Accelerate the pace of county industrialization, urbanization and agricultural modernization, and the agriculture and rural economy will develop steadily. The added value of agriculture reached11500 million yuan, an increase of 5%.
Grain production overcame the influence of severe drought to achieve stable production in disaster years, with a total output of 6543.8+0.34 billion Jin; The average yield per mu and the highest yield per unit area of rice ranked first in the province for six consecutive years. Full implementation of the "four-year action plan" to accelerate the development of service industry has improved the contribution rate of service industry to economic development. The construction of urban central business district and service industry cluster has achieved remarkable results. The development potential of characteristic tourism such as seashore, hot springs and gullies has been continuously enhanced. Beihai National Ocean Park is open to tourists, and a number of projects such as Hehai Longwan Hot Spring Resort Hotel and Qinheyuan Hot Spring Rehabilitation Hospital have been put into operation. The total tourism revenue for the whole year was 26 billion yuan, an increase of 20%. Our city was rated as "Top Ten Characteristic Leisure Cities in China".
In the whole year, new loans totaled 654.38+09.24 billion yuan, and multi-channel financing reached 33 billion yuan. Liaoning Dazu Huaguan and Zhongmei Holdings were listed on the "New Third Board", and Fushun Bank Yingkou Branch and Yingkou Rural Commercial Bank were listed for business. The upgrading of the logistics industry has achieved remarkable results, with the added value reaching 20 billion yuan, an increase of 7.5%. Yingkou Port modern logistics and other service platforms have been put into use. There are 46 national A-level logistics enterprises and 5 provincial modern logistics demonstration enterprises/KLOC-0.
Yingkou auto insurance products, bulk commodities and other electronic trading platforms run smoothly, Alibaba (Yingkou) industrial belt runs online, and online shopping malls of commercial enterprises such as Yingkou Xinglong are accelerated. E-commerce has become a new bright spot in the development of modern service industry.

New progress has been made in the reform of key areas. Port-city linkage to achieve new breakthroughs. Actively integrated into the national "One Belt, One Road" strategy, the Liaoning-Shandong land and sea freight corridor was launched, and international freight trains directly to Europe were opened. Yingkou has a prominent position as the "bridgehead" of the East Line of the Eurasian Continental Bridge. The feasibility study report of the comprehensive bonded zone was proved by experts, the bid for the China-South Korea Pilot Free Trade Zone was officially launched, and the Bayuquan Port Logistics Trade Park was awarded the "National Excellent Logistics Trade Park". The annual port cargo throughput was 330 million tons, an increase of 3%; The container throughput was 5.6 million TEUs, up by 5.6%. Urban management has been continuously strengthened. Intensify the special rectification of illegal buildings, traffic order and billboards. , greatly improved the face of the city. Solidly carry out land audit, and land management is more standardized. The construction of smart cities has been accelerated, the special design of urban basic data and public information platform has been completed, and urban management has entered a refined and scientific track.
Urban functions are constantly improving. Lan Qi airport facilities have been fully built and navigation is just around the corner; Huaneng Yingkou Ren Xian Island Thermal Power Project started construction; The main project of the municipal waste treatment plant has been completed; Xinhua Road, Jianshe Street and other 12 street reconstruction projects have all been completed; Completed the dredging and flood control projects of Dahan River and Daqing River; The main flood control project in the main city section of Daliao River was completed, and the flood control capacity reached the once-in-a-century standard. The continuous strengthening of infrastructure construction has laid a solid foundation for the city's economic and social development and the continuous improvement of people's quality of life.
The three major projects of "Castle Peak, Clear Water and Blue Sky" were implemented in depth. Volunteer to plant 6.5 million trees and build 29,000 mu of economic forest. In the past year, the city's key livelihood projects invested 3.72 billion yuan, the largest investment in history. Strengthen the construction of safe Yingkou, strengthen the ability of prevention and control, and the people's sense of security has been continuously improved. Improve the long-term mechanism of letters and visits and maintain social harmony and stability. We will continue to intensify the special rectification of production safety, and the situation of production safety in the city will continue to be stable. Deepen the reform of food and drug supervision system, strengthen the implementation of supervision measures, and effectively protect the safety of people's diet and medication.

Work style has been further strengthened. The main reasons are as follows: First, the economic development of our city is in the shift period of growth rate, the painful period of structural adjustment and the digestive period of previous stimulus policies. In the national environment and background, a city with a high proportion of heavy chemical industry and a large proportion of traditional industries, the decline in economic growth rate is the inevitable result of structural adjustment and the result of economic laws. Second, affected by the macroeconomic situation, some enterprises have difficulties in operating and their benefits have declined, resulting in a decrease in fiscal and tax revenues; The implementation of national and provincial policy factors, such as the expansion of the camp, the tax reduction and profit reduction of small and micro enterprises, affected the city's public budget revenue by 2.8 percentage points; We adhere to the principle of seeking truth from facts to organize fiscal revenue and ensure the authenticity of fiscal revenue data. These factors lead to a decrease in fiscal revenue. Third, the external macro-environment is complex and severe, the market expectation is insufficient, the willingness to invest declines, and the pulling effect of investment on economic development weakens. Fourth, actively change the development concept, grasp the present and benefit the long term, improve the quality of economic development, create conditions for the sustained and healthy economic development of our city, and lay a solid foundation.
Although the growth rate of major economic indicators has slowed down, there have been positive changes in industrial structure, demand structure, distribution structure and investment structure; The quality and structure of fiscal revenue have improved significantly, the tax revenue of the real economy has increased by 4%, and the available financial resources have not decreased; The growth rate of residents' income continues to be higher than that of regional GDP; People's livelihood continued to improve, labor demand was strong, employment pressure weakened, and consumer prices remained stable.
The fundamentals of Yingkou's economic development have not changed, the ranking of economic aggregate in the province has not changed, the healthy and upward development momentum has not changed, and the situation of people's living standards has not changed.
