In order to ensure the smooth transition of the "two committees" in rural areas of our township, combined with the actual situation in our township and studied by the township party Committee, the following implementation plan is formulated.
I guiding ideology, fundamental principles, objectives and tasks of the general election
(A) the guiding ideology
Hold high the great banner of Socialism with Chinese characteristics, under the guidance of Deng Xiaoping Theory and Theory of Three Represents, thoroughly implement Scientific Outlook on Development, implement party member's mass participation rights, right to know, right to vote, right to be elected and right to supervise, select and strengthen the village "two committees" team, further develop and improve the village-level democratic self-government mechanism led by the party, strive to achieve the goal of "new team, new mechanism and new atmosphere", and provide a strong organizational guarantee for building a new socialist countryside.

Giving full play to democracy means respecting the people's dominant position in party member, guiding them to participate in democratic elections in an orderly manner, correctly exercising their democratic rights, and electing village "two committees" leading bodies that are satisfactory to the Party and the people. To act in strict accordance with the law means to carry out the general election work in accordance with the relevant laws and regulations and the spirit of the relevant policies of the central, provincial and municipal governments, resolutely oppose and curb violations of discipline and law such as "canvassing and bribery" and ensure that the general election is fair and orderly.

In strict accordance with the "Five Choices and Seven No Choices", choose people who are satisfied with the organization and recognized by the people in party member.
