Table 5 Investigation Report on Population Aging With the acceleration of population aging in our city, the problem of aging and the development of the cause of aging have become a social problem that people pay close attention to. In order to understand the development of population aging in our city, solve the needs of the elderly and promote the development of the cause of aging, CPPCC recently organized an investigation team to conduct a special investigation on population aging. The investigation is now reported as follows.
First, the aging population facing our city is grim.
According to the definition in the Dictionary of Demography compiled by the International Population Research Institute, the population structure of the elderly population over 65 years old reaches 7%, or the population over 60 years old reaches 10%. An aging society? , the proportion of people over 65 years old exceeds 14%, or the proportion of people over 60 years old reaches 20%. What is this called? An aging society? .
According to the fifth national census, in June 2000, the population over 65 in China reached 88 1 1000, accounting for more than 7% of the total population, and has entered the ranks of aging countries. By the end of 20 10, the number of elderly people aged 60 and above in China had reached1780,000, accounting for 13.26% of the total population, of which the proportion of elderly people aged 65 and above reached 8.87%. Compared with most parts of the country, the aging of the population in our city occurred earlier and developed rapidly. In the past ten years, the total population of our city has continued to grow negatively. Up to now, there are 490,500 elderly people over 60 years old in our city, accounting for 19.3% of the total population, which is 6 percentage points higher than the national average.
The expanding scale of the elderly population and the accelerating aging speed of the elderly population are bound to have a far-reaching impact on economy, society, family and other aspects. These effects are mainly manifested in the following aspects: First, the increase in the dependency ratio of the elderly has increased the burden on the working-age population, and the total pension expenditure of the elderly will continue to increase; Second, the aging population has changed the proportional relationship between consumption population and production population, and the change of consumption structure will inevitably affect the changes of industrial structure, product structure, employment structure and investment structure, thus causing the adjustment and change of the whole economic structure and promoting the rise and vigorous development of aging industries; Third, chronic diseases have replaced acute diseases and infectious diseases of the elderly and become the main threat to health. The medical model has changed to focus on long-term health care and disease prevention, and the increase of the elderly population will lead to a rapid increase in medical security funds; Four is? Empty nest? With the increase of the elderly, the elderly living alone and the very old, the traditional family pension function is gradually weakened, which will lead to changes in intergenerational relations in support, lifestyle, care methods and communication. It has become inevitable that some family pension functions will be transferred to the community and society, which leads to an increasing demand for socialized pension services. Fifth, under the situation that the proportion of the elderly population in the total population is rising, the influence of the elderly group on social stability is increasing.
Two, the problems existing in the development of the cause of aging in our city
Faced with a series of influences brought by the aging population, the municipal party committee, municipal government, civil affairs, social security and other functional departments have prepared for a rainy day and formulated a series of aging policies, which have played an important role in ensuring the basic livelihood of the elderly and improving social welfare. Especially in recent years, the city's policies to deal with population aging have been constantly adjusted, supplemented and standardized, and gradually formed a system, which has been greatly developed in the practical application process and achieved good results. But on the whole, the system is not perfect, and it can't adapt to the development of population aging, the overall requirements of the cause of aging and the expectations and needs of the elderly. Mainly in the following aspects:
First, basic old-age insurance? Empty account? Run. Is China's basic old-age insurance pay-as-you-go plus partial accumulation? Unified accounting? Systematically, due to the reform of the old-age insurance system, the government did not bear the corresponding transformation costs, and the funds in personal accounts were misappropriated to pay the pensions of current retirees. This situation has been more than ten years. Empty account? In the operating state, finance bears great pressure of pay-as-you-go operation mode.
Second, the overall level of social security for the elderly is not high. The social security system for the elderly in our city has basically covered all urban and rural residents. Although all the old people without social old-age security can be included, what can be implemented at present is only a low-level security with wide coverage and basic security. Compared with the income level of urban residents and the basic pension for retirees, the pension base of urban and rural residents is too low, which can only play the role of minimum living guarantee.
Third, the old-age facilities can't meet the demand. At present, there are 82 institutions for the aged in our city, with a total number of beds10.3 million, accounting for less than 2.7% of the total elderly population. This ratio is 5% away from Europe and America? 7% is far from the level, and the existing facilities for the aged cannot meet the needs of the elderly in quantity. In addition, the enthusiasm of social forces to set up pension service institutions is not high, which is also an important reason for the large gap with advanced countries and regions.
Fourth, the social assistance ability of the elderly is low. At present, the strict urban and rural subsistence allowance access system excludes some elderly people who are on the edge of the poverty line, and because of the low overall level of medical security for the elderly, there are still a small number of elderly families who are poor or return to poverty due to illness. However, in terms of social charity, there is no perfect social donation laws and regulations, no stable fund raising and value-added channels, and the social assistance ability of the elderly is still low.
Fifth, public services still need to be strengthened. Since the implementation of the social preferential treatment policy for the elderly in our city, it has been widely welcomed by the majority of elderly friends. However, due to the restriction of public service capacity and the fact that some service places are sponsored or controlled by non-governmental investment, there is still a lack of necessary financial support in providing free and preferential services for the elderly, so the preferential treatment for the elderly is still less.
