1.From August 65438 to May 8, 2022, after the stranded passengers are arranged by the epidemic prevention and control headquarters of their cities and counties, the passengers who meet the requirements of leaving Qiong will activate the "departure code" on the same day through the Hainan health code "application for departure from Qiong" (the "departure code" activated on the same day will be green, and it will be blue after 24 hours). Passengers enter airports, railway stations and ports in Hainan on the same day with the green "departure code", waiting for inspection. If you can't make it on the same day due to special reasons, you can reactivate it on the day you actually leave Joan.

2. Checkpoints such as airports, railway stations and ports in Hainan Province, such as leaving Qionghai Port, shall be strictly verified as required. Passengers who pass the on-site inspection shall be released if their exit codes are green on the same day; Passengers whose Hainan health code does not have "Li Qiong code" or "Li Qiong code" in other colors will not be released.

Three, passengers arrive at airports, railway stations, ports and other checkpoints outside the province, should produce the "exit code" for inspection. In addition to the inspection of local normal control measures, the inspection stations outside Hainan Province should unanimously recognize the "Li Qiong Code" of Hainan Province, and those whose "Li Qiong Code" is green or blue on-site inspection should be released.

After the stranded passengers arrive in the destination province, if the "departure code" is not recognized, they are still required to carry out centralized health monitoring and control, and they can call the corresponding province for consultation and help.

4. Passengers applying for "leaving Qiong" should try to activate the "leaving Qiong code" through personal application or asking family and friends to apply for it on their behalf. Individual elderly people, children, foreigners, compatriots from Hong Kong, Macao and Taiwan can't apply for Hainan health code through mobile phones, can't apply for "leaving Qiong" and have no "leaving Qiong code", but if they actually meet the conditions for leaving Qiong, they can call the 24-hour hotline of stranded passengers in local cities and counties for consultation. Or print the paper proof of nucleic acid according to the Announcement of Hainan Province on Relevant Matters Concerning the Return of Passengers stranded on Islands, and sign the letter of commitment of good faith at the departure port of Qiong. Airport, railway station, port and other ports will be released after checking the relevant paper certificates offline.
