In order to further implement the strategy of strengthening the county with talents and promote the high-quality development of Tongshan, it is decided through research that Tongshan County will openly introduce high-level professionals who are in short supply to the society in 2023 108 (see Annex 1 for specific job information). The announcement is as follows:

First, the introduction of objects, scope and conditions

(1) Abide by the laws and regulations of the state, have good conduct and good health, and meet the requirements and qualifications of the introduced post.

(two) with a full-time master's degree or above, or with a "double first-class" first-class university construction university (class A) ordinary full-time undergraduate degree.

Among them, applying for a teacher position requires a full-time master's degree or above or a full-time undergraduate degree in a normal college directly under the Ministry of Education.

(3) Undergraduate graduates are required to be under the age of 28 (born after1July 3, 9941day); Master students should be under 32 years old (1born after July 3, 9901); Doctoral students, with the title of associate senior or above, must be under 45 years old (1born after July 3, 9771); The age of undergraduate students applying for doctoral positions can be relaxed to 30, and the age of master students can be relaxed to 35.

(four) the introduction of high-level professionals in short supply should obtain the corresponding academic qualifications and degree certificates before July 3, 2023.

(five) in any of the following circumstances, the application shall not be made:

1. Having received criminal punishment or been dismissed from public office;

2. Suspected of violating discipline and law, being examined by relevant authorities, and no conclusion has been reached;

3. Being punished by the department or above during school;

4 found that there are violations and other disciplinary problems in the recruitment of civil servants and institutions at all levels;

5. Staff of government agencies and institutions working in Tongshan;

6. Other circumstances that affect the handling of import procedures.

Second, the introduction process

(1) Registration and qualification examination

1. Registration time.

From the date of announcement to the afternoon of March 3, 2023 17:00.

2. Application materials.

3. Registration method.

Registration is unified by online registration.

The applicant fills in the Application Form for Introducing High-level Shortage Professionals in Tongshan County, Hubei Province in 2023 (see Annex 2), packages it together with the scanned application materials, and sends it to the Talent Office of Tongshan County Committee1103209980@qq.com. The registration email is uniformly named as "post code+name+graduation school and major+contact number", and each person is limited to one post.

The registration time is based on the time when the email is sent, and it will not be accepted after the deadline.

Each candidate can only send the registration email once, and multiple sending will be subject to the first registration email.

Candidates are requested to send the registration materials at one time, and all the materials will be treated as invalid registration.

Online registration is subject to email reply. If you don't receive an email reply, the registration will be considered unsuccessful.

4. Qualification examination.

Applicants who meet the registration requirements shall submit the registration form and relevant materials independently and accept the qualification examination, which shall be implemented by the employing unit (competent department).

The applicant shall truthfully fill in the relevant information, apply in good faith, and be responsible for the authenticity and accuracy of the information. If the qualifications of candidates do not meet the job requirements or the information is filled in incorrectly, the consequences arising therefrom shall be borne by the candidates themselves.

According to the Provisions on Handling Disciplinary Acts in Public Recruitment of Institutions (Order No.35 of People's Republic of China (PRC) and Ministry of Human Resources and Social Security), those who falsify documents or fill in false information to defraud the examination qualification will be disqualified once verified.

Qualification examination runs through the whole recruitment process. Candidates who practise fraud or violate the rules and regulations will be disqualified from the examination or employment once they are found.

(2) Admission ticket

The time and place to receive the admission ticket shall be determined separately, and the candidates shall be notified by the employing units (competent departments).

Get the admission ticket with the applicant's ID card. The written test and interview use the same admission ticket. Please keep it safe. If it is lost, please don't replace it.

(3) Examination

According to "About Forwarding the Central Organization Department? According to the spirit of Ministry of Human Resources and Social Security's notice (E-Ren She Han [2017] No.220), this talent introduction is mainly conducted by means of interview, investigation, etc., and there is no test opening ratio. For positions with the number of applicants and the introduction plan equal to or less than 1: 1, the minimum qualified score line (75 points or above) shall be set for the interview.

The interview adopts a structured interview, focusing on testing candidates' basic qualities such as political and ideological level, comprehensive analysis ability, reaction adaptability, language expression ability and professional ability.

The interview time and place shall be determined separately, and the employer (competent department) shall notify the candidates.

For positions where the number of applicants and the introduction plan exceed 3: 1, increase the written test. According to the proposition of "Outline of Written Examination of Public Subjects in Open Recruitment Examination of Institutions", the full mark of written examination paper is 100. Five working days after the end of the written test, candidates can log in to Tongshan county government affairs network to check the test scores and rankings, and the time and place of the written test will be notified by the employer (competent department) separately.

(4) Calculation of total score

Total score 100%, plus the conversion ratio of written test positions is as follows: total score = written test score ×40%+ interview score ×60%, and interview scores of other positions are total scores.

(5) The sorting rules of test scores and the principle of parallel priority.

Candidates who apply for the same position have the same total score, and they will enter the physical examination in the following priority order: fresh graduates are preferred, those with high academic qualifications are preferred, and those who meet the priority conditions stipulated in the position table are preferred.

(6) Physical examination and inspection

According to the total score of candidates from high to low, the candidates for physical examination and investigation are determined according to the ratio of job recruitment1:1.

Physical examination and inspection work shall be organized by the competent department (employer).

