Independent rehabilitation medical centers and nursing centers are beneficial supplements to hospital rehabilitation departments and nursing units, and are important links in the whole life cycle health service chain. Promoting them to be close to the community and serve families plays an important role in promoting graded diagnosis and treatment and promoting the combination of medical care and nursing.
The Notice of the National Health and Family Planning Commission on Printing and Distributing the Basic Standards and Management Norms of Rehabilitation Medical Centers and Nursing Centers (for Trial Implementation) requires that rehabilitation medical centers and nursing centers should establish cooperative relations with secondary and above general hospitals in the region, continuously improve medical service capabilities, and ensure medical quality and safety. Conditional rehabilitation medical centers and nursing centers can provide on-site services by means of family beds and rounds.
The circular also encourages rehabilitation medical centers and nursing centers to operate in groups and chains, and establish standardized management and service models. Those who apply to form a group, chain rehabilitation medical center or nursing center are preferred.
The "Basic Standards for Rehabilitation Medical Centers and Nursing Centers" issued this time also made detailed provisions on bed setting, specialty setting, staffing, basic facilities, basic equipment and management. For example, rehabilitation medical centers that provide inpatient rehabilitation services should have more than 20 inpatient rehabilitation beds, each bed should be equipped with at least 0.5 health professionals, and the ratio of doctors, rehabilitation therapists and nurses should not be less than 1:2:3. Each bed of the nursing center is equipped with at least 0.6 full-time nursing staff, of which the ratio of nurses to nurses is 1: 3-4.
