Overseas individuals holding foreigners' permanent residence identity cards

In order to further deepen the reform of foreigners' permanent residence system, strengthen the functions of foreigners' permanent residence documents and facilitate the use of foreigners' permanent residence documents, the Ministry of Public Security plans to issue a new version of foreigners' permanent residence documents from June 201July, and adjust its name to "foreigners' permanent residence documents". In order to do a good job in supporting the use of certificates and regulate banks to handle foreign exchange settlement and sale business for such units, the relevant matters are hereby notified as follows:

(1) Foreigners' permanent resident identity cards can be used as valid identity documents for individuals to handle foreign exchange settlement and sale business, and foreigners holding permanent resident identity cards can enjoy the facilitation quota of foreign exchange settlement and purchase equivalent to US$ 50,000 per year.

(2) When a bank handles the foreign exchange settlement and sale business for foreigners holding permanent resident ID cards through the personal foreign exchange business monitoring system, the certificate type should be "foreigner permanent resident ID card", the nationality codes of the first three digits of the foreigner permanent resident ID card number should be entered into the country/region code, and all digits of the foreigner permanent resident ID card number 15 should be entered into the ID card number, and the business type should be selected according to whether relevant certification materials are provided.

(3) Individual local and foreign currency exchange franchise business institutions shall be implemented with reference to this Circular.

Foreigner's permanent residence permit refers to the certificate that foreigners can stay in China indefinitely, or the legal identity certificate that foreigners who have obtained permanent residence in China stay in China.

3. Steps to apply for a permanent residence permit.

Applicants who have reached the age of 18 need to apply in person. /kloc-children under the age of 0/8 need to be handled by both parents (if the parents are divorced, they can be handled by the party who has the sole guardianship responsibility for the applicant).

After the application materials are complete, the audit shall be completed within 90 working days and reported to the Ministry of Public Security (if the relevant matters need to be investigated and verified by the public security organs, the investigation time shall not be included in the working days).

3. Basic materials for applying for permanent residence certificate.

Fill in the complete Application Form for Permanent Residence of Foreigners in China and take 2 recent 2-inch ID photos.

Original and 2 copies of valid passport and visa (or residence certificate).

Original health certificate issued by domestic entry-exit inspection and quarantine department (or health certificate issued by foreign medical institutions certified by China embassies and consulates abroad) and 1 copy. The health certificate is valid for 6 months from the date of issuance.

Original and 1 copy of the certificate of no criminal record abroad certified by Chinese embassies (consulates) abroad.

Four. What is the convenient foreign exchange purchase quota?

Individual foreign exchange settlement and domestic individual foreign exchange purchase shall be subject to annual convenience quota management.

First of all, personal current account foreign exchange business should have a real and legal trading background. Domestic individuals enjoy the annual convenient quota for purchasing and settling foreign exchange. At present, the annual facilitation quota for foreign exchange purchase and settlement is equivalent to $50,000 per person per year, and the settlement and sale of foreign exchange within the total amount can be handled only by my valid identity document. Domestic individuals may also entrust their close relatives to handle the settlement and purchase of foreign exchange within the annual facilitation quota. At the time of handling, the valid identity documents, power of attorney and close relatives' relationship explanation materials of the trustor and the trustee shall be provided. Close relatives include spouses, parents, children, brothers and sisters, grandparents, grandchildren and grandchildren. Explanatory materials for close relatives include household registration book, marriage certificate and birth certificate. If it is really impossible to provide explanatory materials for close relatives, a letter of commitment for close relatives can be used instead. The Cross-border Business Promotion Group of Personal Finance Department of Hangzhou Branch of Industrial and Commercial Bank of China suggested that the settlement and sale of foreign exchange not included in the facilitation quota can be entrusted to others (including close relatives), and valid identity documents, power of attorney and relevant materials with transaction amount should be provided.

So, do overseas individuals have an annual convenience quota? The foreign exchange settlement of individuals is managed by an annual convenient quota, which is equivalent to 50,000 US dollars per person per year. Overseas individuals are required to purchase foreign exchange at the bank with their current account legitimate RMB income obtained in China, as well as their valid identity documents and sources of foreign exchange purchase funds (including tax vouchers). However, there is one exception. Overseas individuals holding foreigners' permanent residence identity cards are subject to the annual foreign exchange purchase facilitation quota, and enjoy the foreign exchange settlement and foreign exchange purchase facilitation quota equivalent to $50,000 per person per year respectively.

5. The difference between China green card and ID card:

1. They have different definitions. China green card refers to the permanent residence identity cards of China people and foreigners, while the identity cards are the identity documents issued by China people and People's Republic of China (PRC).

Article 30 If the visa held by foreigners indicates that residence certificates are required after entry, they shall, within 30 days from the date of entry, apply to the exit-entry administration department of the public security organ of the local people's government at or above the county level for a residence certificate for foreigners.

To apply for a foreigner's residence certificate, you should submit your passport or other international travel documents, as well as relevant materials about the reasons for applying, and keep biometric information such as fingerprints. The exit-entry administration department of the public security organ shall examine and make a decision within 15 days from the date of receiving the application materials, and issue residence certificates of corresponding categories and duration for foreigners according to the reasons for residence. Foreigners' work and residence certificates are valid for at least 90 days and at most 5 years; The validity period of the non-work residence permit is at least 180 days and at most 5 years.

Article 33 The registered items of a foreigner's residence certificate include: the holder's name, gender, date of birth, reasons for residence, duration of residence, date and place of issuance, number of passport or other international travel documents, etc.

In case of any change in the registered items of a foreigner's residence certificate, the holder of the certificate shall, within 10 days from the date of the change in the registered items, apply to the exit-entry administration of the public security organ of the local people's government at or above the county level for change.
