In accordance with the requirements of "development of production, affluent life, civilized rural customs, clean village appearance and democratic management", we should proceed from the reality of all localities, respect the wishes of farmers, and solidly and steadily promote the construction of new countryside.
However, "building a new socialist countryside" is not put forward for the first time now. It was used in the 1950s. Since the reform and opening up, this formulation has also appeared in documents 1984, 1987 and 199 1. However, the background and significance of building a new socialist countryside put forward by the Fifth Plenary Session of the 16th CPC Central Committee in 2005 are quite different from those in the past, which are mainly manifested in the following aspects: at present, it is a critical period to build a well-off society in an all-round way, and the concept of people-oriented and building a harmonious socialist society is deeply rooted in people's hearts under the new situation.
