Chapter I General Provisions Article 1 These Detailed Rules are formulated in accordance with Article 21 of the Regulations on School Health Work. Article 2 Regional primary and secondary school health care institutions are institutions that directly serve primary and secondary schools under the leadership of local education administrative departments, as well as business guidance departments and social service organizations that study the physical health of teenagers, provide health education to students, and prevent and treat common and frequently-occurring diseases. Article 3 Health care institutions in primary and secondary schools mainly serve primary and secondary school students in their own areas. Chapter II Tasks Article 4 Assist the administrative department of education in planning and deploying school health work. Assist the school to fully implement the education policy and implement the school health work. Article 5 Investigate and study the physical health status of primary and secondary school students in this area.

Eighth to assist the local education administrative departments to formulate the training plan for health technicians in primary and secondary schools within their jurisdiction, and to be responsible for the training and professional guidance for health technicians and health education teachers in primary and secondary schools within their jurisdiction. Ninth to guide schools to carry out various health work, to assist the health administrative departments to carry out health supervision on school teaching health, sports health, environmental health, labor health, food hygiene and so on. Tenth to carry out health care services for students within the jurisdiction. Chapter III Management Article 11 Health care institutions in primary and secondary schools shall accept the professional guidance of the leaders of the education administrative departments in their respective areas and the health administrative departments at the same level, and carry out school health care work in accordance with relevant laws and regulations. Twelfth primary and secondary medical and health institutions to implement the chief executive responsibility system. Article 13 The staffing of health care institutions in primary and secondary schools shall be determined by the competent education administrative department according to its tasks and actual service scope. The total staffing of health care institutions in primary and secondary schools shall not be less than three ten thousandths of the total number of students in school, among which professional health technicians shall not be less than 80% of the total staffing, and professional health technicians with intermediate titles or above shall not be less than 40% of the total staffing. Fourteenth education administrative departments should incorporate the capital construction of primary and secondary health care institutions into the overall planning of education capital construction, and ensure the necessary office conditions for primary and secondary health care institutions to carry out their work. The area of office space should be determined according to the actual needs of the service object, work scope and group prevention and control work, and should generally not be less than 15 square meters per specialty. The allocation of medical and health equipment should be based on the principle of universality, practicality, matching and high efficiency, so as to ensure the normal development of the work, and some advanced equipment can be equipped in areas where conditions permit. Fifteenth primary and secondary school medical and health institutions staff salaries, office expenses by the competent administrative department of education from the education funds. The purchase, maintenance and house maintenance of equipment and instruments of primary and secondary medical and health institutions shall be paid by the competent education administrative department and primary and secondary medical and health institutions from the education funds and the extra-budgetary income of primary and secondary medical and health institutions.

The income of medical and health institutions in primary and secondary schools to carry out paid medical and health services in accordance with the relevant provisions of the state shall be mainly used to improve school conditions, scientific research, training and recognition of schools. Article 16 Medical and health institutions in primary and secondary schools shall establish a system of professional training and continuing education for health technicians, strengthen regular business study and scientific research practice in medical and health institutions, and constantly improve the ideological and professional quality of medical and health institutions' personnel. Nineteenth personnel who have made outstanding contributions to school health work and those who have made remarkable achievements in health care work for a long time shall be commended and rewarded. Twentieth dereliction of duty in school health work, resulting in medical accidents or adverse consequences, should be dealt with in accordance with the relevant provisions. Chapter IV Supplementary Provisions Article 21 Primary and secondary health care institutions refer to primary and secondary health care centers, school sports health care centers, student health care stations and other health care institutions that directly serve primary and secondary school students.
