Travelers apply for travel online, fill in relevant basic information and make a promise of authenticity. The provincial national health information platform is verified according to the big data records related to the background epidemic. The epidemic prevention and control team of the community (village) where the traveler is located authorizes the management personnel (hereinafter referred to as the issuer) to check and sign according to the facts. Authorized enterprises and institutions can also sign electronic health passes for their own personnel.
The Notice clarifies that passengers who have not experienced fever (above 37.3℃), persistent dry cough, fatigue and other symptoms for more than 14 days can apply for an electronic health pass card under the following circumstances:
1. The confirmed cases diagnosed in COVID-19 have not been observed for 14 days after discharge;
2. Suspected cases, positive infection, not cured or under isolation observation 14 days;
3. Close contacts of confirmed cases, suspected cases and positive infected persons in COVID-19 have not been released from medical observation;
4. Dissatisfaction with home observation after leaving the administrative area of this province 14 days;
5. Have a history of contact with people in provinces with high epidemic incidence, and have been observed in isolation for less than 14 days.
The electronic health card can be applied in the official account of "Healthy Shandong Service Number" WeChat and "Love Shandong APP". After the electronic health pass is issued, it will present one of three colors according to the verification, namely red, yellow and green. Among them, the red representative does not meet the travel conditions, and should report to the local community (village) or unit, and notify the local epidemic prevention and control department when necessary; Yellow means that the information needs to be further improved and verified before it can pass (such as temperature measurement, etc. ), or the health pass card has expired and needs to be declared again; Green means you can go straight through.
