What does the targeted free medical student program mean?

Free medical students are called "order-based free undergraduate medical students training in rural areas of central and western China supported by the central government". The central government supports medical colleges to train free five-year undergraduate medical students for township hospitals in the central and western regions. The direction of free medical care is decided by the National Development and Reform Commission, the Ministry of Education and the Health Planning Commission. Since 20 10, free medical students have been trained in medical colleges for three consecutive years, focusing on training health personnel engaged in general practice in township hospitals and below. As a targeted employment enrollment plan, the order-oriented training plan is included in the annual enrollment scale of ordinary colleges and universities. In 2022, the central government supported medical colleges and universities to train 59 18 free five-year undergraduate medical students for township hospitals in the central and western regions, majoring in clinical medicine, traditional Chinese medicine and Mongolian medicine.

Directional free medical students are a plan for health professionals engaged in general practice in township medical colleges and medical and health institutions below. The overall goal of the plan is to rationally plan urban and rural grassroots medical and health human resources, gradually establish a grassroots medical and health team construction system with China characteristics, train a group of general practitioners who can get down, use well and stay, and form a grassroots medical and health team with moderate quantity, high quality and reasonable structure, which can meet the needs of the grassroots medical and health system. Gradually improve the ability of primary medical and health services and promote the realization of the goal of universal access to basic medical and health services. Directional medical students are enrolled in cities and States for rural registered students who meet the requirements of the college entrance examination in the province. The Provincial Health and Wellness Commission and the Education Department decompose the enrollment plan issued by the state into cities and prefectures every year, and the municipal human resources and social departments, together with the health and health departments, make overall plans to determine specific targeted service places within the city according to the work needs of counties (cities, districts) under their jurisdiction. For cities, prefectures and counties (cities, districts) with large service population, large demand for general practitioners and good employment placement and treatment for medical students, the enrollment quota for the current year will be appropriately increased, and the enrollment quota will be reduced accordingly if the policy implementation is not in place.

Advantages and limitations of directional free medical students

Directional medical students are suitable for rural students with poor family conditions. All medical students need to take the postgraduate entrance examination, while oriented medical students don't need the postgraduate entrance examination, but they are also assigned, and there is no risk of unemployment during their work.

The advantages of oriented medical students are also constraints. They are assigned to work in university packages free of tuition fees, but the working environment is mostly rural grassroots, and they must work in the countryside for six years before they can change jobs. Generally speaking, the medical facilities and environment in the assigned workplace are poor, which has no learning value, let alone progress. And the medical level is constantly improving.

Free medical students are free of tuition and accommodation fees during their studies at school, and subsidize their living expenses. Tuition and accommodation fees are subject to the charging standards set by the local price department. The standard of living allowance is determined by the provinces in combination with the actual situation, and it is not lower than the national subsidy standard in principle. The required funds are implemented by the provincial finance in the medical and health expenditure. The state has spent three years training a five-year clinical medical undergraduate who intends to engage in general practice for each township health center in the central and western regions, and the central government gives subsidies according to the standard of 6,000 yuan per student per year, giving priority to ensuring the living allowance for free medical students.

Free directional undergraduate medical students must sign directional training and employment agreements with training institutions and county-level health, human resources and social security administrative departments where directional employment is located after admission and before obtaining the admission notice. Free directional undergraduate medical students' household registration remains in the original household registration location during their school days, and they can move into the targeted employment location according to relevant regulations after graduation.
