Automatic import and export licenses are applicable to the export of goods other than recyclable solid wastes and some technologies.

Automatic import and export license management is currently limited to imports, exports are not. In 2013, the implementation of automatic import permit management of goods include: First, non-electromechanical commodities: beef, pork and by-products, lamb, broiler, fresh milk, milk powder, soybeans, rapeseed, vegetable oil, soybean meal, tobacco, diacetate fibre tow, copper concentrates, coal, waste paper, scrap steel, scrap aluminium, copper, iron ore, bauxite, crude oil, oil, natural gas, alumina, fertilizers, steel and other commodities. Second, electromechanical commodities include: 1. Commodity code products issued by the Ministry of Commerce: optical disk production equipment, tobacco machinery, mobile communication products, satellite radio, television equipment and key components, automotive products, aircraft, ships, game consoles and other commodities; 2. Commodity code products issued by local and departmental import and export offices of electromechanical products: steam turbines, engines (not for Chapter 87 vehicles) and key components, Hydraulic turbines and other power units, chemical installations, food machinery, engineering machinery, paper machinery, textile machinery, metal smelting and processing equipment, metal processing machine tools, electrical equipment, railroad locomotives, automotive products, aircraft, ships, medical equipment and other commodities.
