Main responsibilities:
(a) the implementation of national, provincial and municipal health policies and laws, regulations and rules. Overall planning of health service resource allocation, preparation and implementation of health development planning. Formulate and organize the implementation of policies and measures such as equalization, generalization and convenience of basic public health services and extension of public resources to the grassroots.
(two) coordinate and promote the deepening of the reform of the medical and health system, study and put forward major principles, policies and measures to deepen the reform of the medical and health system. Organize and deepen the comprehensive reform of public hospitals, promote the separation of management and operation, and improve the modern hospital management system;
Strengthen the party building in public hospitals, formulate and organize the implementation of policies and measures to promote the diversification of public health service providers and methods, and put forward policy suggestions on medical services and drug prices. Formulate and implement policies and measures for the development of health service industry in conjunction with relevant departments to promote the development of Xiaoshan's characteristic health service industry.
(three) to formulate and organize the implementation of disease prevention and control planning, immunization planning and intervention measures for public health problems that seriously endanger people's health. Responsible for health emergency work, organize and guide the prevention and control of public health emergencies and medical rescue of various public health emergencies.
(four) to organize and coordinate the implementation of policies and measures to deal with the aging population, and to be responsible for promoting the construction of health service system for the elderly and the combination of medical care and nursing.
(five) to organize the implementation of the national essential drug policy and the national essential drug system, to carry out drug monitoring, clinical comprehensive evaluation and early warning of drug shortage, and to put forward suggestions on the price policy of essential drugs in our region. Carry out food safety risk monitoring and evaluation, and guide the filing of food safety enterprise standards.
(six) responsible for the supervision and management of occupational health, radiation health, environmental health, school health, public health, drinking water health, patriotic health and infectious disease prevention and control, and improve the comprehensive health supervision system. Take the lead in implementing the Framework Convention on Tobacco Control in the whole region.
(seven) to formulate measures for the administration of medical institutions and medical service industries and supervise their implementation, and establish a medical service evaluation and supervision and management system. Responsible for the supervision and management of safety production in health industry. Organize and implement the qualification standards for health professional and technical personnel in conjunction with relevant departments.
Formulate and organize the implementation of medical service norms and standards, practice rules and service norms for health professional and technical personnel. Guide and promote the quality management and brand cultivation of medical institutions and public health institutions.
(eight) responsible for family planning management and services, carry out population monitoring and early warning, study and put forward relevant policy suggestions on population and family development, and implement the family planning policy.
