At the beginning of 2022, Shen published "Several Issues to be Considered in the Reform and Development of China's Disease Control Institutions after the novel coronavirus Epidemic" in the China Journal of Epidemiology, which clearly pointed out that the prevention and control of infectious diseases and emergency response will become the core functions of the National Disease Control Bureau and disease control institutions at all levels.
