In order to speed up the construction of population health information and improve the service and management level of health and family planning (including Chinese medicine, the same below), the following opinions are put forward.
First, fully understand the importance and urgency of population health information construction.
Informatization is the innovation driving force of economic and social development. Population health informatization is a key field and an important part of national informatization construction, an important content of deepening the reform of medical and health system, and one of the symbols reflecting people's quality of life and national comprehensive strength.
In recent years, with the correct leadership of the CPC Central Committee and the State Council and the strong support of relevant departments, through the unremitting efforts of the whole system, China's population health information construction has been comprehensively promoted and developed rapidly, which has played an important role in improving the service and management level of health and family planning. The reporting network of infectious diseases and public health emergencies covering urban and rural areas has been established in an all-round way, and important progress has been made in hospital informatization construction with clinical application and electronic medical record construction as the main content. Teleconsultation system has begun to take shape, the application and promotion of basic medical and health management information system has been accelerated, the pilot effect of residents' health card has begun to appear, and the construction of information standards and safety system has become increasingly sound. 150 standards and safety specifications have initially met the needs of the current population health information construction. In some places, provincial information platforms and county-level regional information platforms have been established, and regional health information sharing and cross-regional business cooperation have gradually deepened. The national and provincial population information resource database covers a population of 654.38+03 billion, supporting three major applications: information collection, population and family planning business and population decision-making, forming a service model in which data is concentrated upwards and applications are extended downwards, exploring cross-departmental and cross-regional interactive sharing of family planning service management information, and promoting the transformation of family planning service and management from extensive to refined.
However, the information construction of population health still faces problems to be solved urgently. It is urgent to integrate the existing health and family planning information system, expand the coverage of regional information platforms, improve the level of networking, realize system interconnection, information sharing and business collaboration, improve the ability and level of health and family planning services, and improve the people's feelings of seeking medical treatment. It is urgent to change the weak state of informatization construction of Chinese medical and health institutions and promote the balanced development of informatization construction of various medical and health institutions. It is urgent to improve the level of data integration and comprehensive utilization of information resources and improve the ability of scientific decision support. There is an urgent need to further strengthen the system, management, talent and financial security, further improve the information standards and security system, and support the smooth progress of information construction.
The "Twelfth Five-Year Plan" period is a crucial stage for deepening the reform of the medical and health system and establishing the basic medical and health system. The construction of population health informatization has important strategic and practical significance for promoting the realization of the goal of basic medical services for all.
Two. Basic principles, overall framework and construction objectives
(1) Basic principles. In accordance with the national informatization development strategy and the relevant deployment of the State Council, adhere to the general principle of "system first, overall design, enhanced application, interconnection and business collaboration", closely focus on deepening medical reform, improving the integration of birth policy and health and family planning, comprehensively promote population health informatization, accelerate the application and collaboration of business systems, improve performance evaluation and long-term operation and maintenance mechanism, effectively improve the level of scientific decision-making, refined management and personalized service, and promote the realization of key demonstration applications.
(2) Overall framework. Coordinate population health information resources, strengthen the construction of systems, standards and security systems, effectively integrate and * * * enjoy the three database resources of population information, electronic health records and electronic medical records, realize six business applications such as public health, family planning, medical services, medical security, drug management and comprehensive management, and build a four-level population health information platform at the national, provincial, prefectural and county levels, with the four-level platform as the hub and connecting the six business applications vertically and horizontally. (3) the overall goal. Guided by business and management needs, we will build a practical, accessible and safe population health information network system in an all-round way, which will provide strong information technology support and guarantee for deepening the reform of medical and health system, effectively implementing the basic national policy of family planning, promoting the development of Chinese medicine, improving the service and management level of health and family planning, and realizing the goal of universal access to basic medical and health services.
(4) Stage objectives. By the end of the "Twelfth Five-Year Plan", the information networks of various health and family planning institutions at all levels will basically achieve secure interconnection; Complete the construction of population information, electronic health records and electronic medical records databases focusing on regions, and realize the interconnection of pilot areas; Combined with local conditions, a four-level information platform should be reasonably constructed to realize six major business applications, covering 80% of provinces, 70% of cities and 50% of counties, and achieving full coverage of the pilot areas for comprehensive reform of public hospitals; Promote the application of resident health cards in pilot areas.

Third, key tasks
(a) improve the system and unified standard system. Combined with the actual situation, improve the population health information management system, improve the working mechanism and management system of the popularization and application of residents' health cards, improve the working mechanism of the regional population health information platform, and manage the construction, operation and maintenance of all population information, electronic health records and electronic medical records databases to ensure the normal development of the work.

