Chapter II Scope of Business

Chapter III Members
Article 7 This Association includes individual members, senior members, group members and foreign members.
Article 8 Various membership conditions
Anyone who acknowledges the Articles of Association and meets one of the following membership conditions may apply for membership voluntarily.

1. College graduates with intermediate or above titles in mental health and related majors.
2 engaged in mental health related disciplines, with the above corresponding technical titles.
3. Members of other scientific and technological societies, associations and research associations who meet one of the above conditions may apply to become members of the association.
(2) Senior members
Members of the association have obtained the titles of chief physician, professor and researcher, have academic prestige, have made outstanding achievements and made great contributions in the field of discipline development, enthusiastically support the work of the association, and can fulfill the obligations of senior members.
(3) Group members
Any academic, scientific research, educational or other social groups or enterprises and institutions that are enthusiastic about supporting mental health and the work of this Association, have certain social influence and are willing to participate in the activities of this Association.
(4) Foreign members
Foreign mental health experts who have made important contributions to China's mental health, or foreign experts and celebrities who have made important contributions to promoting mental health exchanges between China and other countries (or regions).
Article 9 Membership procedures
Members should apply for membership by themselves and be introduced by two members of the association. The association entrusts the mental health associations and system branches of provinces, autonomous regions and municipalities directly under the Central Government to report to the science and technology associations and associations of provinces, autonomous regions and municipalities directly under the Central Government for the record with the approval of the Standing Committee in accordance with the membership conditions and procedures stipulated in the articles of association of the association.
Senior members shall be proposed by the organizing committee of the association and appointed by the chairman after being approved by the standing council.
Group members shall apply to the Association by the legal representative of the unit, and be issued with certificates after being examined and approved by the Organizing Committee of the Association. You can also apply to the associations of provinces, autonomous regions and municipalities directly under the central government entrusted by the association, and issue certificates after being examined and approved by the standing Council of provincial associations, and report them to the association for the record.
The list of foreign members is recommended by the professional committee and the organizing committee of the association, and the certificate will be issued by the chairman after being approved by the standing council of the association.
People from Hong Kong, Macao and Taiwan who wish to join the Association shall go through the membership procedures in accordance with the relevant provisions of the State Council.
Article 10 All members shall enjoy the following rights:

2. Give priority to participating in academic exchanges at home and abroad organized by the association;
3. Give priority to publishing papers in academic journals sponsored by the Association;
4. Have the right to criticize, suggest and supervise the work of this Association;

