I. Suspension of services
Since 18:00 on November 18, 2021, the provincial health insurance unit web hall and individual web hall will stop all online health insurance business, and the time of launching the new web hall will be announced later.
Starting from 18:00 on November 21, 2021, the provincial health insurance agencies will suspend all health insurance business processing, and the designated medical institutions will suspend the health insurance card swiping and all kinds of medical expense reimbursement services; it is expected that all health insurance services will be fully resumed starting from 08:00 on November 28, 2021, and all health insurance services will be fully resumed.
According to the progress of the platform testing work, if the resumption of services is advanced or delayed, announcements will be made on the official website of the Henan Provincial Bureau of Medical Security and other media channels, so please pay attention to it in time.
Second, the suspension of services during the impact of the business scope
Platform testing period, the provincial health insurance business is suspended, including units and individuals to participate in the registration, information changes and transfer of relations, medical record, reimbursement and information query and all health insurance services.
Three, some of the business handling guidelines during the suspension of services
On the declaration and payment business
During the suspension of services, the insured units will not be affected by the declaration and payment business in the tax hall of the tax department. After the resumption of the service, in case of special circumstances, the insured units can go to the health insurance administration organizations to handle the manual payment of employees' health insurance with the tax completion vouchers issued by the tax department.
On outpatient medical treatment and drugstore purchase
1. During the service suspension period, the insured persons can't settle the payment by credit card for outpatient medical treatment at designated medical institutions and drugstore purchase at designated retail drugstores, so the insured persons are requested to make reasonable arrangements for medical treatment and drugstore purchase.
2. During the service suspension period, the application for outpatient chronic special disease treatment and the approval of change of designated medical institutions for outpatient chronic special disease will be suspended.
3. Insured patients who are already entitled to outpatient chronic disease treatment should go to the designated medical institutions to prescribe medicines for December before 17:00 on November 18th.
4. Insured patients who are already entitled to outpatient specific drug treatment should go to the designated medical institutions to purchase drugs in advance according to the treatment needs of their own conditions. If you are unable to purchase medicines in advance, please keep the bills and vouchers for subsequent reimbursement if you purchase medicines during the system switching period.
On the local hospitalization expense reimbursement business
1, before 18:00 on November 21, the provincial designated medical institutions are responsible for all the insured patients in the hospital uniformly converted to self-funded patients, to be resumed after the resumption of services to re-execute the medical hospitalization registration and reimbursement of other businesses. Participants who meet the criteria for discharge will be discharged in a timely manner for reimbursement.
2. During the service suspension period, the provincial insured persons who meet the discharge criteria can first go through the discharge procedures, and then re-apply for the registration and reimbursement of medical insurance hospitalization in the original medical institutions after the service resumption; and the newly hospitalized provincial insured persons can register for admission at their own expense first, and then go through the registration and reimbursement of medical insurance hospitalization after the service resumption.
On the business of medical treatment in other places and transferring to other places
1. Provincial insured persons will have medical treatment in other places.
Before 18:00 on November 21, the provincial insured persons who seek medical treatment at the designated medical institutions for direct settlement of medical treatment in other places and meet the criteria for discharge should go through the procedures for discharge reimbursement in a timely manner; those who need to continue hospitalization can go through the procedures for discharge reimbursement at the designated medical institutions when the service is resumed. If for special reasons, patients can be discharged at their own expense first and bring relevant materials to the provincial medical insurance service center for reimbursement in accordance with the regulations.
During the service suspension period, provincial insured persons who need to be transferred to the designated medical institutions for direct settlement of medical treatment in other places need to be hospitalized at their own expense first, and then contact the Provincial Medical Security Service Center for the filing procedures of medical treatment in other places within seven working days after the service resumption, and then go through the procedures of reimbursement of the discharged amount in the attending medical institutions.
During the service suspension period, the provincial insured persons can't make direct settlement of general outpatient expenses for outpatient medical treatment in other places. Patients with serious outpatient diseases will be settled at their own expense in accordance with the original way, and will be reimbursed according to the regulations at the Provincial Medical Security Service Center after the resumption of the service with relevant materials.
2. The insured persons from other places will seek medical treatment at the provincial designated medical institutions in other places.
Before 18:00 on November 21, the provincial designated medical institutions will be responsible for transferring the insured patients from other places to self-paying patients, and then re-apply for the registration and reimbursement of hospitalization for medical insurance after the restoration of services. Meet the criteria for discharge of off-site insured persons in a timely manner for discharge reimbursement procedures.
During the service suspension period, foreign insured persons who meet the discharge criteria will be discharged at their own expense, and will bring relevant materials to the participating health insurance agencies for reimbursement in accordance with the regulations; newly hospitalized foreign insured persons will be registered at their own expense first, and then go through the business of registration and reimbursement of hospitalization for health insurance after the resumption of the service; if there are special reasons, the patients can be discharged at their own expense first, and will bring relevant materials to the participating health insurance agencies for reimbursement in accordance with the regulations. The patient can be discharged from the hospital at his own expense for special reasons and bring the relevant documents to the participating health insurance organization for reimbursement according to the regulations.
Please make reasonable arrangements for the insured to handle their medical insurance business, and all designated medical institutions and insured units should do a good job of publicizing and explaining their work. If there are other work adjustments will be notified.
