School novel coronavirus infection prevention and control work plan

In order to scientifically and efficiently coordinate the prevention and control of novel coronavirus infection in schools, education and teaching, fully protect the health and safety of teachers and students, and continuously ensure the normal order of schools, this scheme is formulated according to the overall scheme of "Class B and Class B Management" for novel coronavirus infection and the reality of the education system.

First, adjust and optimize the campus detection strategy.

Colleges and universities no longer conduct nucleic acid screening for all faculty members, and conduct nucleic acid or antigen testing for key personnel in the school in accordance with relevant regulations. In addition to cross-regional back-to-school enrollment, teachers and students in colleges and universities do not need to provide nucleic acid certificates when entering and leaving school gates and public areas on campus, and the health examination measures for other outsiders entering the campus shall be stipulated by the territory or school after obtaining the consent of the territory. According to the actual needs and local conditions, primary and secondary schools and kindergartens carry out appropriate nucleic acid testing for teachers and students, such as screening, rotation inspection and sampling inspection. Teachers and students do not need to provide nucleic acid certificates when entering and leaving the school gate, and other outsiders must provide nucleic acid certificates when entering the campus.

Second, scientifically arrange education and teaching methods.

Non-epidemic schools carry out normal offline teaching activities. During the epidemic period, primary and secondary schools and kindergartens adopt strict closed management, and colleges and universities can implement district management. After the outbreak of colleges and universities, measures should be taken in time to reduce interpersonal contact, implement online teaching and adjust teaching arrangements. Primary and secondary schools take classes as units. After the infected person appears, the education administrative department at the county (district) level where the school is located shall, together with the health and disease control departments, propose and implement prevention and control measures. After an infected person appears in the kindergarten, temporary shutdown measures can be taken. After the epidemic situation is relieved, normal education and teaching should be resumed in time.

Third, improve the ability of campus epidemic prevention and control.

During the epidemic period in which the school is located, it is necessary to cooperate in many ways to prevent the risk of epidemic input and spread, find, treat and manage infected people in time, and control the clustered epidemic situation in the school. Local health, disease control and education departments guide and support colleges and universities to create conditions to build school health posts, scientifically determine the number of beds according to the number of teachers and students in the school and the needs of epidemic prevention, equip with sufficient medical and service support personnel, medical drugs and equipment, create relatively independent accommodation conditions for asymptomatic infected people and mild cases in the school as needed, and provide temporary health monitoring or appropriate symptomatic treatment and other related services, and set up fever clinics in student gathering areas such as campus dormitory areas to provide fast and convenient medical services. Colleges and hospitals should co-ordinate the management of medical resources of the whole school, create conditions for setting up fever clinics and isolated medical areas, implement a 24-hour duty system, announce hotline or online service windows, and provide medical consultation services for teachers and students. Primary and secondary schools strengthen the construction of health rooms (health rooms), strengthen the professional training of employees, equip them with necessary medical drugs, set up health observation rooms for teachers and students, provide temporary observation for teachers and students with fever and other symptoms, and guide parents to safely care for students to go home.

Fourth, improve the green channel of professional treatment.

The health, disease control and education departments where the school is located support the cooperation between the school and relevant hospitals, establish a stable docking mechanism between the school and relevant hospitals, coordinate the docking between local hospitals and schools, arrange hospital medical staff to work together at the school, improve the green channel for transferring relevant cases in the school to relevant hospitals for professional treatment, refine the grading diagnosis and treatment methods for infected people in the school according to the principle of classification, and refer ordinary cases to designated hospitals; Severe and critical cases with pneumonia as the main manifestation and cases requiring hemodialysis are treated intensively in designated hospitals; Severe and critical cases with basic diseases are referred to tertiary hospitals with treatment capacity.

Fifth, do a good job in monitoring the health of teachers and students.

Carry out various forms of health education, guide teachers and students to firmly establish and consciously practice the concept of "health first" and be the first responsible person for their own health. Adhere to good hygiene habits such as wearing masks and washing hands frequently, strengthen physical exercise, maintain a healthy lifestyle, and improve health literacy and self-protection ability. Strengthen the health monitoring of teachers and students, measure the body temperature when entering school, and take corresponding measures such as timely observation when fever symptoms are found. Teachers and students with fever, dry cough, fatigue, sore throat and other symptoms are not allowed to work and study at school. In conjunction with the community to carry out health surveys of key groups of teachers and students, timely file, and carry out health management. Primary and secondary schools and kindergartens implement the morning check-up system, the epidemic reporting system of infectious diseases, and the follow-up registration system for absenteeism due to illness, so as to improve the information level of disease monitoring and early warning.

Sixth, strengthen the school material reserve.

Schools dynamically reserve Chinese medicines, symptomatic drugs and antigen detection reagents related to novel coronavirus infection according to 15-20% of the total population, and schools with large population can increase them as appropriate. Reserve enough masks, disinfection supplies, safety temperature measuring equipment and other commonly used epidemic prevention materials. Epidemic prevention materials should be stored for more than 1 week, and a stable supply channel should be established to ensure adequate use in emergencies. Once a large-scale cluster epidemic occurs in the school, the territory should give priority to providing school living materials and epidemic prevention materials, and give priority to treating infected people with special needs.

Seven, improve the campus public health.

Adhere to the prevention of people, things and the environment and the prevention of various diseases. Implement the campus public health management system and disinfection system. Maintain air circulation in teaching areas, dormitories, public toilets and other places, and minimize the use of indoor enclosed spaces without natural ventilation. Strengthen the safety management of food and drinking water.

Eight, improve the service guarantee for teachers and students.

Education administrative departments and schools at all levels should pay close attention to the ideological trends of teachers and students, guide teachers and students to correctly understand epidemic prevention policies and measures, and enhance morale and confidence. Provincial and municipal education departments and colleges and universities should improve the normalized working mechanism of "handling complaints immediately", implement the ledger system for teachers and students to reflect problems, solve feedback within a limited time, and meet the reasonable demands of teachers and students. Encourage schools to distribute health and epidemic prevention packages to teachers and students, find out the base number of teachers and students with difficulties in life and special health needs, establish files, track services, and establish a bottom-up assistance mechanism. According to the deployment of local disease control departments, organize teachers and students to vaccinate, ensure the vaccination rate and safety of elderly faculty and children, and strive to be "foolproof". Do a good job in students' mental health education and psychological counseling, timely resolve students' negative emotions such as panic and anxiety, and create a lively, healthy and upward campus atmosphere.

Nine, strengthen the implementation of the responsibilities of all parties

Implement territorial responsibility, formulate strategies such as nucleic acid detection in primary and secondary schools and kindergartens, lead the school epidemic prevention and control work, and make overall plans to solve major problems in school epidemic prevention and control; Health, disease control and other departments guide school epidemic prevention and control, support the construction of school health stations, medical personnel training, medical material reserves and major risk disposal, and establish a green channel for school-related personnel to be transferred to relevant medical institutions for treatment. Education administrative departments at all levels should implement industry management responsibilities, organize the formulation and implementation of the local education system epidemic prevention and control work plan, coordinate and solve the difficulties and problems in school epidemic prevention and control in a timely manner, and strengthen daily guidance, supervision and inspection. The school should carry out the main responsibility, and the main responsible comrades of the party and government should perform the duties of the first responsible person, improve the school epidemic prevention and control work plan, play the role of the school hospital (clinic, health room) as the school health management center, cooperate with various departments, establish a comprehensive coordination management mechanism, clarify the division of labor, strengthen management, and promote relevant measures to be implemented in all aspects of education and teaching management services to ensure the physical and mental health of teachers and students and ensure the normal order of the school.
