Since the 18th National Congress of the Communist Party of China, the National Health and Wellness Committee has implemented the strategic policy of "focusing on the grassroots" in health operation, which has promoted the sinking of the focus of medical and health work and the downward movement of network resources, and achieved positive progress and results in rural health undertakings.
It is more convenient to improve Internet services and the convenience of people seeking medical treatment. Taking counties and districts as enterprises, according to the number of services and women, the medical and health institutions are rationally arranged to create a 15 minute medical and health service circle. By the end of 20021,there were 23,000 county-level medical and health institutions, 35,000 village clinics and 599,000 health clinics in China, covering all counties and villages. Many primary health care institutions have improved.
Strengthen capacity building and further improve the natural environment for people to see a doctor. Then carry out theme activities such as "the basic construction of village clinics satisfied by the masses" and "quality service at the grassroots level" to guide rural medical institutions to improve their service capabilities. At present, the rate of family medical treatment in counties and districts is higher than 90%, and the share of secondary medical treatment in rural areas in counties and districts has always remained above 2/3.
The independent innovation of service mode expands the connotation of service and effectively guarantees people's health. According to the positive services provided by family doctors, the basic public health services in the country are developing continuously. By 2022, the average subsidy standard of public health service budget will be raised to 84 yuan, and rural people can get 12 kinds of public health services such as vaccination, hypertension and diabetes health services in primary medical institutions where they live. The specific content of the service is more colorful and the coverage is wider and wider.
The fourth is to promote the basic construction of medical institutions in nearby counties and districts and promote the simplification of service quality. Carry out demonstration sites in 800 counties and cities across the country, correctly guide medical workers to improve their diagnosis and treatment capabilities, and at the same time turn more work into health services. More than 90% of the demonstration sites have completed the bilateral agreement on the examination conclusions of medical personnel. The telemedicine system has been gradually completed at the grass-roots level under the leadership of the superior, and the rural people have been able to get high-quality services from authoritative experts at the county level or even at the provincial and municipal levels. In addition, we will actively promote the basic construction of the village committee's public health service federation, and strengthen the ability of grassroots environmental sanitation and institutional mobilization.
Zhu Hongming said that the next step will be to continue to do a good job in rural health work and consolidate and expand the existing achievements in accordance with the decision-making arrangements of the CPC Central Committee and the State Council.
