In order to thoroughly implement the spirit of the 18th National Congress of the Communist Party of China, the Second and Third Plenary Sessions of the 18th CPC Central Committee and the requirements of the "the State Council Institutional Reform and Functional Transformation Plan", we hereby put forward the following opinions to solidly promote the integration of inspection, testing and certification institutions with the same or similar business.
1. Fully understand the importance and urgency of integration
Inspection and certification is an important part of modern service industry, which plays an important role in strengthening quality and safety, promoting industrial development and safeguarding the interests of the people. With the continuous development of socialist market economy, the demand for inspection and certification is growing day by day, and the inspection and certification service shows a good development momentum. However, China's inspection, testing and certification institutions are still in the early stage of development, lacking unified and effective supervision by the government, with generally small scale, scattered layout structure, serious redundant construction, rigid institutional mechanisms, many industry barriers, obvious compartmentalization, lack of service brands, and low degree of internationalization, which makes it difficult to adapt to the requirements of improving the modern market system and transforming government functions. It is urgent to become stronger and bigger through integration, enhance core competitiveness and stimulate market vitality. All regions and relevant departments should fully understand the importance and urgency of integrating inspection, testing and certification institutions, put this work in a prominent position, increase the intensity of work, promote the rapid development of inspection, testing and certification high-tech service industry, and provide strong support for accelerating the transformation of economic development mode and promoting the upgrading of quality and efficiency.
II. Guiding ideology, basic principles and overall objectives

in accordance with the requirements of the transformation of government functions and the reform of public institutions, give full play to the decisive role of the market in resource allocation, adhere to the separation of government affairs, enterprises and management, further rationalize the relationship between the government and the market, scientifically define the functional orientation of state-owned inspection and certification institutions, vigorously promote integration, optimize layout structure, innovate institutional mechanisms, change development methods, continuously enhance market competitiveness and international influence, and promote the inspection, testing and certification high-tech service industry to become stronger and bigger.
(2) Basic principles.
-adhere to overall planning and rational layout. Fully integrate resources, reduce redundant construction, and strive to realize information sharing and mutual recognition of results.
-adhere to government guidance and market drive. Government departments should strengthen the responsibility of formulating policies and regulations, development planning, standards and norms, supervision and guidance, and gradually decouple from inspection and certification institutions. Promote the transformation of inspection, testing and certification institutions into enterprises, increase the government's efforts to purchase services, and encourage social forces to participate.
-adhere to active, steady and step-by-step implementation. The conditions are ripe for the first integration, but the conditions are not ripe for the gradual advancement, and relevant policies and measures are improved to ensure a smooth transition.
-adhere to separate promotion and graded responsibility. Departments in charge of various industries shall be responsible for the integration of their inspection, testing and certification institutions, and put forward guidance on the related integration of this industry. On this basis, local people's governments at all levels are responsible for the integration of inspection, testing and certification institutions in their respective regions.
(3) the overall goal.
by 215, the institutional integration of public institutions will be basically completed, the transformation of enterprises into enterprises will be basically in place, the market competition pattern will be initially formed, and relevant policies and regulations will be relatively perfect, so as to further strengthen and enlarge the inspection, testing and certification institutions. Carry out the pilot project of vertical integration of inspection and testing institutions in the special equipment industry, promote the vertical integration of China Special Equipment Inspection and Research Institute with assets as the link nationwide, and establish a professional inspection and testing group; Encourage intra-provincial integration and inter-provincial integration with assets as the link. 4. Promote the integration of inspection, testing and certification institutions under the Ministry of Industry and Information Technology step by step according to product categories such as electronic information, communication and software. 5. Promote the integration of inspection, testing and certification institutions under the Ministry of Transport step by step according to the professional fields of highway and waterway industries. 6. Integrate the national construction engineering inspection and testing certification institutions under the centralized guidance of the Ministry of Housing and Urban-Rural Development. 7. Integrate the inspection, testing and certification institutions affiliated to the Ministry of Agriculture according to the business categories such as planting products, livestock and poultry products, aquatic products, agricultural machinery, genetically modified safety, agricultural resources and environment, and agricultural inputs. 8. Coordinate the research on the integration of inspection, testing and certification institutions affiliated to industry associations contacted by SASAC, and steadily advance the decoupling work in combination with relevant industry associations and chambers of commerce. Promote the integration of inspection, testing and certification institutions in the energy industry according to the categories of electric power, petroleum and coal, and promote the establishment of inspection, testing and certification enterprises with wide professional coverage, strong competitiveness, impartiality and independence. (3) Promoting cross-regional integration.
strengthen the layout planning of local inspection, testing and certification institutions, strengthen the integration of relevant institutions under provincial government departments, integrate similar institutions in the same city, allow non-state-owned capital to participate in shares, and form a large-scale comprehensive mixed ownership inspection and testing group. Integrate relevant institutions in different cities (prefectures), integrate similar institutions in cities and municipal districts, and gradually develop regional comprehensive inspection and testing institutions. County (city) inspection and testing institutions should be integrated into comprehensive inspection and testing institutions in principle, optimize resource allocation and avoid redundant construction. (4) Transforming government functions and innovating management systems.

