The management of rural human settlements in this Ordinance refers to the standardization, management and supervision of rural human settlements with rural planning and construction management, village appearance management, domestic garbage treatment, toilet renovation and excrement treatment, domestic sewage treatment, agricultural waste treatment and civilized rural wind construction as the main contents. Article 3 The governance of rural human settlements should adhere to the principles of government guidance, village (neighborhood) democracy, diversified investment, adapting measures to local conditions, and paying equal attention to construction and management. The fourth is to establish a responsible working mechanism at the street level of cities, districts, counties and towns.
The municipal, district and county people's governments shall organize and lead the rural human settlements governance within their respective administrative areas. The Municipal People's Government shall establish an overall coordination mechanism to guide and solve major problems in the governance of rural human settlements.
Township people's governments and sub-district offices are responsible for the specific work of rural human settlements governance within their respective jurisdictions.
The new districts and parks established according to law shall be responsible for the work related to the governance of rural human settlements in their respective jurisdictions within the scope of their duties. Article 5 The competent agricultural and rural departments of the municipal, district and county people's governments shall be responsible for the comprehensive coordination, organization, promotion, supervision and management of rural human settlements governance within their respective administrative areas.
The relevant departments of the municipal, district and county people's governments, such as development and reform, finance, civil affairs, natural resources, ecological environment, housing and urban and rural construction, commerce, sanitation, transportation, health, culture, tourism, etc., are responsible for the related work of rural human settlements governance according to their respective responsibilities. Article 6 A village (neighborhood) committee may convene a village (neighborhood) people's meeting according to law, formulate and improve village regulations and residents' conventions on the governance of rural human settlements, supervise the maintenance of environmental sanitation by village (neighborhood) people, and carry out the governance of human settlements. Article 7 The municipal, district and county people's governments shall incorporate the funds needed for the management of rural human settlements into the fiscal budget at the same level.
Encourage innovative ways of investment and financing, and establish a diversified funding guarantee mechanism with government investment as the mainstay and social capital participation. Eighth to encourage the development of rural human settlements governance scientific and applicable technology research, popularization and application of advanced technology, improve the level of governance. Ninth local people's governments at all levels and organs, organizations, enterprises and institutions should strengthen the publicity and education of rural human settlements governance, improve the public's awareness of participating in governance activities, and establish a good social atmosphere.
Radio, television, newspapers, internet and other media should strengthen public welfare propaganda and public opinion supervision on rural human settlements.
The competent education department shall incorporate the laws, regulations and knowledge related to the management of rural human settlements such as source reduction, classified recovery and harmless treatment of domestic garbage into the education and social practice of schools and kindergartens. Tenth local people's governments at all levels shall, in accordance with the relevant provisions of the state, commend and reward units and individuals that have made remarkable achievements in the management of rural human settlements. Eleventh all units and individuals have the obligation to safeguard the achievements of rural human settlements management, and have the right to persuade, stop, complain and report acts that damage rural human settlements.
The relevant departments shall promptly investigate and deal with complaints and reports according to law. Chapter II Planning, Construction and Management Article 12 The competent agricultural and rural departments of the municipal, district and county people's governments shall, jointly with relevant departments, formulate plans for the management of rural human settlements, incorporate them into the national economic and social development plans according to law, and organize their implementation after approval.
Rural human settlements governance planning should be compatible with rural economic and social development, in line with national spatial planning, and linked with special planning such as ecological environment functional area planning. Thirteenth Township People's governments shall organize the preparation of township planning and village planning.
Rural planning should coordinate the needs of agricultural production and life with the protection of traditional culture, make use of natural terrain and historical and cultural resources, create a landscape environment with local characteristics, and reflect the multi-level nature of spatial elements. Encourage qualified villages to carry out planning and design. Article 14 The competent agricultural and rural departments of the municipal, district and county people's governments shall promote the informatization and digitalization of rural human settlements, and jointly with relevant departments, carry out intelligent management of environmental indicators, facilities and equipment, production and operation, sanitation and cleaning, convenient service, social security, personnel flow and other elements. Fifteenth district and county people's governments should strengthen the overall planning of government input resources to avoid duplication and unrealistic infrastructure construction.
Advocate multi-village * * * to build * * * public * * service facilities, and economize and intensively use investment and land resources. Article 16 The municipal, district and county people's governments shall strengthen the following infrastructure construction:
(a) drinking water, electricity, gas, communication and drainage facilities;
(2) Public toilets, domestic garbage, construction garbage, bulky garbage and sewage treatment facilities;
(three) roads, bridges, water conservancy, green space, garden facilities;
(four) markets, cultural squares, public parking facilities (spaces);
(five) straw, plastic film, feces, agricultural packaging, livestock and poultry recycling facilities;
(six) other infrastructure related to the management of rural human settlements.
Township people's governments and sub-district offices shall, in light of the actual needs of infrastructure construction, complete relevant project construction. Encourage village (neighborhood) people to build infrastructure projects by themselves.
Infrastructure construction projects shall conform to the relevant national and provincial standards and technical specifications. The relevant departments of the municipal, district and county people's governments shall perform their duties of examination, approval, management and supervision according to law.
