a fine of up to 1000 yuan. For business activities, a fine of less than 10,000 yuan; constitutes a crime, shall be investigated for criminal responsibility according to law:
(1) illegal occupation of the road;
(2) illegal construction work on the road;
(3) unauthorized occupation, movement, alteration, or intentional destruction of traffic facilities;
(4) unauthorized changes in the appearance of the body, the structure of the model, or replacement of the engine, frame;
(5) violation of the provisions of Article 15;
(6) without permission to force entry into, through, or destroy the scene of a traffic accident;
(7) driving an end-of-life motor vehicle on the road;
(8) unlawful retention of motor vehicle driver's license.
Article 66 may be forcibly removed in any of the following cases:
(1) Illegal installation of police lights and sirens;
(2) Illegal occupation of roads to construct buildings, structures or set up barricades;
(3) Illegal setting up of billboards, fingerprints, advertisement light boxes, ground spotlights, or other publicity facilities on roads;
(d) the illegal installation of facilities or objects on the road that affect the function of traffic signs and traffic signals.
Article 67 In addition to the penalties prescribed by law, if one of the following circumstances exists, detention measures may be taken for a vehicle that has no other driver to replace the driver or whose violation has not yet been eliminated and which cannot be immediately released:
(1) Driving a motor vehicle under the influence of alcohol;
(2) Driving a motor vehicle when excessively fatigued;
(3) Driving a motor vehicle without a driver's license
(d) Driving a motor vehicle that does not match the type of vehicle permitted by the driver's license;
(e) Violating the regulations on driving during the internship period;
(f) Driving a two-wheeled motorcycle without a helmet;
(g) Driving with a suspended driver's license and a suspended driver's license;
(h) Suffering from a disease or any other impediment to the safe operation of the vehicle.
The vehicles detained in accordance with the provisions of the preceding paragraph shall be released immediately after the cause of detention is removed.
Article 68 of the following circumstances of the vehicle, goods, can be detained:
(a) no license plate, no license plate of the vehicle;
(b) suspected of traffic accidents or suspected of a crime;
(c) traffic accidents need to be identified vehicles;
(d) steering, brakes and other parts do not meet the safety requirements of the motor vehicles that can not be repaired on the spot;
(e) motor vehicles whose number plates or engine and chassis numbers do not match those recorded on the license;
(f) motor vehicles that have borrowed, altered, forged, misappropriated, or fraudulently claimed their number plates or licenses;
(g) vehicles that continue to run on the road while reaching the national scrapping standards;
(h) illegal items occupying the road.
Article 69 The cost of moving and keeping the detained vehicles and articles shall be borne by the offender. If the articles may rot or deteriorate, they shall be handled by the Public Security Traffic Management Department of the detained vehicle in accordance with the law.
Article 70 The public security traffic management departments shall manage road traffic in accordance with law, science and civilization, and accept social supervision.
People's police officers of the public security traffic management departments shall be loyal to their duties, shall enforce the law impartially, shall be civilized in their duties, and shall actively provide assistance to citizens in distress when encountering them in the course of their duties. One of the following circumstances, depending on the circumstances of the administrative sanctions; constitutes a crime, shall be investigated for criminal responsibility:
(a) violation of road traffic management or road traffic accidents reported, not dealt with in a timely manner;
(b) not in accordance with the provisions of the issuance of motor vehicle license plates, permits, or other documents;
(c) not in accordance with the provisions of the implementation of administrative penalties or take Compulsory measures;
(D) other abuse of power, dereliction of duty, favoritism and malpractice.
Chapter IX Supplementary Provisions
