1. If a student really needs to transfer to another school in this city due to the migration of home address and household registration, the parents (or guardians) of the student shall apply, and after being signed by the class teacher, the school guidance office shall fill in the "transfer contact card", which will be contacted by the parents themselves, and then go to the school to handle the transfer formalities after the receiving school agrees to enter the school. The school must keep the "student contact card" stamped with the official seal of the receiving school, and then issue a "transfer certificate". Parents will transfer the student registration card (including student registration number), student handbook, health card and other student registration files to the school for management.
2. If a student needs to transfer to a school outside the city, parents should write a Transfer Report, which should be signed by the class teacher and stamped by the school guidance office, and then return to the school after being registered and stamped by the district education administrative department. The school can issue a transfer certificate and go through the transfer formalities.
Transfer procedure:

Conditions for applying for transfer: Under any of the following circumstances, students may be allowed to transfer between public schools: the whole family's household registration and home address are transferred across provinces, cities, districts and counties; In the county (city) area, the household registration and home address have been moved, and the road is far away, so they cannot study in the original school.
Materials to be prepared for applying for transfer:
County (city) primary school and junior high school internal transfer: the guardian submits a written transfer application to the transfer school with the household registration transfer certificate (and the guardian's transfer work certificate), and the transfer school issues a transfer contact in duplicate. The guardian shall contact the transfer school with the transfer contact form and relevant certificates. After the transfer school agrees, it shall be submitted to the county (city) education department for examination and seal for the record. The transfer school will issue a formal transfer certificate with the transfer contact form.
Primary school students of grade five or six in urban areas transfer to other schools, and their transfer contact list needs to be audited by the School Education Department of our bureau. After approval, the transfer certificate can be issued by the transfer school.
The urban junior high school transfer school district is still designated as the junior high school transfer contract area by our bureau.
Cross-county (city) primary school to junior high school transfer: the guardian submits a written transfer application to the transfer school with the household registration transfer certificate (and the guardian's transfer work certificate), and the transfer school issues a transfer contact form. The application for transfer and its attachments shall be filed together with the stub of the transfer certificate; Students go to the transfer school for transfer formalities with the transfer certificate. The original or photocopy of the household registration transfer certificate (and the guardian's transfer certificate) shall be provided for the transfer formalities, and the transfer situation shall be recorded in the student transfer registration form.
Because of the transfer of household registration and home address, but the students or their guardians have not asked for transfer, the school shall not force students to go through the transfer procedures. Schools shall not refuse to accept normal transfer students with complete procedures in the teaching area, nor shall they accept students without normal transfer procedures. It is not allowed to transfer to another school in the entrance examination, and it is not allowed to change grades.
When transferring, the student registration form is stamped by the transfer school, taken away by the student or guardian, and kept by the school. Transfer formalities must receive transfer certificate and student registration form. Copy of stub of proof of suspension from school and punishment. It should be sealed as an attachment to the student registration form. Students who transfer during the suspension period can only be allowed to return to school if they transfer to the school after the suspension period expires.
Students who transfer from public schools to private schools need to go through the transfer procedures during the winter and summer vacations. The original school and education authorities should support it.
Students from private schools are not allowed to transfer to public schools where their household registration is not available. Transfer to the public school where the household registration is located, the guardian shall submit a written application, and the education department shall make overall arrangements after the audit.
The transfer of students between private schools must be reported to the competent education department for review. After the examination and approval, the education administrative department shall re-compile the student registration number.
