1. In order to implement the spirit of "school education should establish the guiding ideology of health first and strengthen physical education" put forward in the Decision of the State Council Central Committee on Deepening Education Reform and Promoting Quality Education in an All-round Way, promote students to actively participate in physical exercise, form the habit of regular physical exercise, and improve their self-care ability and physical health level, the Standards for Students' Physical Health (for Trial Implementation) (hereinafter referred to as the Standards) is specially formulated.

Two, the "standard" applies to full-time primary schools, junior high schools, ordinary high schools, secondary vocational schools and ordinary colleges and universities students.

Three, the "standard" from the aspects of physical form, physical function, physical quality, comprehensive evaluation of students' physical health, the "standard" according to the percentage system.

4. Standards According to the growth and development law of students, the subjects were divided into the following groups: Grade 1 and Grade 2, Grade 3 and Grade 4, Grade 5 and Grade 6; Junior high school and above will be a group every year, and a group will be a university.

(1) The test items for the first and second grades of primary school are height, weight and sitting forward.

(2) Test the height, weight, 50-meter running and standing long jump in the third and fourth grades of primary school.

(3) There are six test items in the fifth and sixth grades of primary school, among which height, weight and vital capacity are mandatory items. There are three options for the test items: one is to choose from the step test and the 50m× 8 round trip; Choose one of the 50-meter run and the standing long jump; Boys choose one from sitting forward and grip strength, while girls choose one from sitting forward, grip strength and sit-ups. (4) There are six test items in junior high school and above (including university), among which height, weight and vital capacity are mandatory. There are three elective events: one is from the 5 0-meter run and the standing long jump; Boys choose one from the step test and 1000m running, and girls choose one from the step test and 800m running; Boys choose one from sitting forward and grip strength, while girls choose one from sitting forward, sit-ups and grip strength.

Six, testing and scoring standards

The selected items in the Standard are randomly determined by the local (city) level education administrative departments before the examination. Considering the different situations between urban and rural areas, the step test items in the standard can be tested in rural schools, and the step test can be carried out in urban schools. The test methods of body shape, body function and physical quality in the standard shall be implemented according to the relevant requirements in the Interpretation of Students' Physical Health Standard (Trial Scheme) published by People's Education Publishing House. Seven. The sum of the scores of rating and registering each test item is the final score of the standard. According to the final score, the rating is: 86 or above is excellent, 76 -85 is good, 60 -75 is passing, and 59 or below is failing. Evaluate the results once every academic year and record them on the Student's Physical Health Standard Registration Card. Primary schools are evaluated once every two years according to groups, and other grades are evaluated once every academic year. Students' graduation scores shall be based on the sum of the graduation year's scores and the average scores of other academic years (each accounting for 50%).

Measures for the implementation of "Students' Physical Health Standards (Trial Scheme)"

First, the implementation of the "Standard" is led by the Ministry of Education and the State Sports General Administration, managed by the education administrative departments at all levels, and guided by the sports administrative departments. The school is responsible for organizing the implementation of this standard. Schools and local education administrative departments should collect, summarize and report the relevant data of the Standard in accordance with the unified arrangements and requirements of the Ministry of Education and the State Sports General Administration.

2. This standard is implemented by the Academic Affairs Office (Department), the Physical Education Teaching and Research Office (Sports Group), the school hospital (infirmary), the Student Affairs Office and the counselor (class teacher) under the leadership of the principal. The test of "Standard" should be organically combined with students' physical examination to avoid repeated tests. The results of each test item are summarized by the Physical Education Teaching and Research Section (Physical Education Group), evaluated and graded according to the requirements of the standard, recorded in the Student Physical Health Standard Registration Card, and stored in the student file when graduation.

Three, students reach the "standard" good grade and above, can be rated as three good students, get a scholarship (institutions of higher learning); Only those who have achieved excellent results can get award-winning credits (institutions of higher learning or schools that experiment with the new curriculum standards of high schools). Students who fail the "standard" exam will be allowed to take a make-up exam this school year. If they still fail in the make-up exam, they will fail in the academic year evaluation. When students graduate, the "standard" score reaches 60 points, which means that they have passed and are allowed to graduate; Those who fail to meet the "standard" will be treated as undergraduate students.

Fourth, the way to reward and reduce points

(a) in any of the following circumstances, 5 points will be awarded, and different projects can be accumulated with extra points:

1. The attendance rate of morning exercises, recess exercises and extracurricular physical exercises is over 98%, and those who exercise seriously;

2. Those who have won the title of first-class athlete;

3. Those who participated in the school sports meeting and above sports competitions won the ranking;

4. Student sports cadres organize all kinds of sports activities seriously and responsibly.

(2) Those who are absent from physical education class for no reason, do morning exercises, practice between classes and do extracurricular physical exercises, and the cumulative attendance times in one year exceed110, or the cumulative absenteeism times in one school year exceed 1/3, their standard scores should be recorded as failing, and the highest standard score for that school year is 59 points.

Five, because of illness or disability, students can apply to the school, from the implementation of the "standard". With the doctor's certificate and the approval of the Physical Education Teaching and Research Section (Sports Group), it is not necessary to implement the Standards, and the completed form (see Table 7, omitted) is stored in the student file.

Six, local education and sports administrative departments of local schools at all levels and all kinds of implementation of the "standard", to carefully check and supervise, regular spot checks, and informed, to practice fraud, engage in malpractices for selfish ends, give criticism and education, if the circumstances are serious, be given administrative sanctions.

Seven, in order to make the implementation of the "standard" more scientific, accurate, simple and easy, the testing equipment selected by the school must be qualified by the national quality supervision department, and at the same time, we should actively create conditions for using computers and strive to achieve scientific and modern management.

Eight, all kinds of schools at all levels try out the Standards, College Students' Physical Education Qualification Standards, Middle School Students' Physical Education Qualification Standards and Primary School Students' Physical Education Qualification Standards are no longer implemented. At the same time, the results of the Standards are regarded as the results of the National Physical Training Standards.

Nine, the education administrative departments of all provinces, autonomous regions and municipalities directly under the central government, according to these measures, formulate specific implementation opinions.

Ten, the Ministry of education is responsible for the interpretation of these measures.
