Medical and health institutions should be based on relevant national laws, administrative regulations, departmental rules and normative documents, the development and implementation of medical waste management regulations, workflow and requirements, the work of the personnel concerned and the duties of medical and health institutions in the event of loss of medical waste, leakage, proliferation and accidents in the emergency program. The contents include:
(1) the method of classifying and collecting medical waste at each place of generation of medical waste in medical and healthcare institutions and the requirements of work;
(2) the working system of the place of generation of medical waste in medical and healthcare institutions, the place of temporary storage, and the requirements of work of transporting medical waste from the place of generation to the place of temporary storage;
(3) the transportation and delivery of medical waste to the place of temporary storage in medical and healthcare institutions. Transportation of medical waste within the health care institutions and medical waste to the medical waste disposal unit of the relevant handover, registration requirements;
(d) the management of medical waste in the process of special operating procedures and the occurrence of loss of medical waste, leakage, proliferation and emergency measures in the event of an accident;
(e) the classification of medical waste collection, transportation, temporary storage process of occupational health and safety protection of the staff concerned. Medical and health institutions should be set up in charge of medical waste management monitoring department or full-time (part-time) staff to perform the following duties:
(a) is responsible for guiding and checking the medical waste classification, collection, transportation, temporary storage and disposal of institutions in the process of the implementation of the work;
(b) is responsible for guiding and checking the medical waste classification, transportation, temporary storage and disposal process of occupational health safety protection in the institutions Occupational health and safety protection in the process of disposal;
(3) Responsible for organizing the emergency treatment of medical waste loss, leakage, proliferation and accidents;
(4) Responsible for organizing the training of medical waste management;
(5) Responsible for the registration of medical waste and management of archives;
(6) Responsible for the timely analysis and treatment of medical waste management. Analyze and deal with other problems in the management of medical waste. Medical and health institutions in the event of medical waste loss, leakage, proliferation and accidents, should be in accordance with the "Regulations on the Management of Medical Waste" and the provisions of this approach to take appropriate emergency treatment measures, and within 48 hours to the county-level people's government of the county-level administrative department of health, the competent administrative department of environmental protection report. Provincial people's health administrative departments of the people's government every six months summarized and reported to the Ministry of Health. Medical and health institutions in the event of improper management of medical waste resulting in more than three deaths or more than 10 people with health damage, the need to provide medical care and on-site rescue of the causative agent of the major accidents, should be reported within two hours to the county-level people's government of the county-level administrative department of health report, and in accordance with the "Regulations on the Management of Medical Wastes" and the provisions of the Measures, to take appropriate emergency treatment measures.
The competent health administrative department of the people's government at the county level shall, upon receipt of the report, report to the competent health administrative department of the people's government at the provincial level within six hours.
After receiving the report, the competent health administrative department of the provincial people's government shall report to the Ministry of Health within six hours.
In the event of improper management of medical waste leading to the spread of infectious disease accidents, or there is evidence that the spread of infectious disease accidents are likely to occur, it shall be reported in accordance with the "Prevention and Control of Infectious Diseases Act" and the relevant provisions, and take appropriate measures. Medical and health institutions shall collect medical wastes in a timely and classified manner in accordance with the following requirements:
(i) according to the category of medical wastes, the medical wastes shall be separated into packages or containers that comply with the "Provisions on Standards and Warning Labels for Special Packages and Containers for Medical Wastes";
(ii) before containing the medical wastes, the packages or containers of the medical wastes shall be carefully inspected
(iii) Infectious wastes, pathological wastes, injurious wastes, pharmaceutical wastes and chemical wastes cannot be mixed and collected. A small amount of pharmaceutical waste can be mixed into infectious waste, but it should be indicated on the label;
(iv) the management of discarded narcotic, psychotropic, radioactive, toxic and other pharmaceuticals and their related wastes shall be carried out in accordance with the relevant laws, administrative regulations and the relevant national regulations and standards;
(v) waste chemical reagents and disinfectants in batches of chemical wastes shall be handed over to specialized institutions for disposal ;
(vi) bulk of mercury-containing thermometers, sphygmomanometers and other medical instruments at the end of life, should be handed over to specialized institutions for disposal;
(vii) medical waste of pathogens in the culture medium, specimens, and strains of bacteria, viruses preservation of liquid and other highly hazardous wastes should be the first place in the generation of the location of the pressure steam sterilization or chemical disinfection, and then according to the infectious wastes collected for treatment;
< p>(viii) infectious excreta generated by isolated patients with infectious diseases or suspected infectious diseases should be strictly disinfected in accordance with national regulations and meet the national emission standards before being discharged into the sewage treatment system;(ix) medical wastes generated by isolated patients with infectious diseases or suspected infectious diseases should be packed in double-layered packagings and sealed in a timely manner;
(x ) into the packaging or container of infectious waste, pathological waste, injurious waste shall not be removed. Transportation of medical waste should be used to prevent leakage, prevention of spillage, no sharp edges, easy to load and unload and clean special delivery tools.
After the end of the daily transport work, the transport tools should be cleaned and disinfected in a timely manner. Medical and health institutions to establish temporary storage facilities for medical waste, equipment should meet the following requirements:
(a) away from the medical area, food processing area, personnel activities and living garbage storage place, to facilitate the delivery of medical waste and delivery of tools, vehicles in and out;
(b) have a tight closure, set up a full-time (part-time) staff management, to prevent non-staff contact medical waste;
(iii) have safety measures against rats, mosquitoes, flies and cockroaches;
(iv) be protected against leakage and rainwater washout;
(v) be easy to clean and disinfect;
(vi) be protected from direct sunlight;
(vii) have obvious warning signs for medical waste and a "No Smoking, eating and drinking" warning signs. It is prohibited for medical and health institutions and their staff to transfer, buy or sell medical waste.
It is prohibited to dump or pile up medical wastes in non-collection and non-temporary storage locations, and to mix medical wastes with other wastes and domestic garbage. Do not have the conditions of centralized disposal of medical waste in rural areas, health care institutions should be in accordance with the requirements of the local health administrative department and the administrative department of environmental protection, their own local disposal of medical waste. Self-disposal of medical waste, should meet the following basic requirements:
(a) after the use of disposable medical devices and easily damaged medical waste should be disinfected and disfigured;
(b) can be incinerated, it should be incinerated in a timely manner;
(c) can not be incinerated, it should be sterilized and centralized landfill. Medical and health institutions in the event of medical waste loss, leakage, proliferation and accidents, should be in accordance with the following requirements to take emergency measures in a timely manner:
(a) to determine the loss, leakage, proliferation of medical waste categories, quantities, the time of occurrence, the scope of the impact and the degree of severity;
(b) organization of the relevant personnel as soon as possible in accordance with the emergency plan for medical waste leakage, proliferation of the site of treatment;
(c) cannot incinerate should be disinfected and centralized landfill.
(iii) when treating the area contaminated by medical waste, minimize the impact on patients, medical personnel, other on-site personnel and the environment;
(iv) take appropriate safety measures to disinfect or otherwise harmlessly dispose of the leakage and the contaminated area and articles, and block off the contaminated area if necessary to prevent the expansion of the contamination ;
(v) When disinfecting the area contaminated with infectious waste, disinfection shall be carried out from the least contaminated area to the most seriously contaminated area, and all used tools that may be contaminated shall also be disinfected;
(vi) The staff shall carry out their work with proper hygiene and safety precautions.
After the treatment is completed, the healthcare organization should investigate the cause of the incident and take effective precautions to prevent the occurrence of similar incidents.
