Second, the existing problems
First, the service industry is small in scale and poor in structure. At the end of the 11th Five-Year Plan, the added value of service industry in our region accounted for only 35% of GDP, ranking the second lowest in the city, far below the average level of 43. 1% in the whole province and 44. 1% in the whole city. According to tax statistics, at present, except for a few industrial enterprises in the producer service industry, other service enterprises in our region are small in scale, low in grade, not wide in business field and not strong in comprehensive competitiveness. Only 1 enterprises in the whole region have won the title of municipal firm, only 2 enterprises have paid more than10 million, and only 9 enterprises have paid more than 3 million. As far as the internal structure of service industry in our region is concerned, the traditional service industries such as catering, farmers' markets and supermarkets are still dominant, while the modern service industry is relatively insufficient, especially the producer service industry is underdeveloped. Among the enterprises that pay more than 500,000 taxes in the whole region, producer services only account for 29%, and the proportion is obviously low.
Second, the urbanization process is slow and the related facilities are backward. In recent years, although our district takes urban construction as the focus of its work and has introduced a series of measures to push forward with all its strength, overall, the urbanization process is still slow. Due to the lack of continuity before and after the planning, and the excessive adjustment of some planning changes, the progress of some projects and the supporting construction of public facilities are difficult, and the situation of "area without city" has not been fundamentally changed. At the same time, the problems of population agglomeration and industrial support have also brought certain influence to the development of modern service industry, especially some large-scale service industries, which have developed slowly due to the lack of relevant supporting facilities. For example, the construction of Ouhai New Town is slow, and the service industries such as Atlantic Shopping Center are still in a tepid state, which has not achieved the expected results.
Third, insufficient policy support and low investment. The promotion of projects in various industries of service industry is not strong. During the "Eleventh Five-Year Plan" period, tourism projects such as Chuitai Mountain have not been greatly developed, and the illegal construction and ecological protection of Rhoda still cannot be effectively solved; At present, projects such as Panqiao International Logistics Center and Nanhu Urban Complex are difficult to advance due to planning adjustment and land restrictions. The policy of attracting foreign investment and introducing projects lags behind. The existing policies have not played a good role in supporting the development of modern service industry, especially the land use and tax reduction methods are not flexible enough to attract business owners and businesses. For example, Debon logistics enterprises changed their idea of setting up regional headquarters in Ouhai because of lack of preferential policies. There are relatively few guiding funds. However, compared with the huge service industry projects and the investment in neighboring brother counties and cities, the matching funds are obviously insufficient.
Fourth, the management system is not perfect and the effect is not ideal. According to the survey, several departments in our district take the lead in managing the modern service industry. Among them, modern business service office, development and reform bureau, economic and trade bureau and other departments undertake some management functions of modern service industry respectively. The pattern of "multi-head management" makes it difficult to adjust some project plans, complicated approval procedures and slow progress in project construction, which affects the healthy, standardized and orderly development of modern service industry.
Third, the basic idea of developing modern service industry in our region
(A) to accelerate the process of new urbanization as a starting point, accelerate the development of modern service industry.
