Emergency measures for public health emergencies in Guangxi Zhuang Autonomous Region

Chapter I General Provisions Article 1 In order to effectively prevent, timely control and eliminate the hazards of public health emergencies, safeguard public health and life safety, and maintain normal social order, according to Article 2 of the People's Republic of China (PRC) Law on the Prevention and Control of Infectious Diseases, the People's Republic of China (PRC) Law on Food Hygiene, the People's Republic of China (PRC) Law on the Prevention and Control of Occupational Diseases and the People's Republic of China (PRC) Law on the Prevention and Control of Public Health Emergencies, organs, enterprises, institutions, social organizations, grassroots mass autonomous organizations and other organizations and individuals within the administrative area of this autonomous region must abide by them. Article 3 Public health emergencies mentioned in these Measures (hereinafter referred to as emergencies) refer to the following events that suddenly occur, cause or may cause public health damage, and have a certain impact on society:

(1) Outbreaks and epidemics of infectious diseases;

(2) Group diseases caused by unknown reasons;

(3) Food and occupational poisoning;

(four) radioactive isotopes and radiation devices are out of control (that is, radiation accidents);

(5) Vaccination to prevent group abnormal reaction or group infection after taking medicine;

(6) The strains and viruses of infectious diseases are lost;

(seven) toxic and harmful substances or other factors pollute food, water, articles and places, which may cause group poisoning;

(eight) other emergencies as prescribed by laws, regulations and rules; Fourth people's governments at or above the county level shall set up a leading group for emergency prevention and emergency preparedness (hereinafter referred to as the leading group for prevention), which shall be responsible for the unified leadership, deployment, coordination and inspection of emergency prevention and emergency preparedness; The prevention leading group consists of relevant government departments, relevant departments of the Central Committee of the Communist Party of China in Guangxi and relevant departments of the troops stationed in Guangxi. After the emergency plan is launched, the prevention leading group will be transformed into the emergency response headquarters (hereinafter referred to as the emergency response headquarters), and the main leaders of the government will serve as the leader of the prevention leading group and the commander-in-chief of the emergency response headquarters respectively. Article 5 The emergency work of emergencies shall adhere to the principles of giving priority to prevention, being prepared for emergencies, and constantly making unremitting efforts, and implement the principles of unified leadership, graded responsibility, territorial management, classified guidance, decisive measures, relying on science, strengthening cooperation and group prevention and control, and establish a working mechanism with smooth information, rapid response, strong command and clear responsibilities. Sixth health administrative departments at or above the county level shall be responsible for organizing the prevention, monitoring, early warning, epidemic reporting, investigation, control, supervision and medical treatment of emergencies within their respective administrative areas.

The relevant departments of the people's governments at or above the county level shall, within the scope of their respective duties, do a good job in emergency response.

The township (town) people's government and sub-district offices, under the leadership of the people's government at a higher level, undertake the relevant work of emergency response.

Trade unions, youth leagues, women's federations, Red Cross Societies, Aiwei Societies and other organizations shall assist the people's governments at the same level in emergency work.

All units and individuals have the obligation to cooperate with emergency work. Chapter II Prevention and Emergency Preparedness Article 7 The prevention leading group of the people's government at or above the county level shall have an office. The office is located in the health administrative department at the same level and undertakes the following daily work:

(a) to formulate the annual work plan for prevention and emergency preparedness;

(two) to guide the formulation of individual emergency plans for emergencies;

(three) to check the emergency monitoring and early warning work;

(4) Collecting, sorting and analyzing emergency information;

(five) the specific organization to check the construction and operation of the information network system;

(six) the specific organization to check the implementation of funds and first-aid equipment, facilities, treatment drugs, medical devices and other materials reserves;

(seven) to organize or guide emergency drills;

(eight) to complete other tasks assigned by the prevention leading group. Article 8 The health administrative department of the autonomous region shall, according to the national emergency plan, jointly with relevant departments, formulate the emergency plan of the autonomous region, report it to the people's government of the autonomous region for approval, and report it to the health administrative department of the State Council for the record.

The municipal health administrative department in charge of districts shall, according to the emergency plan of the autonomous region, formulate the emergency plan of this administrative region jointly with relevant departments, report it to the people's government at the same level for approval, and report it to the health administrative department of the autonomous region for the record.

The administrative department of health of the people's government at the county level shall, according to the emergency plan of the municipal people's government divided into districts, jointly with relevant departments, formulate emergency plans for emergencies within their respective administrative areas, report them to the people's government at the corresponding level for approval, and report them to the administrative department of health of the city or autonomous region divided into districts for the record. Ninth health administrative departments at or above the county level and other relevant departments shall, according to the emergency plan at the same level, formulate a single emergency plan for emergencies and report it to the people's government at the same level and the competent department at a higher level for the record. Article 10 An emergency plan shall include the following main contents:

(a) the composition of emergency headquarters and the responsibilities of relevant departments;

(two) emergency handling professional technology and monitoring institutions and their tasks;

(3) Prevention, monitoring and early warning of emergencies;

(four) emergency information collection, analysis, reporting and notification system;

(5) On-site rescue and control measures for emergency treatment;

(six) the storage and scheduling of first-aid facilities, equipment, treatment drugs and medical devices;

(seven) emergency classification and emergency treatment work plan;

(eight) the form and content of professional knowledge publicity and education;

(nine) the establishment, training and drills of emergency response professional teams and reserve teams.

Emergency plans for emergencies and individual emergency plans shall be revised and supplemented in time according to the changes of emergencies and the problems found in the implementation. The revised and supplemented emergency plans and individual emergency plans shall be submitted for approval and filing in accordance with the provisions of Articles 8 and 9 of these Measures.
