Beijing Economic-Technological Development Area (BEDA) began to prepare for construction in 1991, started infrastructure construction and investment attraction in 1992, and was approved by the State Council as a state-level economic and technological development area on August 25, 1994, and the Zhongguancun Yizhuang Science and Technology Park (ZYZSP) was set up within the area of the development area in 1999, and a part of the development area has become one of the parks of Zhongguancun's one area and five parks. By the end of October, 2001, the development zone had a total of 950 enterprises, attracting investment of 3.51 billion U.S. dollars. Thirty of the world's top 500 companies have settled in the development zone, including Nokia, General Electric, Lucent Technologies, Delphi, Unilever, Bayer, Schneider, ABB, Sanyo, IBM and so on. The joining of such a number of high-tech enterprises with independent intellectual property rights has enabled the young Beijing Development Zone to rapidly form leading industries such as electronic information, biotechnology and new medicine, optical mechatronics, new materials and new energy, and to become a high-tech industrial base that mainly attracts foreign investment, attracts production-oriented high-tech enterprises, and attracts foreign exchange-earning enterprises.
By the end of 2001, Beijing Economic and Technological Development Zone realized GDP of 8 billion yuan, an increase of 220% year-on-year; enterprise sales revenue of 30 billion yuan, an increase of 275% year-on-year; total industrial output value of 28 billion yuan, an increase of 300% year-on-year; fiscal revenue of 2.2 billion yuan; exports of 300 million U.S. dollars, an increase of 130% year-on-year; and attracted investment of 1 billion U.S. dollars.
So far, the Beijing Economic and Technological Development Zone has completed fixed asset investment of 10 billion yuan, and realized "nine links and one leveling". There are 110,000-volt substation, 100,000-door telecommunication office, 175-ton per hour large-scale heating plant, general-purpose plant and other supporting facilities. The development zone is also equipped with secondary customs, bonded warehouses, a central post office, a bank, and a fire fighting center. In addition, international hospitals, international schools, high-class villas, medium- and high-grade residences, sports and entertainment clubs, golf courses, etc., have also been built. In terms of education, in addition to the Beijing International Management College, which was established with Singaporean educational institutions*** for the retraining of corporate employees, it has also established experimental schools with Beijing No.2 Middle School and Shijia Hutong Primary School***. Perfect municipal infrastructure and living conditions for large-scale investment has created a good space and carrier.
With the development of the Economic and Technological Development Zone, the Beijing Municipal Government has given the development zone a more ambitious development goal: 23.5 square kilometers as the core of the first-phase planning, and 43 square kilometers as the supporting collaborative area, so that the development zone has more space for development. The planned Yizhuang Satellite City, still with the 23.5 square kilometers of the first phase of planning as the core, starting from the first ring of the highway in the north and the second ring of the highway in the south, with a construction area of 80 square kilometers, has a total area of more than 195 square kilometers, and a population of 500,000 people. The equipment manufacturing industry represented by SMC covers microelectronics, optoelectronics, CNC machine tools, printing machinery, intelligent instrumentation, electronic special equipment, laser technology, robotics and other industries, forming a pattern in the development zone with high and new technology as the mainstay, supplemented by the transformation and upgrading of traditional industries, and supported by a number of fields; in addition, the Beijing Benz-Daimler Chrysler Automotive Limited was founded in 2005, with the aim of establishing a new industry in Beijing. In addition, Beijing Benz Daimler Chrysler Automotive Limited was officially established in August 2005 in the development zone, with a total investment of 600 million U.S. dollars, and the annual production capacity of the plant will reach 100,000 units. Beijing Mercedes-Benz will rapidly drive the agglomeration of supporting enterprises of spare parts, forming an automobile industrial park integrating automobile manufacturing and spare parts production. At present, the development zone has initially formed electronic information, biotechnology and new medicine, automobile, equipment manufacturing and other leading industries.
During the "Tenth Five-Year Plan" period, the GDP of the development zone increased from RMB 2.914 billion in 2000 to RMB 23.5 billion in 2005, more than three times in five years, with an average annual growth rate of 52%; during the same period, the total output value of the industrial sector increased to RMB 110.2 billion, and the sales revenue to RMB 126.7 billion, both of which grew rapidly at an average annual growth rate of 67%, which is the fastest growth rate of the development zone. During the same period, the total industrial output value increased to 110.2 billion yuan and the sales revenue increased to 126.7 billion yuan, both with an average annual growth rate of 67%, both of which have reached 13 times of their respective 2000 levels. Among them, high-tech enterprises have become the main force driving the development zone's high economic performance, with total industrial output value and sales revenue accounting for 87.74% and 81.36% of the zone's total, respectively.
The rapid economic development is due to the favorable investment environment. The Beijing Development Zone has provided the enterprises in the zone with complete "nine links and one leveling" infrastructure and a series of supporting functions such as customs, commodity inspection, foreign exchange management, bonded warehouses, sewage treatment plants, business centers, post offices, banks, etc., and has continuously optimized the working, living and talent environment of the zone, and at the same time, it has made efforts to provide the enterprises and the residents with a good production and living Environment. The Beijing Development Zone has passed the regional ISO14001 environmental management system certification and has been recognized as an ISO14000 national demonstration zone, a national pilot zone for capital operation of state-owned land, a national industrial water-saving demonstration zone and a pilot zone for community building in Beijing. By adhering to the basic criteria of selecting high-end, high value-added and high radiation power of enterprises to be admitted into the zone in its investment promotion work, the Beijing Development Zone has continuously strengthened the degree of intensive utilization of factors such as land, water, electricity and energy. At present, the Beijing Development Zone has basically taken shape as a high-tech industry and modern manufacturing base with complete supporting functions and facilities.
Beijing City Master Plan (2004-2020), which was reviewed and approved by the State Council at the beginning of 2005, puts forward the construction of a new urban spatial pattern of "two axes-two belts-multi-centers" and the implementation of multi-center and new city development. Under the leadership of the Municipal Party Committee and the Municipal Government, the Development Zone will take the opportunity of Beijing's hosting of the Olympic Games and the revision of the General Regulations to seize the opportunities and meet the challenges, and make every effort to carry out the second start-up to build the Development Zone into the center of high-tech industries in Beijing and the demonstration area of new-type industrialization, and to actively promote the Development Zone to transform into an international comprehensive industrial new city. By 2010, the population scale of Yizhuang New City will be 300,000 people, and the scale of urban construction land should be controlled at about 45 square kilometers. 2020, the population scale of Yizhuang New City will be 700,000 people, and the scale of urban construction land will be controlled at about 100 square kilometers. The new city will give full play to the guiding and channeling role of public **** transportation on the construction of the new city, coordinating the relationship between the land use of the new city and the public **** transportation routes and hubs, and before 2020, Yizhuang New City will be built into a highly efficient, convenient, safe and comfortable integrated passenger transportation system with public **** transportation as the main body, rail transit and rapid transit as the backbone, and a variety of modes of transportation coordinated.
At present, Beijing Economic-Technological Development Area (BDA), as the southeastern gateway of Beijing, is located in the node of "Beijing-Tianjin-Tanggu Industrial Development Belt" and "Eastern Development Belt" of Beijing. Bohai Sea regional economic integration will become the driving force and support for the sustainable development of the region, the national implementation of the Beijing-Tianjin-Hebei regional development plan, especially the implementation of the capital's innovation strategy and the development and construction of the Binhai New Area will promote the division of labor within the region's industries, on the basis of which the formation of inter-regional industry, technology and talent and services between the integration of cooperation.
