Legal basis: Opinions of General Office of the State Council on Promoting the Development of Internet+Medical Health 1. Improve the "Internet+medical health" service system.
(A) the development of "internet plus" medical services.
1. Encourage medical institutions to use information technologies such as the Internet to expand the space and content of medical services and build an online and offline integrated medical service model covering pre-diagnosis, during-diagnosis and post-diagnosis.
It is allowed to rely on medical institutions to develop Internet hospitals. Medical institutions can use Internet hospital as the second name, and provide safe and appropriate medical services by using Internet technology on the basis of physical hospitals, allowing some common diseases and chronic diseases to be followed up online. Allow doctors to prescribe some common and chronic diseases online after mastering the patient's medical records.
Support medical and health institutions and qualified third-party institutions to build internet information platforms, carry out telemedicine, health consultation and health management services, and promote effective communication between hospitals, medical staff and patients. (The National Health and Wellness Commission and the National Development and Reform Commission are responsible. The department ranked first is the lead department, the same below)
2. Medical consortia should actively use Internet technology, speed up the communication of medical resources, information exchange and efficient business collaboration, facilitate the appointment of medical treatment, two-way referral, telemedicine and other services, promote "excellent first diagnosis" and promote the construction of an orderly pattern of graded diagnosis and treatment.
Encourage superior medical institutions in the medical association to provide remote consultation, remote ECG diagnosis, remote image diagnosis and other services to the grassroots by means of artificial intelligence and other technical means, and promote real-time acquisition, mutual recognition and sharing of inspection results among medical institutions in the medical association. Promote telemedicine services to cover all medical complexes and county-level hospitals in China, and gradually extend to community health service institutions, township hospitals and village clinics to improve the capacity and efficiency of primary medical services.
