The urban and rural cleaning referred to in these regulations refers to the activities of urban and rural living garbage and other waste sweeping, collection, transfer, treatment and sewage collection and treatment.
The term city as used in these regulations refers to the built-up area of the city within the administrative area of the city.
The regulations referred to in the countryside, refers to the urban built-up area outside the township (town, street), farms under the jurisdiction of the area. Article 3 urban and rural cleaning adhere to the government-led, social participation, everyone has the responsibility, multiple inputs, territorial management, the principle of governance in accordance with the law. Article 4 the city, county (district) people's government shall urban and rural cleaning into the national economy and social development planning, the establishment of long-term mechanism for capital investment, increase urban and rural cleaning investment; establish and improve the urban and rural cleaning responsibility area system and management, supervision, assessment system. Article 5 city, county (district) housing and urban and rural construction administrative departments, county (district) city management comprehensive law enforcement agencies in urban and rural cleaning management to perform the following duties:
(a) urban and rural cleaning facilities construction and management;
(b) urban and rural cleaning law enforcement;
(c) management of cleaning services;
(d) organization of refuse Cleaning, classification, transfer, treatment, sewage collection, treatment and public toilet cleaning and maintenance;
(E) publicize urban and rural cleaning laws and regulations;
(F) other laws and regulations of the cleaning duties. Article 6 The city, county (district) agriculture and rural areas, water, forestry and grasslands, transportation and other administrative departments shall, in accordance with the responsibilities of urban and rural mountains, water, fields, forests, lakes, grass, road cleaning management, other relevant administrative departments in accordance with the responsibilities of urban and rural cleaning work. Article 7 The people's governments of townships (towns), street offices and farm management committees shall perform the following duties in the management of rural cleanliness:
(1) planning, construction and management of cleaning facilities;

(6) other laws and regulations of the cleaning duties. Article 8 The village (neighborhood) committee is responsible for cleaning work within its jurisdiction through village rules and conventions:
(1) establish and implement systems for sanitation and cleaning, public welfare sweeping, and management and use of cleaning funds;
(2) be responsible for organizing the classification of domestic garbage collection, treatment and sewage collection and treatment;
(3) be responsible for organizing the cleaning of public ****places and public toilets and other cleaning The daily management of facilities;
(4) organization of cleaning public welfare voluntary labor, cleaning services for the special difficulties of the masses without cleaning ability;
(5) publicity of urban and rural cleaning laws and regulations;
(6) other cleaning management services. Article IX city, county (district) people's government and its relevant administrative departments, township (town) people's government, street offices, farm management committee shall strengthen the urban and rural cleaning team construction and management, improve the working conditions of cleaning personnel, and safeguard their legitimate rights and interests. Article 10 The people's governments of cities and counties (districts) and their relevant administrative departments, township (town) people's governments, street offices, farm management committees shall establish and improve the urban and rural cleaning inspection system, strengthen the business guidance and supervision and management, regularly organize urban and rural cleaning inspections, and publish the results of the inspections. Article 11 units and urban residents shall pay the garbage removal fee and sewage disposal fee according to the fee standard approved by the competent price department.
Rural residents shall pay garbage removal fees according to the standards determined by the villagers' meeting or the villagers' representative assembly.
Rural areas with conditions can establish a mechanism for sharing the fees paid by farmers for domestic sewage treatment. Article XII of any unit or individual has the obligation to maintain urban and rural clean, the right to discourage, complain, report damage to urban and rural clean behavior. Chapter II construction and management of clean facilities Article XIII municipal and county (district) people's governments shall, in accordance with national regulations, planning and construction of urban garbage and sewage transfer (collection) treatment facilities, and maintain normal operation.
The development of new urban areas, transformation of the old city, residential construction, scenic spot construction, urban road reconstruction, new construction and the construction of other large-scale public buildings, the construction unit shall be in accordance with the planning and standards of supporting the construction of garbage and sewage transfer (collection) processing, public toilets and other facilities, and synchronized with the main works of the design, synchronized construction, and at the same time put into use. Article XIV of the township (town) people's government, street offices, farm management committee shall, in accordance with the planning of the construction or equipped with domestic garbage collection, transportation and disposal facilities and equipment. Article XV of the city, county (district) people's government shall take into account the actual rational planning and construction of public toilets in urban and rural areas.
Township (township) people's governments, street offices, farm management committees, villages (residents) where the People's Committee, as well as more concentrated villages and other public **** place should be planned and constructed public toilets.
The urban and rural public toilets should be daily cleaning and maintenance and open to the public free of charge.
Encourage and support villagers (residents) to transform toilets that do not meet hygiene requirements, to achieve full coverage of harmless sanitary toilets in rural areas.