1. Physical examination.

Recruiting units or candidates have doubts about the results of physical examination, and can be re-examined with the consent of the competent department (institution).

Re-examination can only be conducted once, and the physical examination results shall be subject to the re-examination conclusion.

Applicants must carefully complete all physical examination items. Failure to complete the medical examination items as required within the specified time shall be deemed as automatic waiver of medical examination qualification.

For pregnant female candidates, medical examination items that may have an impact on fetal health should be suspended according to the doctor's advice, and relevant medical examination items should be supplemented after the end of pregnancy, and relevant employment procedures should be handled after the medical examination conclusion is qualified.

The medical examination fee shall be borne by the Tongshan County Committee Talent Office.

If the applicant applies for reinspection, the reinspection fee shall be borne by the applicant.

Step 2 check.

According to the employment standard of having both ability and political integrity and putting morality first, the focus of the investigation is on the candidates' political thought, moral quality, ability and quality, work performance, law-abiding, honesty and self-discipline, and whether they need to be avoided. When necessary, they can extend the inspection of candidates' integrity records and the practice of socialist core values.

During the inspection, the applicant's examination qualification should also be examined.

3. Replenishment.

Due to the vacancy caused by unqualified medical examination or abstention, the unit can fill the vacancy in turn among the interviewers according to the total score ranking of the candidates for this position, and the scores of the candidates should reach the average score of the interviewers for this position, and report to the Office of the Leading Group for Talent Work of Tongshan County Committee and the Tongshan County Human Resources and Social Security Bureau for the record.

(7) Publicity and employment

After the physical examination and inspection, the employing unit will collectively study and determine the candidates to be hired according to the candidates' comprehensive scores, physical examination and inspection, form a written report and report it to the Talent Office of Tongshan County Committee for approval, and report it to the Tongshan County Human Resources and Social Security Bureau for the record. The candidates to be hired shall be publicized on Tongshan county government affairs online for not less than 5 working days.

If there is no objection to the publicity, or if there are people to be hired to report complaints that have not been verified, the relevant employment procedures shall be handled.

Publicity reflects the problems affecting employment, and if it is verified, it will not be hired.

Third, management and treatment.

(1) Economic treatment

2. Living allowance.

According to doctoral students and associate senior titles, 4000 yuan per person per month; "Double first-class" first-class university. Full-time graduate students (applying for teacher positions) in universities directly under the Ministry of Education (Class A) or normal colleges are 3000 yuan per person per month; Full-time graduate students from other universities and ordinary full-time undergraduate students from "double-class" first-class universities (Class A) are 2000 yuan per person per month; Undergraduate students in normal universities directly under the Ministry of Education have been issued with the standard of 1.500 yuan (applying for teacher positions) for three consecutive years.

3. Placement allowance.

Give a one-time resettlement fee of 80,000 yuan to the introduced doctoral students and associate senior professional titles; Full-time graduate students and ordinary full-time undergraduate students of "double first-class" first-class universities (Class A) will be given a one-time settlement fee of 50,000 yuan; Undergraduate students of Normal University directly under the Ministry of Education will be given a one-time resettlement fee of 30,000 yuan; The settling-in fee is paid in two installments (50% after signing the formal employment contract and 50% after the probation period).

4. Housing subsidies.

If talents are introduced to buy the first self-occupied commercial housing in Tongshan County and go through the household formalities, doctoral students and professionals with deputy senior titles will be given a subsidy of 200,000 yuan; Full-time postgraduate students from "double-class" first-class universities (Class A) or normal colleges directly under the Ministry of Education (applying for teacher positions) will be given a housing subsidy of 1.5 million yuan; Full-time graduate students from other universities and ordinary full-time undergraduate students from "double-first-class" first-class universities (Class A) are granted housing subsidies of 6,543,800 yuan; Undergraduate students in normal universities directly under the Ministry of Education (those who apply for teacher positions) will be given a subsidy of 50,000 yuan for purchasing houses; Housing subsidies are paid in five years.

(2) Policy treatment

1. Those who have introduced high-level talents who have worked in public institutions 1 year and passed the organizational examination shall go through the formalities of becoming a full member according to the procedures.

Doctoral, master's and undergraduate students who work in management positions in public institutions enjoy the wages of seven-level staff, eight-level staff and nine-level management personnel respectively.

Doctoral students who are engaged in professional and technical work in public institutions and have obtained senior titles can be directly employed to professional and technical posts of Grade 7.

Postgraduates who are engaged in professional and technical work in public institutions, with working years of 1 year and primary titles, can be directly employed in professional and technical posts of 1 1 level; Those who have worked for 3 years and obtained intermediate titles can be directly employed to ten-level posts with special skills.

2 the introduction of talent, outstanding performance in the management positions of institutions, can be employed in seven or eight management positions according to relevant policies and regulations.

3. The talents introduced this time are tracked and managed as reserve cadres in the county.

(3) Service guarantee

(4) Probation period

The introduction of talents for a trial period of one year, during which they can enjoy the salary of the staff of the same rank who are formally employed.

(5) Term of service

In principle, the service period of imported talents is at least 5 years, and the service period is calculated from the date of employment.

For the imported personnel who leave without consultation during the service period, the corresponding treatment will be cancelled and all kinds of subsidies for imported talents will be recovered; During the service period, it is up to me to decide whether to stay or not for the contract imported personnel who have passed the civil service of state organs at or above the provincial level, which is not regarded as a breach of contract.