Improve the database of residents' electronic health records, support the dynamic information sharing and business collaboration of primary health and family planning institutions in the region, improve the level of public health and primary medical and health application services, meet the information inquiry of residents' personal health records, enhance self-care and health management capabilities, and improve the health level of the whole people.
Promote the construction and application of electronic medical records of integrated traditional Chinese and western medicine. Taking the electronic medical records of Chinese and Western medicine as the core, we can realize the integration and sharing of hospital information resources, improve the efficiency and quality of medical services, strengthen the behavior supervision of public hospitals, and reflect public welfare. (3) Coordinate the construction of six business application systems. Strengthen the construction of public health information system and realize hierarchical management, data synchronization and collaborative application. Improve the disease prevention and control, health education, maternal and child health care, food safety, blood management, comprehensive supervision, health emergency decision-making information systems, improve business capabilities, accelerate the construction of health and family planning portals and service hotlines, and promote the equalization of basic public health services.
Strengthen the construction of family planning application information system. Strengthen the construction of medical service application information system, promote the application of electronic medical records of Chinese and Western medicine and telemedicine, optimize medical service processes, standardize medical service behaviors, improve the quality and efficiency of medical services by means of informationization, ensure medical safety and facilitate people to seek medical treatment.
Improve the application of medical security information system in health and family planning industry, and promote the information sharing of medical and medical insurance systems. Accelerate the improvement of the information system of the new rural cooperative medical system, improve the supervision level and use efficiency of the new rural cooperative medical fund, facilitate the farmers to seek medical treatment in different places and report immediately, and strengthen the monitoring and information decision support of the new rural cooperative medical system nationwide.
Improve the application information system of drug supply guarantee in medical institutions and public health institutions, support the management and use of essential drugs, support the bidding, procurement, logistics and use management of drugs and medical devices, and strengthen timely supervision.
Improve the comprehensive management application information system, improve the timeliness and accuracy of population health information data collection, improve the statistical analysis and application ability of information data, realize the fine management of business work, financial management and internal operation of various health and family planning institutions at all levels, and effectively support the strategic decision-making and policy planning of health and family planning.
(4) Construct a four-level information platform reasonably. Build a four-level population health information platform with unified standards, integration and openness, organic docking, hierarchical management, safety and reliability.

The data of the national platform mainly comes from the provincial platform, which coordinates the management functions of traditional Chinese medicine management, disease prevention and control, maternal and child health care, comprehensive supervision, family planning, new rural cooperative medical system and emergency command. Relying on the information resource database and multi-theme database, we can realize the data mining and comprehensive analysis of national population health information, support the national population health management and decision-making, and support cross-provincial and cross-business information sharing and business collaboration. External authorization realizes the docking and information sharing with the information systems of relevant departments.
(5) Accelerate the construction of a unified, shared and interconnected population health information network. The focus of population health informatization construction lies in interconnection and information sharing, realizing the mutual cooperation of various health and family planning services, centralizing data information resources, giving full play to the advantages of big data application, and effectively improving the scientific decision-making and service management level of population health. With the national e-government extranet as the backbone, supplemented by various communication networks, we will build an efficient and stable population health information network that is safely isolated from the Internet, horizontally and vertically connected, steadily expand the network coverage, promote the interconnection of four-level information platforms and information systems of various health and family planning institutions at all levels, and accelerate the information exchange and business collaboration of the whole industry.
(six) to speed up the construction and application of residents' health cards. With the resident health card as the connecting medium and relying on the four-level population health information platform, all population information, electronic health records and electronic medical records can be effectively shared. Adhere to the exclusive, universal, interactive and open functions of residents' health cards, realize residents' identification, basic health information storage, cross-regional and inter-institutional medical treatment and expense settlement, promote the dynamic real-time update of residents' personal electronic health information, strengthen personal health and disease monitoring management, and build an optimized, standardized, * * sharing and mutual trust diagnosis and treatment process to facilitate residents to enjoy continuous, efficient and convenient health and family planning services.
(seven) to strengthen the construction of information security protection system. Implement the national information security level protection system, level protection system and information security review system, and plan, design and implement the security construction of population health information system (platform) simultaneously. Improve the safety management mechanism and system, strengthen the construction of information security protection system, strengthen disaster recovery and backup work, and ensure system operation safety and information safety. (a) comprehensively promote the "universal health insurance information project" and "golden man project". According to the "Twelfth Five-Year Plan" of the national government's informatization project, we will build a universal medical insurance informatization project, realize information sharing and business collaboration among health-related government departments, improve the ability to respond to public health emergencies, prevention and control of major diseases, food safety, comprehensive supervision and public health guarantee, and the ability of grassroots medical and health services, improve the level of administrative supervision and management of medical and health undertakings, improve the ability of telemedicine services, and promote basic public health. According to the Twelfth Five-Year Plan of National Emergency System Construction, relying on the existing foundation, strengthen the construction of health emergency command and decision information system and mobile emergency command platform, improve the ability of data collection, analysis and judgment of health emergency preparation, monitoring and emergency treatment, realize the effective management and dispatch of health emergency duty, early warning assessment, auxiliary decision-making, on-site command, remote consultation, teams and materials, and build a country, province, city and county.
