Some illegal acts are prohibited, but the punishment is lack or low, which leads to some outstanding problems in the medical service market that are difficult to solve by legal means, and illegal acts are repeatedly prohibited. For example, the urbanization of rural areas and the change of village residence have brought doctors to practice in the original village, and after the promulgation of the Law on Medical Practitioners, the qualified doctors' practice, doctors' practice in different places, and the definition of the practice scope of medical technicians such as Chinese medicine have not been handled in time. Relevant departments are actively strengthening policy research and gradually solving it by combining unblocking and blocking.
(2) The medical service network and security system are not perfect, and the supervision power is weak. In the future, it is necessary to further strengthen the capacity building of medical service supervision, improve the efficiency of law enforcement and implement the responsibility of medical service supervision. In particular, it is necessary to improve the grassroots supervision network and effectively strengthen the supervision of rural medical services. Combined with the current manifestations and new situation of illegal medical practice, it is necessary to strengthen investigation and study, establish an effective working mechanism and put forward control measures in the future. The Ministry of Health, together with the Ministry of Public Security, will issue the Interim Provisions on Strengthening Coordination and Combating Illegal Medical Practice and Illegal Blood Collection and Supply, requiring all localities to set up telephone numbers and e-mail addresses to crack down on illegal medical practice, seriously accept complaints and reports from the masses, supervise major cases and severely punish illegal medical practitioners who endanger people's lives, health and safety. Continue to play the role of media propaganda to help the broad masses raise their awareness of the dangers of illegal medical practice and their awareness of self-protection. Establish a publicity system and regularly publish the achievements made in cracking down on illegal medical practice. Strengthen the training of grassroots health law enforcement personnel and improve the level of medical law enforcement. Combating illegal medical practice involves many departments and must be under the unified leadership of the local government. All relevant departments should take cracking down on illegal medical practice as an important task to protect people's health rights and interests, make careful arrangements and pay close attention to implementation. In 2009, cracking down on unlicensed medical practice was listed as the key content of work. In view of the illegal medical behavior of pharmacies, the Ministry of Health plans to carry out special supervision and inspection with public security, food and drug supervision and other departments.
(3) The practice license of medical institutions needs to be standardized. The examination and approval of administrative license of some medical institutions is not standardized, especially some grass-roots health administrative departments fail to strictly implement relevant standards in the establishment, naming, practice registration and verification of medical institutions, and even have problems of ultra vires examination and approval and illegal examination and approval. The Ministry of Health has set up a medical service supervision department, which is mainly responsible for the supervision and management of medical service behavior and strives to improve the supervision level. By strengthening the supervision and management of the medical industry, the quality and level of medical services can be effectively improved to meet the health needs of the people.
