At the end of 2005, in order to implement the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the Regulations on Emergency of Public Health Emergencies and other laws and regulations, timely and effectively respond to public health emergencies and major public health problems, meet the growing health needs of the public, and provide the public with a unified hotline number that is easy to remember and use, and convenient for the public to communicate with the health administrative department. The National Health and Family Planning Commission (formerly the Ministry of Health) issued the Notice of the Ministry of Health on Launching the "12320" National Public Health Service Telephone (No.486 [2005] of Wei Ban Fa), officially launched the construction of the 12320 National Public Health Service Telephone Network, and positioned its function as a public health service telephone.
In September 2006, in order to promote the construction of 12320 in all parts of the country, the National Health and Family Planning Commission issued the Notice of the Ministry of Health on Doing a Good Job in the Construction of "12320" National Public Health Public Service Telephone (No.376 [2006] of Wei Ban Fa), and at the same time established 65433, headed by the former Deputy Minister in charge, with relevant business departments. Co-located with the National 12320 Management Center in China Center for Disease Control and Prevention, and put forward the construction principle of "pilot first, steady progress". After eight years of development, 12320 has gone through the development process from scratch, from pilot to comprehensive promotion.

12320 call center is built in cities above prefecture level according to national administrative divisions. Local citizens can call local 12320 and only pay local telephone charges. In 2006, the Ministry of Health selected Beijing, Hebei, Shanghai, Jiangsu and Qinghai as national pilot cities, and opened the "12320" public welfare hotline in advance, and plans to gradually open the "12320" hotline throughout the country during the Eleventh Five-Year Plan period.
By the end of 2007, the hotline 12320 had been opened in 30 cities above the prefecture level in 9 provinces, including Beijing, Shanghai, Henan (Zhengzhou), Shijiazhuang, Qinghai, Xining and Jiangsu (Nanjing, Xuzhou, Wuxi, Zhenjiang, Taizhou, Suqian, Changzhou, Lianyungang, Yangzhou, Nantong, Yancheng, Suzhou and Huai 'an).
