To unblock the temporary control area, certain conditions must be met:
First, there were no new cases or asymptomatic infections in this area in recent 14 days;
Second, the last close contact in this area has been exposed for more than 14 days, and all the nucleic acid test results are negative;
Third, all personnel in the jurisdiction completed a round of nucleic acid screening two days before unsealing, and all the results were negative.
Temporary control generally requires at least three nucleic acid tests. According to the newly released "Guidelines for the Implementation of novel coronavirus Nucleic Acid Testing Institutions for All Staff (Second Edition)", at least three rounds of nucleic acid testing should be conducted at the initial stage of the epidemic with unknown risk sources.
At least three times of nucleic acid tests were carried out for the personnel in the blockade area, and all personnel were tested on 1, 4 and 7 days respectively. However, due to the different epidemic prevention policies in different regions, it is suggested that the scope and frequency of follow-up detection should be determined according to the comprehensive study of epidemic traceability, community closed control scope and nucleic acid detection results, which is generally yellow code.
The principle of yellow code is to move and stay near the key places where confirmed cases and asymptomatic infected people have stayed, and there may be contact with confirmed cases and asymptomatic infected people. Therefore, the sanitary code of the sealed control area is generally yellow.

Article 5 People's governments at all levels shall lead the prevention and control of infectious diseases.
The people's governments at or above the county level shall formulate plans for the prevention and control of infectious diseases and organize their implementation, and establish and improve the disease prevention and control, medical treatment, supervision and management systems for the prevention and control of infectious diseases.
Article 6 The health administrative department of the State Council is in charge of the prevention and control of infectious diseases and its supervision and management. The health administrative departments of local people's governments at or above the county level shall be responsible for the prevention and control of infectious diseases and their supervision and management within their respective administrative areas.
Other departments of the people's governments at or above the county level shall be responsible for the prevention and control of infectious diseases within their respective functions and duties.
The prevention and control of infectious diseases in the army shall be handled in accordance with this Law and the relevant provisions of the state, and shall be supervised and managed by the competent health department of the People's Liberation Army of China.
