Traditional Chinese Medicine (ethnic medicine) is a medical science gradually formed and continuously enriched by people of all ethnic groups in China during thousands of years of production and life practice and the struggle against diseases. It has made important contributions to the prosperity of the Chinese nation and has had a positive impact on the progress of world civilization. Since the founding of New China, especially since the reform and opening up, the CPC Central Committee and the State Council have attached great importance to the work of Chinese medicine, and the cause of Chinese medicine has made remarkable achievements. However, we should also be soberly aware that there are still many problems in the development of traditional Chinese medicine, which cannot meet the growing health needs of the people. The Opinions of the Central Committee of the State Council on Deepening the Reform of the Medical and Health System (No.6 [2009] of the State Council) puts forward that both Chinese and Western medicine should be paid equal attention to and the role of Chinese medicine should be given full play.
Legal basis: Chinese Medicine Law of People's Republic of China (PRC).
Article 1 This Law is formulated for the purpose of inheriting and developing Chinese medicine, ensuring and promoting the development of Chinese medicine and protecting people's health.
Article 2 The term "traditional Chinese medicine" as mentioned in this Law refers to the medicine of various nationalities in China, including the medicine of Han nationality and the medicine of minority nationalities. It is a medical system that reflects the people's understanding of life, health and diseases in China and has a long history and unique theory and technical methods.
Article 3 Chinese medicine is an important part of medical and health undertakings in China. The state vigorously develops the cause of traditional Chinese medicine, implements the policy of paying equal attention to both Chinese and western medicine, establishes a management system that conforms to the characteristics of traditional Chinese medicine, and gives full play to the role of traditional Chinese medicine in China's medical and health undertakings.
The development of traditional Chinese medicine should follow the development law of traditional Chinese medicine, adhere to the combination of inheritance and innovation, maintain and give play to the characteristics and advantages of traditional Chinese medicine, and use modern science and technology to promote the development of theory and practice of traditional Chinese medicine.
The state encourages Chinese medicine and western medicine to learn from each other, complement each other, develop in a coordinated way, give play to their respective advantages, and promote the integration of Chinese and western medicine.