In the future, except for special needs, government departments will no longer directly hold general inspection, testing and certification institutions in principle. Innovate and integrate the management system of inspection, testing and certification institutions. Promote the establishment of external evaluation and restraint mechanisms, establish and improve various forms of corporate governance structures such as the board of directors and the board of directors, and implement the corporate autonomy of inspection, testing and certification institutions. (5) Clean up relevant policies and regulations and open the market in an orderly manner.
clean up the existing laws, regulations and policy documents that are not conducive to the healthy development of the inspection, testing and certification market, reduce the administrative license of inspection, testing and certification items, open the inspection, testing and certification market in an orderly manner, break departmental monopoly and industry barriers, encourage and support social forces to carry out inspection, testing and certification business, actively develop inspection, testing and certification institutions with mixed ownership, increase the government's efforts to purchase services, and create a fair competition market environment for all subjects. Improve the qualification identification methods of inspection, testing and certification institutions, avoid duplication of qualification identification, and scientifically set up the qualification examination and approval items of inspection, testing and certification institutions. (6) Study and improve supporting policies such as industry, finance and taxation, personnel, income distribution and social insurance.

[211] No.5) and its supporting documents have clearly defined the policies of public institutions in the aspects of finance and taxation, personnel, income distribution, social insurance, etc. Relevant departments should thoroughly study the * * * issues involved in the integration work, and put forward appropriate treatment opinions, so as to strengthen personnel training, strengthen and expand inspection and testing. Implement the relevant requirements of the Guiding Opinions of the General Office of the State Council on Accelerating the Development of High-tech Service Industry (Guo Ban Fa [211] No.58), promote the construction of inspection and certification high-tech service industry clusters in the implementation of the national high-tech service industry research and development and industrialization project, encourage inspection and certification institutions in the same professional field to form technical alliances, and set up comprehensive inspection and certification institutions to enhance the inspection and certification capabilities in key areas. Encourage pilot exploration and strengthen policy support for integrated pilot units. IV. Organizing and implementing
Integrating inspection, testing and certification institutions is an important task clearly defined by the State Council. All regions and departments should attach great importance to it, strengthen organizational leadership, and work hard to formulate plans to ensure their implementation. The editorial office of the Central Committee, the General Administration of Quality Supervision, Inspection and Quarantine, the Development and Reform Commission, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Legislative Affairs Office and other departments should strengthen guidance and coordination in accordance with the division of functions and supervise the progress of work. The integration of inspection, testing and certification institutions between central departments shall be coordinated by the central government. The integration of inspection, testing and certification business and the promotion of inspection, testing and certification industry are coordinated by the General Administration of Quality Supervision, Inspection and Quarantine.
all competent departments and inspection, testing and certification institutions should strengthen ideological and political work to ensure the stability of personnel. It is necessary to strictly work procedures, be strict in work discipline, do a good job in assets verification, asset audit, property rights transfer, etc. It is strictly forbidden to resort to deceit, conceal or omit reports, and it is strictly forbidden to transfer, resell, lend, privately divide or otherwise dispose of state-owned assets without authorization, so as to ensure that the integration work is carried out in a safe and orderly manner.
