2. Terms and definitions

Harmful operation refers to various factors (including chemical factors, physical factors and biological factors, etc.). ) Construction production environment and process that may affect health.
3. Responsibility
(1) The ventilation area shall be fully responsible for the determination of mine dust concentration, and make a report on the determination of mine dust concentration.
Mine dust concentration measurement data in the form of monthly report, timely report to the labor department every month. The measurement report of mine dust concentration must be carried out according to the following requirements: ① It is divided into respirable dust and total dust; (2) The determination of dust concentration should be carried out at coal mining face, heading face, roadway support, unloading point, cavern and other points; (3) the concentration measurement should specify the measurement position; (4) Determination of dust concentration in coal mining face, including blasting operation, drilling with electric drill, hydraulic drive moving frame, prop-pulling caving, return air roadway, etc. ⑤ The dust concentration in the heading face should be measured at the same time as the boring machine operation, drilling, blasting, drilling and rock loading; ⑥ The cabin dust concentration at different positions should be measured when measuring the cabin; ⑦ The measured points of mine dust concentration should not be less than the points to be measured; What is listed today is the dust concentration reaching the standard in different locations.
(2) The trade union is responsible for democratic management and mass supervision of dust prevention and occupational disease prevention.
(3) Mine safety supervision departments, labor departments, training departments and political departments are responsible for the identification and evaluation of occupational hazard factors, the formulation of occupational hazard prevention measures, the publicity and education on the prevention and control of occupational diseases such as dust, and the management of statistics, reports and files.
(4) The labor department is responsible for the exchange of patients with occupational diseases and arranging rest.
4. General rules
(1) Safety supervision departments, labor departments, political work departments, trade unions, coal mines, tunneling units and auxiliary units should carry out pre-job and regular publicity, education and training on occupational safety and health and occupational disease prevention and control.
(2) The mine labor department shall carry out occupational health examination for personnel engaged in hazardous operations before taking up their posts and once a year, and inform the workers themselves of the inspection results in time. Contract workers and farmer contract workers engaged in hazardous operations should undergo occupational health examination before terminating the contract.
(3) The relevant departments of mines should strictly follow the requirements of "one ventilation and three defenses", take multiple measures simultaneously and take a multi-pronged approach, and adopt advanced technologies, advanced processes, advanced equipment and non-toxic materials to control and eliminate the occupational hazards and production costs of production units.
5. Countermeasures when the hazard factors exceed the standard
When it is found that harmful factors exceed the standard or the concentration measurement shows abnormality, which may endanger the health and safety of employees, the following measures should be taken (taking dust exceeding the standard as an example):
1, immediately stop the operation, withdraw from the construction area, count the number of people, organize the evacuation, and report to the mine operation department. For the abnormal hazard factors in the front line of mining, it is necessary to start the scraper spray, loader spray and water curtain spray in time, wash the coal wall, and open the fixed sprinkler pipeline to extinguish the dust. At the same time, increase ventilation and take relevant measures to reduce ventilation resistance. If the situation is serious, the local power supply should be turned off in time to prevent further coal dust explosion accidents.
