(2) According to the characteristics and conditions of this project, formulate the occupational health and safety responsibility system for construction and production, and implement the occupational health and safety responsibility system for managers and operators at all levels according to the requirements of the responsibility system promulgated, so that everyone can do a good job in occupational health and safety in this position.
(3) Before the commencement of this project, the engineering department shall, at the same time of compiling the construction organization design, formulate the implementation occupational safety technical scheme, and compile and implement special occupational health and safety measures such as earthwork excavation, transportation, concrete pouring, foundation treatment, metal node fabrication and installation, so as to ensure occupational health and safety.
(4) Implement the technical disclosure system of occupational health and safety step by step, and the project manager department will organize relevant personnel to make detailed technical disclosure of occupational health and safety. All personnel involved in the disclosure shall go through the signing formalities and save the data. The full-time safety officer of the Safety and Environmental Protection Department shall supervise and inspect the implementation of the technical measures for occupational health and safety, and make records.
(5) Strengthen the safety education on the construction site.
(1) According to the characteristics of this project, all personnel engaged in management and production shall be given comprehensive occupational health and safety education before construction, with emphasis on training and education for full-time safety officers, team leaders and operators engaged in special operations.
(2) Construction management personnel and production personnel without safety and occupational health education are not allowed to take up their posts, new workers without tertiary education are not allowed to take up their posts, and they are not allowed to change jobs or adopt new technologies, new processes, new equipment and new materials without training.
(3) Operators of special types of work need safety education, examination and re-examination, and they can only take up their posts with certificates after passing the examination in strict accordance with the Management Regulations on Safety Technology Examination of Special Operators. The special operators who have obtained the work license should be registered, reviewed on schedule, and managed by designated personnel.

According to the engineering situation, organize special inspections before construction preparation, when construction is dangerous, when seasons change, and before and after holidays. For the safety problems and labor protection problems found in the inspection, we should immediately formulate rectification measures in accordance with the principle of "three-no pass" and make rectification and acceptance within a time limit.
(7) According to the relevant regulations of the public security department, formulate a series of rules and regulations on the procurement, transportation, processing, storage and use of inflammable and explosive articles and initiating explosive devices, and accept the inspection and assessment by the local public security department. Explosives must be stored in a warehouse with a certain safe distance from the construction site or living area, and explosives shall not be piled up on the construction site.
(8) Assess the occupational health and safety work every month, and implement the system of heavy rewards and heavy penalties. Strictly implement the safety accident reporting system formulated by the Ministry of Construction, and submit safety reports and accident investigation reports in time as required.
