Measures for the implementation of the "Regulations on the Management of Iodized Salt Prevention and Treatment of Iodine Deficiency Disorders" in Hunan Province

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Regulations of the State Council on the Administration of Iodized Salt to Eliminate the Harm of Iodine Deficiency (hereinafter referred to as the Regulations) and combined with the actual situation in our province. Article 2 All units and individuals engaged in the production, processing, transportation, storage and market supply of iodized salt (hereinafter referred to as iodized salt) in our province shall abide by the Regulations and these Measures. Article 3 To eliminate the harm of iodine deficiency, comprehensive prevention and control measures should be taken, mainly based on the long-term consumption of iodized salt by the whole people. Fourth health administrative departments at or above the county level shall be responsible for the prevention and control of iodine deficiency hazards and the supervision and management of iodized salt hygiene within their respective administrative areas; Salt authorities at or above the county level shall be responsible for the supervision and management of the production, processing, storage and market supply of iodized salt within their respective administrative areas.

Technical supervision, industrial and commercial administration, public security, transportation and other relevant departments at or above the county level shall, according to their respective functions and duties, cooperate closely to do a good job in the management of eliminating iodine deficiency hazards by iodized salt. Article 5 People's governments at all levels shall incorporate the work of eliminating iodine deficiency disorders with salt into the national economic and social development plan of the region, and organize relevant departments to implement the Regulations and these Measures. Article 6 The people's government or relevant departments shall commend and reward the units and individuals that have made remarkable achievements in the work of eliminating iodine deficiency disorders by iodizing salt. Chapter II Production, Processing, Transportation and Storage of Iodized Salt Article 7 The system of hygiene license and production license shall be implemented in the production of iodized salt. Iodized salt production and processing enterprises shall, in accordance with the provisions of the Regulations and the Measures for the Implementation of Salt Industry Management in Hunan Province, obtain hygiene licenses, production licenses and business licenses. It is forbidden for any unit or individual to start iodized salt production and processing enterprises without authorization. Eighth iodized salt production, processing and management personnel must meet the requirements of the "People's Republic of China (PRC) Food Sanitation Law" on physical health conditions. Ninth iodized salt production and processing enterprises must be in accordance with the national and provincial production plan.

Iodized salt produced and processed by iodized salt production and processing enterprises must be sold to salt companies in accordance with the distribution plan issued by the provincial salt authorities, and unauthorized sales are prohibited. Article 10 The salt and potassium iodate used for processing iodized salt must meet the national hygiene standards.

The addition amount of potassium iodate in iodized salt shall be implemented according to the standards determined by the health administrative department of the State Council. Article 11 The iodized salt produced and processed by iodized salt production and processing enterprises must conform to the quality standards and hygiene standards stipulated by the state, with a certificate of conformity attached.

Prohibit unqualified iodized salt from leaving the factory (mine). Twelfth iodized salt must be packaged before leaving the factory (mine). The packaging of iodized salt shall be clearly marked, with the name, address, iodized amount, batch number and storage method of the processing enterprise attached.

The packaging of iodized salt shall be harmless and non-toxic, conform to the national hygiene standards and quality standards, and shall be manufactured by the manufacturers designated by the provincial salt authorities. The use of new raw materials to make iodized salt packaging shall be submitted for approval in accordance with the provisions of the Food Sanitation Law of People's Republic of China (PRC).

It is forbidden to use fake or forged packages to fill small packages of salt. Thirteenth railway, highway and waterway departments should strengthen the management of iodized salt transportation, and put it in time according to the annual and monthly transportation plans submitted by the provincial salt authorities.

The transportation and loading and unloading tools of iodized salt must meet the hygiene requirements, and toxic, harmful or polluting substances shall not be loaded or mixed. Bulk and bulk transportation are prohibited. Fourteenth iodized salt wholesale units should maintain the normal sales of iodized salt inventory for 2 months; Iodized salt retail units should maintain 1 month normal sales of iodized salt inventory. Iodized salt wholesale and retail units shall ensure the supply and shall not be out of stock.

Iodized salt and other salts should be stored separately, with obvious signs, so as to be sun-proof, dry, safe and hygienic. Chapter III Supply of Iodized Salt Article 15 The wholesale business of iodized salt is exclusively operated by salt companies.

Counties (cities, districts) without salt companies shall, in accordance with the principle of reasonable flow and nearby supply, be designated by the provincial salt authorities to organize the supply of surrounding salt companies.

For areas with inconsistent economic and administrative regions, the supply of iodized salt shall be organized according to the channels designated by the provincial salt authorities.

Where it is necessary to entrust other units below the county level to act as agents for iodized salt wholesale business, it must be approved by the provincial salt authorities. Article 16 Units and individuals engaged in the retail business of iodized salt must obtain the hygiene license issued by the local health administrative department and the salt retail license issued by the local salt industry authorities, and handle the industrial and commercial and tax registration before they can operate.

Units and individuals engaged in iodized salt retail business should be bit by bit, bright card, bright business. Seventeenth salt companies shall not sell non-iodized salt as iodized salt or mixed iodized salt; Units and individuals without a "salt retail license" shall not wholesale iodized salt. Article 18 Units and individuals engaged in the retail business of iodized salt must purchase iodized salt from the salt companies in their supply areas and sell it in the approved areas at the prices stipulated by the state. Nineteenth industrial salt, non iodized salt and unqualified iodized salt are prohibited from entering the salt market. Non-iodized salt required by seasonal household industry, agriculture, sideline and construction industry shall be supplied by the salt authorities at or above the county level. Article 20 The iodized salt sold by units and individuals engaged in the retail business of iodized salt shall be sealed small package salt with anti-counterfeiting trademark.

It is forbidden to sell fake and shoddy iodized salt. No unit or individual may provide conditions for the illegal operation of iodized salt and seek illegal interests.
