13. Strengthen the construction of mental health education teachers. Mental health education is a highly professional job, and we must vigorously strengthen the construction of professional teachers. Schools around the country should make plans and gradually equip full-time teachers for mental health education. In principle, full-time teachers must have a bachelor's degree in psychology or related majors. Each school is equipped with at least one full-time or part-time mental health education teacher, and gradually increase the proportion of full-time staff, and its preparation is solved from the overall preparation of the school. Local education administrative departments should improve the evaluation and employment methods of teachers' positions (titles) of mental health education in primary and secondary schools, formulate corresponding evaluation and employment standards for professional and technical positions (titles), and implement the evaluation and employment of teachers' positions (titles) of mental health education. Mental health education teachers enjoy the same treatment as class teachers.
14. Vigorously develop mental health education teacher training. The Ministry of Education will organize experts to formulate curriculum standards for teacher training, and conduct national-level training for mental health education teachers and key teachers in primary and secondary schools in stages. The provincial education administrative departments should incorporate the training of mental health education teachers into the teacher training plan, train local mental health education teachers in stages and batches, and effectively improve the basic theory, professional knowledge and operational skills of full-time and part-time mental health education teachers. It is necessary to increase the content of mental health education and training in all kinds of training for principals, class teachers and teachers of other disciplines in primary and secondary schools, and establish a hierarchical and classified training system.
15. Pay attention to teachers' mental health education. Education administrative departments and schools at all levels should care about teachers' work, study and life, proceed from reality and take practical measures to reduce teachers' mental stress and psychological pressure. Teachers' mental health education should be regarded as an important aspect of teachers' education and teachers' professional development, providing necessary conditions for teachers to learn mental health education knowledge, enabling them to learn psychological adjustment, enhance their coping ability, effectively improve their mental health level and their ability to carry out mental health education.
16. Strengthen the management of mental health education materials. The compilation, examination and selection of all kinds of educational materials related to mental health education should be carried out in accordance with the unified requirements of this guiding outline. Since the spring semester of 20 13, all mental health education textbooks entered primary and secondary schools must be approved by experts organized by the education administrative departments at or above the provincial level before they can be used.
17. Strengthen scientific research on mental health education. Education administrative departments at all levels should strengthen guidance, increase funding, incorporate mental health education into educational science research planning, and actively organize relevant project declaration and outstanding achievement selection. It is necessary to actively guide researchers in institutions of higher learning and scientific research institutions to carry out relevant research and provide theoretical and scientific basis for the practice of mental health education. The establishment of mental health education teaching and research system in primary and secondary schools, teaching and research institutions at all levels should be equipped with mental health education teaching and research personnel. We should adhere to the combination of theory and practice, organize experts and scholars, teaching and research personnel, front-line teachers and school administrators to actively carry out teaching research on mental health education in combination with reality, enrich and improve the theory of mental health education in practice, and continuously improve the scientific level of mental health education.
