I. Main responsibilities
(a) according to the relevant principles and policies of the party and the state, province and city, study and formulate the overall plan and work plan for the development of health, population and family planning in the whole region and organize their implementation.
(two) responsible for the preparation of district health funds, family planning funds budget; Responsible for supervising the management and use of state-owned assets and various business funds of institutions in this system.
(three) to study and guide the reform of health and family planning management system in the whole region; Strengthen the construction of health and family planning cadres and education and training.
(four) to formulate the basic construction plan of health and family planning in the whole region and guide the construction of health and family planning facilities.
(five) to study and formulate policies and measures for population and family planning work in the whole region, and draft normative documents; To guide, inspect and supervise the family planning work in the whole region; Coordinate relevant departments to formulate and implement economic and social policies and social security measures conducive to population and family planning, and promote the comprehensive management of population and family planning work.
(six) in conjunction with the relevant departments to study the population development strategy of our region, according to the population control indicators issued by the city, the preparation of our region's population and family planning development in the long-term planning and annual plan, and the implementation of inspection and evaluation; Establish family planning network information, organize the implementation of family planning system information management, and be responsible for the statistics of population and family planning in the whole region.
(seven) to organize and implement the national family planning publicity and education work; Responsible for the comprehensive management of family planning technical services, check and guide the work of township family planning service stations, and carry out prenatal and postnatal care, contraception and reproductive health services. Guide the daily management of family planning of floating population in the whole region, and contact and coordinate the relevant departments of public security, industry and commerce, health and so on. , the implementation of their respective responsibilities of family planning management of floating population, and promote the comprehensive management of family planning of floating population.
(eight) to publicize, implement and enforce health laws and regulations, and exercise the functions of health administrative supervision according to law; Perform the overall management functions of the health industry according to law, and manage and guide food hygiene, occupational hygiene, radiation hygiene, school hygiene, maternal and child health care, community health services, primary health care, rural cooperative medical care, basic medical insurance for urban residents, family planning technology and blood donation according to law.

Second, internal institutions.
According to the above responsibilities, the District Health and Population and Family Planning Bureau has five functional departments:
(1) office

(3) Family planning department
Formulate the main points of population and family planning publicity and education, organize the publicity and education activities of population and family planning in the whole region, be responsible for the liaison work of family planning publicity and cooperation groups, and standardize the management of population and family planning publicity materials; Responsible for the construction of family planning publicity network; Responsible for the professional knowledge and business training and education of family planning in the whole region; Responsible for the investigation and review of the identification of sick and disabled children, responsible for the comprehensive management of family planning technical services, and guiding the construction of township family planning service stations and village family planning service rooms; Organize reproductive health, prenatal and postnatal care and quality services.
Responsible for drafting administrative normative documents on family planning, and organizing township family planning office staff to carry out professional training on policies and regulations; Responsible for the investigation, verification and declaration of the audit of the two children who take care of the birth under special circumstances, responsible for the handling and daily management and administrative reconsideration of the objects that violate the family planning policy, and guiding the grass-roots administration according to law; Responsible for letters and visits from the masses; Work out and adjust the medium and long-term population plan and annual plan jointly with relevant departments, and be responsible for the statistical work of family planning in the whole region; Responsible for the information management of the family planning system in the whole region.
Guide the daily management of family planning of floating population in the whole region, and be responsible for the coordination of family planning of floating population in relevant departments; Responsible for the law enforcement inspection of family planning of floating population, and responsible for relevant business training; Responsible for the family planning management of the unemployed and participate in the comprehensive reform of family planning in cities and towns.
