Chapter I General Provisions Article 1 In order to meet the development needs of the new agricultural situation, improve the quality and safety level of agricultural products, safeguard the health of urban and rural residents, enhance the market competitiveness of agricultural products in our province, promote the adjustment of agricultural structure, increase farmers' income and maintain the sustainable development of agriculture, these measures are formulated in accordance with the Opinions on Strengthening the Quality and Safety Management of Agricultural Products issued by the Ministry of Agriculture and the Measures for the Administration of Pollution-free Agricultural Products issued by the Ministry of Agriculture and the State General Administration of Quality Supervision, Inspection and Quarantine. Article 2 These Measures shall apply to the identification, supervision and management of provincial pollution-free agricultural product bases within the administrative region of this province. Article 3 The term pollution-free agricultural products as mentioned in these Measures refers to agricultural products that are originated in a good ecological environment and produced in accordance with the technical operation rules of pollution-free agricultural products, and the residues of toxic and harmful substances are controlled within the allowable range of quality and safety, mainly including fresh agricultural products such as vegetables, fruits (including melons), tea, edible fungi, rice, miscellaneous grains, edible vegetable oil, aquatic products, livestock and poultry, fresh eggs, fresh milk and honey. Article 4 The pollution-free agricultural product bases mentioned in these Measures (hereinafter referred to as bases) refer to agricultural product bases whose production environment meets the national, industrial or provincial standards, which are operated in accordance with relevant pollution-free technical specifications and whose product quality meets the national, industrial or provincial standards. Fifth agricultural administrative departments at all levels shall, according to local natural conditions, agricultural products resources, agricultural products production and sales characteristics, formulate local base construction and development plans. Eighth bases that apply for certification certificates and signs of pollution-free agricultural products bases shall be identified in accordance with the provisions of these measures. Chapter II Conditions for Determining Bases Article 9 The base construction plan is scientific and the layout is reasonable. Livestock and poultry: scale farming, in which: the annual slaughter of pigs is not less than 50,000, the annual slaughter of beef cattle is not less than 50,000, the annual slaughter of mutton sheep is not less than 6,543,800+0,000, the annual slaughter of meat birds is not less than 200,000, the annual slaughter of egg birds is not less than 50,000, the annual slaughter of cows is not less than 0. 1 10,000, and the annual slaughter of honey is not less than 0.

Other bases refer to the above principles. Eleventh agricultural products produced in the base meet the national, industrial or provincial standards for pollution-free agricultural products. Chapter III Construction and Management of Bases Article 12 The environmental quality and water quality of bases shall conform to the national, industrial or provincial standards for producing pollution-free agricultural products. Thirteenth base construction must be organized and implemented in accordance with the national, industrial or provincial technical standards for pollution-free agricultural products, and establish corresponding management institutions and management systems. Fourteenth base should be equipped with corresponding professional and technical personnel for plant disease prevention or animal epidemic prevention, in principle, not less than 2 people. Fifteenth base should establish agricultural products quality and safety inspection and supervision system, equipped with necessary testing instruments and equipment. Sixteenth base seedlings must meet the national, industrial or provincial local seedling quality standards. Seedlings of fruits, tea, livestock and poultry, special aquatic products and other agricultural products must be tested by seedling testing institutions at or above the county level, and the quality certificate and quarantine certificate are complete. Seventeenth prohibit the use of unsafe, moldy or may cause pollution. Eighteenth organic fertilizers put into the base must be fermented, and inorganic fertilizers should not be used or used as little as possible. Nineteenth livestock and poultry, aquatic pest control and epidemic prevention drugs must meet the national, industrial or provincial and local standards. Chapter IV Application and Identification Article 21 The applicant for the base must be a unit or individual engaged in the production of pollution-free agricultural products. (a) the application unit or individual for the base shall go to the administrative department of agriculture of the county where the base is located to receive and truthfully fill out the "Application Form for the Identification of Pollution-free Agricultural Products Base in Jiangxi Province".

(two) the administrative department of agriculture at the county level shall be responsible for reporting the base materials that need to be identified in the local area to the administrative department of agriculture of the district and city where it is located.

(III) The administrative department of agriculture of the city divided into districts shall, in accordance with the relevant provisions of these Measures, conduct a preliminary examination of the materials declared for the base, and report them to the Office of the Identification Committee of Pollution-free Agricultural Products of the Provincial Department of Agriculture (located in the International and Domestic Markets and Cooperation Department of the Provincial Department of Agriculture) after passing the examination.

(IV) The Office of the Identification Committee of Pollution-free Agricultural Products of the Provincial Department of Agriculture entrusts the relevant business departments (bureaus) of this department to organize experts to conduct on-site evaluation on the application materials, production environment, production scale, production plan and quality control measures of the application base according to these Measures, and write the evaluation report.

(five) in line with the requirements of the review, the office of the pollution-free agricultural products identification committee of the Provincial Department of Agriculture entrusts a qualified agricultural product quality testing institution to test the product quality of the application base and write a test report.

(VI) The Office of the Identification Committee of Pollution-free Agricultural Products of the Provincial Department of Agriculture shall organize an expert group for the identification of pollution-free agricultural products to evaluate the application base according to the Application for Pollution-free Agricultural Products Base in Jiangxi Province, the Base Evaluation Report and the product quality inspection report of the base. If the assessment is qualified, the identification committee of pollution-free agricultural products of the Provincial Department of Agriculture will issue a certificate of identification of the base and sign it.
