Photovoltaic power generation policy with complementary fishing and light

Legal analysis: "complementary fishing and light" refers to the combination of fishery culture and photovoltaic power generation. Photovoltaic panel arrays are erected above water surfaces such as fish ponds, inland rivers (dumb rivers), lakes and reservoirs, and fish and shrimp can be cultivated in the waters below photovoltaic panels. Photovoltaic array provides a good shielding effect for fish farming, forming a power generation mode of "power generation above and fish farming below". It has the characteristics of comprehensive utilization of land and increasing the added value of land, achieving mutual benefit and win-win, improving the economic value of land per unit area and promoting the development of environmental protection and ecological construction in China. According to data analysis, the profit per mu of fish ponds using photovoltaic power generation is more than three times higher than that of fish ponds without photovoltaic power generation components. It is in line with the requirements of "forming a spatial pattern, industrial structure, production mode and lifestyle of saving resources and protecting the environment" and "promoting green development" proposed in the report of the 19th National Congress of the Communist Party of China.

Legal basis: Article 3 of the State Council's Opinions on Promoting the Healthy Development of Photovoltaic Industry actively explores the photovoltaic application market.

(1) Vigorously explore the distributed photovoltaic power generation market. Encourage all kinds of power users to build distributed photovoltaic power generation systems by means of "spontaneous self-use, surplus internet access and power grid regulation". Give priority to supporting industrial and commercial enterprises and industrial parks with high electricity prices to build large-scale distributed photovoltaic power generation systems. Support the promotion of small distributed photovoltaic power generation systems in schools, hospitals, party and government organs, institutions, residential buildings and structures. Make full use of solar energy in the process of urbanization, strengthen the application of photovoltaic power generation in combination with building energy conservation, promote the integration of photovoltaic buildings, and support the application of photovoltaic power generation in the construction of new countryside. Relying on new energy demonstration cities, green energy demonstration counties and renewable energy building application demonstration cities (counties), expand the application of distributed photovoltaic power generation, and build 100 distributed photovoltaic power generation scale application demonstration zones and 1000 photovoltaic power generation application demonstration towns. Carry out new energy smart microgrid pilot and demonstration projects suitable for the operation characteristics and large-scale application of distributed photovoltaic power generation, explore the corresponding power management system and operation mechanism, and form a new system for the construction, operation and consumption of distributed photovoltaic power generation. Support remote areas and islands to use photovoltaic power generation to solve the problem of lack of electricity. Encourage the promotion of distributed photovoltaic power supply in urban street lamps, urban landscapes, communication base stations, traffic lights and other fields.

(2) Promoting the construction of photovoltaic power stations in an orderly manner. According to the general idea of "reasonable layout, close access, local consumption and orderly promotion", according to the needs of local power market development and energy structure adjustment, and on the premise of implementing market consumption conditions, the construction of various photovoltaic power stations will be promoted in an orderly manner. Encourage the use of existing power grid facilities to build photovoltaic power plants in a multi-energy complementary way. Coordinate the planning and construction of photovoltaic power plants and supporting power grids to ensure timely grid connection and efficient utilization of photovoltaic power plants.

(3) Consolidate and expand the international market. Actively and properly deal with international trade frictions and promote the establishment of a fair and reasonable international trade order. Strengthen dialogue and consultation, promote global industrial cooperation and standardize the import and export order of photovoltaic products. Encourage photovoltaic enterprises to innovate international trade methods, optimize the layout of manufacturing areas, and carry out overseas investment and production cooperation. Encourage enterprises to implement the strategy of "bringing in" and "going out", gather global innovation resources, and promote the international development of photovoltaic enterprises.
