It is difficult to determine tuberculosis from this CT report alone. I wonder if the patient has other symptoms, such as low fever, fatigue, cough, blood in sputum, chest tightness, emaciation and so on. Suggest a chest X-ray. Because chest X-ray is more convincing than CT. CT is generally effective in diagnosing lung inflammation (including lung cancer).

Note: whenever the CT report says that there is a shadow in a certain part, there must be something wrong. The focus of tuberculosis is generally in the upper lobe of the lung near the clavicle, which is generally calcified, so X-ray fluoroscopy is better than CT. Personally, it seems to be just a lung infection, and I don't know the age of the patient, because the symptoms of young children and the elderly are different.