Article 11 All members shall perform the following obligations:
(1) member
1. Implement the resolutions and decisions of this Council;
2. Safeguard the legitimate rights and interests of this Association;
3. Complete the tasks entrusted by the Association and its special committees;
4. Pay membership dues according to regulations;
5. Report the situation to the Association and provide relevant information;
(2) Senior members
Participate in the demonstration and consultation activities of major decisions on the development strategy and policy of mental health work organized by this association.
(3) The obligations of group members are the same as those of members (omitted).
Article 12
All kinds of membership certificate or letters of appointment are uniformly printed by the Association. When transferring work across provinces, autonomous regions and municipalities directly under the Central Government, members must go through the membership procedures.
Article 13
Members and group members who withdraw from the meeting shall notify the card issuing unit in writing and return their membership cards. If a member fails to pay the membership fee or participate in the activities of the association for one year, it will be deemed as automatic withdrawal and the membership card will be withdrawn. Other serious violations of the articles of association shall be removed from the list and their membership cards shall be withdrawn after discussion and approval by the organizing committee of the association or the standing councils of provinces, autonomous regions and municipalities directly under the Central Government.
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 14 The highest authority of this Association is the National Congress of its members, and its functions and powers are:
(a) to formulate and amend the articles of association;
(2) Electing and dismissing directors;
3) Review the work report and financial report of the Council;
(4) Deciding to terminate.
(5) Deciding on other major matters.
Article 15
In principle, the National Congress of Members can only be convened when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the members' representatives present at the meeting vote.
Article 16
The National Congress of Members is held every five years. If it is necessary to advance or postpone the general election due to special circumstances, it must be approved by the board of directors, reported to the competent business unit for review, and approved by the association registration authority. However, the extension of the term of office shall not exceed one year.
Article 17 The Council is the executive body of the National Congress of Members, which leads the Association to carry out its daily work during the intersessional period and is responsible to the National Congress of Members.
Article 18 The functions and powers of the Council are:
(a) to implement the resolutions of the members' congress;
(two) to elect and recall the chairman, vice chairman and secretary general;
(3) Preparing for the convening of the National Congress of Members;
(four) to report the work and financial situation to the members' congress;
(five) decided to absorb or recall all kinds of members;
(6) Deciding to establish offices, branches, representative offices and entities;
(seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;
(eight) to lead the institutions of the Association to carry out their work;
(nine) to formulate internal management system;
(ten) to examine and approve the annual work plan;
(eleven) the examination and approval of the new special committee and the application for periodicals;
(twelve) to decide on other major issues.
Article 19 In principle, the board of directors can only be convened when more than two thirds of the directors are present, and its resolutions can only take effect when more than two thirds of the directors are present to vote. The Council shall meet at least once a year; Under special circumstances, an exchange meeting can also be held.
Article 20 The Association shall establish a standing council. The Standing Council is elected by the board of directors, and exercises the functions and powers of Article 18 (1, 3, 5, 6, 7, 8 and 9) when the board of directors is not in session, and is responsible to the board of directors (the number of standing directors shall not exceed 65,438+0/3 of the number of directors).
Article 21 In principle, the Standing Council shall be convened only when more than two thirds of the executive directors are present, and its resolutions shall take effect only when more than two thirds of the executive directors are present to vote.
Article 22 The Standing Council shall convene a meeting at least once every six months; Special circumstances can also be held by means of communication.
Article 23 The chairman, vice-chairman and secretary-general of this Association must meet the following conditions:
(a) adhere to the party's line, principles and policies, good political quality;
(2) It has great influence in the business field of the Association;
3) The chairman, vice-chairman and secretary-general shall not be over 70 years old. Under special circumstances, when the Secretary-General holds a part-time job, he shall designate a Deputy Secretary-General to preside over the daily work;
(4) Being in good health and able to stick to normal work;
(5) Having not been subjected to criminal punishment of deprivation of political rights;
(6) Having full capacity for civil conduct.
Article 24 the chairman, vice-chairman and secretary-general of the association shall be elected by the Council from among the executive directors. The Chairman and the Secretary-General may be re-elected for a term not exceeding two terms.
Twenty-fifth the chairman, vice-chairman and secretary-general of this association shall be approved by the Council, reported to the competent business unit for review and approved by the social registration management organ before taking up their posts.
Article 26 The president of this Association is the legal representative of this Association. Due to special circumstances, the vice-chairman or the Secretary-General shall serve as the legal representative, which shall be reported to the competent business unit for examination and approval before appointment. The legal representative of this Association shall not concurrently serve as the legal representative of other organizations.
Article 27 The chairman and vice-chairman of this Association shall exercise the following functions and powers:
(a) to convene and preside over the National Congress of Members and the meetings of the Council or the Standing Council;
(two) to check the implementation of the resolutions of the members' congress, the Council and or the Standing Council meeting;
(3) Signing important external documents on behalf of the Association;
Article 28 The Secretary-General of this Association shall exercise the following functions and powers:
(a) to preside over the daily work of the office and organize the implementation of the annual work plan;
(2) Coordinating the work of branches, representative offices and entities;
(3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Council or the Standing Committee for decision.
(four) to decide on the employment of full-time staff of offices, representative offices and entities;
(5) Handle other daily affairs.
Article 29 The outgoing president of the Association may be elected as the next honorary president.
Article 30 The Association shall have honorary directors who have made outstanding academic achievements and contributed to the work of the Association. Those who no longer serve as directors or executive directors may be appointed as honorary directors with the approval of the Standing Council for one term.
Thirty-first according to the needs of the work, the Council may set up a number of working committees as appropriate.
Undertake the tasks assigned by the Council respectively.
Article 32 The association shall be approved by the Standing Council according to the needs of the development of mental health specialty.
Quasi, the establishment of a corresponding professional committee (branch), with the approval of the competent business unit and the registration authority, the professional committee (branch) of China Mental Health Association can be used as a branch academic institution under the leadership of the Council, responsible for organizing academic activities in this discipline. Professional committees (sub-committees) are not legal person associations, and may not independently formulate articles of association. The professional committees are members, and the members are recommended by the professional committees of the association through consultation. The chairman and vice-chairman are appointed by the Council or elected by the Committee. The term of office of a professional committee (branch) is three years.
Article 33 The Association shall set up a number of full-time cadres to form offices as required.
Article 34 This Association provides professional guidance to mental health associations in provinces, autonomous regions and municipalities directly under the Central Government.
Chapter VI Procedures for Amending the Articles of Association
Article 39 Any amendment to the articles of association of this Association shall be approved by the Council and submitted to the National Congress for deliberation.
Article 40 The revised Articles of Association of the Association shall come into effect within 15 days after it is adopted by the National Congress of Members, deliberated and agreed by the competent business unit and approved by the registration authority of the Association.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 41 If the Association completes its purpose, dissolves or needs to be cancelled due to division or merger, the Council or the Standing Council shall propose a termination motion.
Article 42 The motion to terminate this Association shall be put forward by the Council, voted by the National Congress of Members, submitted to the China Association for Science and Technology for examination and approval, and shall take effect after being registered with the Ministry of Civil Affairs.
Forty-third before the termination of this association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.
Article 44 this association shall be terminated after the cancellation of registration by the association registration authority.
Forty-fifth after the termination of the group's remaining property, under the supervision of the competent business unit and the group registration authority, in accordance with the relevant provisions of the state, for the development of undertakings related to the purpose of the group.
Chapter VIII Supplementary Provisions

Article 47 The Articles of Association was adopted by the National Council on 200 1 year 1 month1day.
Article 48 The right to interpret the Articles of Association belongs to the Council of the Association.
Article 49 The Articles of Association shall come into force as of the date of approval by the registration authority of associations.
